Receive a report on the opening of the North County Family Justice Center from San Diego
County District Attorney Summer Stephan.
Executive Summary
This report provides information related to the opening of One Safe Place, the North County
Family Justice Center, and the newly developed memorandum of understanding between the
County of San Diego, the San Diego County District Attorney's Office, multiple victim service
providers and North County local law enforcement agencies, including the Carlsbad Police
Department. All of these agencies came together to develop and implement the first ever North
County Community Response Team, which is funded by a grant from the Office on Violence
Against Women.
Discussion
In 2020, a California Office of Emergency Services steering committee made up of
multidisciplinary victim service agencies and criminal justice, government and community
partners was established in San Diego County to identify gaps and needs in domestic violence
and sexual assault victim services. In 2021, a countywide "Victim Summit" brought together
more than 400 victims and other victim services providers to identify gaps and then make
recommendations for improved victim services. The Carlsbad Police Department participated in
the Victim Summit. The steering committee and the summit both found that the North County
was lacking in both the quality and accessibility of resources for family violence victims, and in
the coordination between partners.
Both evaluative processes also identified domestic violence and sexual assault victims as
primary groups in need of more specialized, wrap-around services and improved responses
from all partners. They also identified the need for outreach efforts focused on specific
populations, limited English speakers, and LGBTQ victims and people in rural areas.

In response to the identified needs, the District Attorney's Office will open the North County
Family Justice Center -One Safe Place in April 2022. This center, at 1050 Los Vallecitos Road in
San Marcos, will provide a one-stop family justice resource for the North County, with
comprehensive services for victims of domestic violence, elder abuse and neglect, dating
violence, sexual assault, stalking and other crimes.
The many onsite services will include:
• Trauma therapy
• Forensic evidentiary exams for domestic violence and sexual assault
• Case management services
• Help locating safe shelter and housing
• Health and wellness services
• Support groups
To date, 53 community partners including non-governmental organizations, non-profits, and
other governmental victim service agencies have signed memorandum of understandings to be
co-located at the center, or to be referral partners.
In late 2021, the County of San Diego, the county Sheriff's Department and District Attorney's
Office, the Carlsbad, Escondido and Oceanside police departments, and the Women's Resource
Center, Center for Community Solutions and Community Resource Center came together to
collaborate to obtain a grant from the U.S. Department of Justice Office on Violence Against
Women's four-year grant program. The Carlsbad Police Department is proud to be a part of this
collaboration, with the overall goal being to treat domestic violence, dating violence, sexual
assault and stalking as serious violations of criminal law requiring the coordinated involvement
of the entire criminal justice system.
The primary goal of this grant funded project is to plan, develop and establish a comprehensive
victim service and support center. The launch of the North County Family Justice Center -One
Safe Place will bring all of these agencies together for the first time. The center's partners will
work to improve cross-coordination in between law enforcement agencies, law enforcement
and prosecutors, and between victim advocacy and the criminal justice system in cases
involving domestic violence, dating violence, sexual assault, and stalking. The aim is to improve
victim safety and to effectively hold offenders accountable.
The memorandum of understanding says that the partners in this project "will work together to
bring together victim service providers, law enforcement, prosecutors, governmental victim
assistants, forensic medical professionals, civil legal attorneys, chaplains, legal advocacy
agencies, population specific organizations representatives from community based
organizations and other relevant public or private agencies or organizations in one centralized
trauma informed center in San Marcos in order to improve safety, access to services, and
confidentiality for victims and their families."
To implement these goals, this partnership will:
• Establish a multidisciplinary North County coordinated community response system
with the partners named in the memorandum of understanding and other relevant
stakeholders, especially those serving underserved populations, including but not

limited to organizations representing LGBTQ community members, disabled adults, rural
residents and those who speak Spanish or have limited English ability.
The partners at One Safe Place will meet monthly to:
o Develop and implement a community needs assessment. This will be done under
the direction of the Office on Violence Against Women. Its goal will be to
improve the identification, investigation, prosecution and adjudication of
domestic violence, dating violence, sexual assault and stalking cases in the North
County).
o Identify evidenced-based practices and/or tools that may be implemented at the
agency and community level with direction from the Office on Violence Against
Women
o Develop a model that outlines community goals and submit the model to the
Office on Violence Against Women. for review and approval before the project's
implementation phase
o Conduct ongoing project assessment and evaluation activities
The Carlsbad Police Department has committed to providing One Safe Place with two Family
Services Unit detectives and one Family Services sergeant to work at the center four days a
week once the center opens. Starting in the second year of the four-year project, the
department will provide a Family Service Unit detective for four hours during after-normal-
business hours. The department will also refer victims who have experienced domestic
violence, sexual assault, dating violence, and stalking to the partners and services at One Safe
Place.
Fiscal Analysis
The cost of the activities in the plan are covered in the police department's budget as well as
the U.S. Department of Justice Office on Violence Against Women's four-year grant
Program.
Next Steps
The Carlsbad Police Department Family Services detectives and sergeant will begin working out
of the center and referring victims there when it opens, which is expected in April 2022.
Environmental Evaluation
This action does not constitute a "project" within the meaning of the California Environmental
Quality Act under Public Resources Code section 21065 in that it has no potential to cause
either a direct physical change in the environment, or a reasonably foreseeable indirect physical
change in the environment.
Public Notification
This item was noticed in keeping with the state 's Ralph M. Brown Act and it was available for
public viewing and review at least 72 hours before the scheduled meeting date

MEMORANDUM OF UNDERSTANDING
WHEREAS the County of San Diego, San Diego County Sheriffs Department, Carlsbad Police
Department, Escondido Police Department, Oceanside Police Department, Women's Resource
Center, Center for Community Solutions, and Community Resource Center, and San Diego
County District Attorney's Office have come together to collaborate and to make an application
for the U.S. Department of Justice Office on Violence Against Women's four-year grant
program, "OVW Improving Criminal Justice Responses to Domestic Violence, Dating Violence,
Sexual Assault, and Stalking" to treat domestic violence, dating violence, sexual assault, and
stalking as serious violations of criminal law requiring the coordinated involvement of the entire
criminal justice system; and
WHEREAS, the partners listed below have agreed to enter into a collaborative agreement in
which the County of San Diego will be the lead agency and named applicant and the other
agencies will be partners in the application; and
WHEREAS, the partners herein desire to enter into a Memorandum of Understanding setting
forth the services to be provided by the collaborative; and
WHEREAS, the partners have reviewed the budget, amount being requested, and is either being
full compensated for their work under the grant or is agreeing to be partially compensated or
receive no compensation from the grant; and
WHEREAS, the collaborative of partners listed in this application actively participated in the
development of the application, was prepared and approved by this collaborative of partners, and
is to be submitted to the Office of Violence against Women on or before March 31 , 2020.
I. MOU Collaborative -Project Partners
Lead Applicant: County of San Diego: The County of San Diego is governed by a five-
member Board. of Supervisors, operating an annual budget of 6.55 billion dollars. San Diego
County's population totals 3,351,786 and covers 4,526 square miles.
The County of San Diego Public Safety Group provides law enforcement and public safety
services including the San Diego County District Attorney, Public Defender, Probation,
Office of Emergency Services, Sheriff, Department of Child Support Services, Animal
Services, San Diego Fire Authority, and the Medical Examiner's Office.
Prosecutors Office -San Diego County District Attorney's Office (SDCDA): SDCDA
has the mission to pursue equal and fair justice for all and to build safe neighborhoods in
partnership with the communities we serve, by ethically prosecuting those who commit
crime, protecting victims and preventing future harm. SDCDA is the largest local provider of

victim services in San Diego County and assists approximately 15,000 crime victims
annually. The office's Family Protection Division prosecutes crimes of domestic violence,
dating violence, stalking, crimes against children, and elder abuse. The division strongly
supports victims of crime and works closely with other criminal justice agencies, victim
service agencies and other community partners. In October of this year, the DA's Office
along with all the partners listed in this MOU, will launch the county's first North County
Family Justice Center, bringing wrap-around services for victims of domestic violence,
elder abuse and neglect, dating violence, sexual assault, stalking and other crimes to the north
region of the county. Some of the many onsite services will include trauma therapy; forensic
evidentiary exams for domestic violence and sexual assault; Case Management services;
navigation locating safe shelter/housing, health and wellness services; support groups; and
more.
Law Enforcement
San Diego County Sheriffs Department: Has the mission of providing the highest quality
public safety services to make San Diego County the safest urban county in the nation. Has
2,634 sworn personnel, with 307 specifically in North County. The Sheriffs Department
investigates domestic violence, stalking, sexual assault, elder abuse, and other crimes. Every
case is investigated with the intent to protect victims, hold abusers accountable, and provide
additional access to resources to end the cycle of violence.
Carlsbad Police Department: Has mission is to protect and serve the community with
integrity, professionalism and valor and they value respect and compassion for everyone. Has
129 sworn personnel. Their Family Services Unit is responsible for investigating crimes of
domestic violence, child abuse, juvenile related crime and elder abuse.
Escondido Police Department: Has the mission to protect our community through
exceptional police service. Has 170 sworn police personnel. Their Family Protection Unit is
responsible for investigating a variety of criminal activities including sexual assaults,
domestic violence, elder abuse, and crimes against children.
Oceanside Police Department: Has the mission work with the community to build trust and
provide quality service that actively prevents crime, reduces the fear of crime and promotes
safety and some of their core values include diversity and partnership. Has 228 sworn police
personnel. Their Family Protection Unit is responsible for investigating domestic violence,
child abuse, physical elder abuse, and all sex related crimes.
Victim Service Providers
Women's Resource Center (WRC): Has the mission of stopping domestic violence and
sexual assault by rebuilding lives together. WRC is a non-profit organization located in
Oceanside and provides a full array of trauma informed, supportive services for domestic
violence, dating violence, sexual assault, and stalking for victims of all ages in San Diego
County. WRC supports victims through an array of services including a 24-hour crisis line,
safe emergency and transition shelters and other housing programs, forensic exam
accompaniment, supportive advocacy, counseling licensed therapists, and legal services.

Advocates from WRC are Certified Domestic Violence and Sexual Assault Counselors as
defined in the California Evidence Codes 1035.2 and 1037.1 and utilize trauma-informed
practices that are tailored to meet the individual needs of the victim.
Center for Community Solutions (CCS): Has the mission to end relationship and sexual
violence by being a catalyst for caring communities and social justice. CCS is a non-profit
organization with multiple locations throughout San Diego County including Escondido and
provides a full array of supportive services for domestic violence, dating violence, sexual
assault, and stalking for victims of all ages in San Diego County. CCS supports victims
through an array of services including a 24-hour crisis line, safe emergency and transition
shelters and other housing programs, forensic exam accompaniment, supportive advocacy,
counseling licensed therapists, and legal services. Advocates from CCS are Certified
Domestic Violence and Sexual Assault Counselors as defined in the California Evidence
Codes 1035.2 and 1037.1 and utilize trauma-informed practices that are tailored to meet the
individual needs of the victim.
Community Resource Center (CRC): Has the mission to help our neighbors create paths to
healthy food, stable homes and safe relationships. CRC is a non-profit organization located in
Encinitas and provides a full array of supportive services for domestic violence, dating
violence, sexual assault, and stalking for victims of all ages in San Diego County. CRC
supports victims through an array of services including a 24-hour crisis line, safe emergency
and transition shelters and other housing programs, food and nutrition services, supportive
advocacy, counseling licensed therapists, and legal services. Advocates from CRC are
Certified Domestic Violence Counselors as defined in the California Evidence Codel037.1 ·
and utilize trauma-informed practices that are tailored to meet the individual needs of the
victim.
II. History of the Relationship
The County District Attorney's Office, San Diego Sheriffs Department, Carlsbad Police
Department, Escondido Police Department, Oceanside Police Department, Women's
Resource Center, Center for Community Solutions, and Community Resource Center all
work closely together in the North Regions of San Diego County to serve victims of
Domestic Violence, Dating Violence, Sexual Assault, and Stalking.
Women's Resource Center opened in 1974, Center for Community Solutions in 1969, and
Community Resource Center in 1979. These three North County victim services
organizations have worked closely with the above listed law enforcement and prosecution
agencies since opening their doors, in order to provide 24/7 advocacy services for victims,
acting as a "lifeline" day and night to ensure that support and safety needs are addressed.
They partner with the San Diego County DA's Office in the San Diego High Risk Case
Response Teams, SoCal Safe Shelter Collaborative, Domestic Violence Council Shelter and
Support Services Committee, and Domestic Violence Fatality Review Team (in-depth case
review to identify needed systems improvements).

III. Goals of this MOU Partnership
In line with OVW's priority areas, we seek to reduce violent crime against women and
promote victim safety through investing in law enforcement, increasing prosecution, and
promoting effective prevention. The primary goal of this project is to plan, develop and
establish a comprehensive victim service and support center.
Currently, none of these partners co-locate in the North County. The launch of the North
County Family Justice Center -"One Safe Place -will bring all of these agencies together
for the first time. We seek to improve cross-coordination responses for cases involving
domestic violence, dating violence, sexual assault, and stalking between law enforcement
agencies, law enforcement and prosecutors, and between victim advocacy and criminal
justice through this grant project. We aim to improve victim safety and effectively hold
offenders accountable.
To implement these above goals, this project proposal and MOU Partnership will conduct the
following:
• Establishment of a multidisciplinary North County Coordinated Community Response
(CCR) with the project partners named in this MOU and other relevant stakeholders,
especially those serving underserved populations, including but not limited to
organizations representing LGBTQ, disabled adults, rural residents, and Spanish speaking
(limited English) of the North County Family Justice Center who will meet monthly to:
o Develop and implement a community needs assessment (with direction from OVW
with the goal of improving the identification, investigation, prosecution, and
adjudication of domestic violence, dating violence, sexual assault, and stalking
cases in the North County); and
o Identify evidenced-based practices and/or tools that may be implemented at the
agency and community level with direction from OVW; and
o Develop a logic model that outlines community goals and submit the model to
OVW for review and approval prior to the start of the implementation phase of this
project; and
o Conduct ongoing project assessment and evaluation activities.
• Participate in OVW Training and Technical Assistance (TTA) for project partners on
improving responses to victims of domestic violence, dating violence, sexual assault, and
stalking. Attend a new grantee orientation and training on stalking and cyber stalking
with the first 12 months of the project period.
• Project Partners listed in this MOU will work together to fulfill grant project priority area
#10 of the solicitation in the planning and establishing of a comprehensive victim
service and support center-the North County Family Justice Center -designed to
bring together victim service providers, law enforcement, prosecutors, governmental
victim assistants, forensic medical professionals, civil legal attorneys, chaplains, legal
advocacy agencies, population specific organizations representatives from community-
based organizations and other relevant public or private agencies or organizations in one

centralized trauma informed center in San Marcos in order to improve safety, access to
services, and confidentiality for victims and their families.
IV. Development of the Application
The partners listed in this grant took part in 2020 in both a Victim Services Steering
Committee (VSSC) planning process and Crime Survivor Summit strategic planning process
with multidisciplinary victim service agencies, criminal justice, government and community
partners to identify current gaps, needs, and strengths/resources existing in San Diego
County. In both evaluative processes, it was identified that the North Region of our county is
lacking in both quality and accessibility of resources, but also coordination between partners.
Furthermore, domestic violence and sexual assault victims were identified as primary groups
in need of more specialized, wrap-around services, improved responses from all partners, and
outreach to specific identified populations -rural, limited English speakers, and LGBTQ
victims. Thus, the partners listed in this grant decided to pursue grant funding to bring an
evidence-informed planning process, higher level of competency through training, and
strategic planning for cross-coordination between partners during the infancy years of the
North County Family Justice Center.
V. Roles and Responsibilities
The County of San Diego with support from the County District Attorney's Office, San
Diego Sheriffs Department, Carlsbad Police Department, Escondido Police Department,
Oceanside Police Department, Women's Resource Center, Center for Community Solutions,
and Community Resource Center will work together to meet the goals listed above in this
MOU.
San Diego County District Attorney's Office will provide:
• Staff a temporary expert professional Project Coordinator ( 48 months, grant funded)
to handle program oversite and ensure compliance with program requirements;
organize regular Coordinated Community Response (CCR) team meetings between
project partners; conduct needs assessment and evaluation activities as approved by
the CCR and OVW; perform grant related reporting; arrange grant related travel;
participate in OVW TTA required trainings. Travel related costs for the Project
Coordinator are included in the grant budget; and
• At least one DA's Office Prosecutor's time in-kind (part of regular scope of work) to
work fulltime at the NCFJC, participate in the activities of the CCR described above
(page 4), and attend the OVW TTA required trainings (travel related costs for this
staff are included in the grant budget); and
• Will conduct a competitive and rigorous job search to identify a highly experienced,
trained and trauma informed Executive Director (grant funded, 36 months -upon
OVW approval following the implementation period) for the North County Family
Justice Center (NCFJC) who is capable of implementing the cross-partner

coordination and identified needs from this planning phase of this grant into a
successful, collaborative victim service and support center; and
• Provide space, access to secure Wi-Fi internet network, docking stations with
monitors, printers, and supplies in-kind at the NCFJC for project partners in this
MOU and for the provision of any grant related trainings and events to occur locally.
Law enforcement will have a designated work area on a separate level of the NCFJC
with private rooms and workstation hubs and will be responsible to connect to their
own secure, encrypted VPN networks when onsite; and
• Provide secure, encrypted chat software service (funded in-kind) for the provision of
the grant related victim support chat line described on page 8 of this MOU; and
• Support and encourage referrals from the DA's Office for victims who have
experienced domestic violence, sexual assault, dating violence, and stalking to the
NCFJC partners and services including those funded through this project and as
appropriate and based on victim consent for referral.
San Diego County Sheriffs Department will provide:
• Staff at least one Detective (in-kind -part of regular scope of work) to work onsite at
least one day a week at the North County Family Justice Center, participate in the
activities of the CCR described above (page 4), and participate in OVW TTA
required trainings (travel related costs for this staff are included in the grant budget);
and
• Staff an afterhours Detective in Years 2-4 of the project (grant funded overtime, 36
months -upon OVW approval following the implementation period) for 4 hours once
weekly at the NCFJC during open after-business hours (anticipated to be 5-9 pm Tues
and Thurs and Sat 8-12) but may vary based on identified needs of victims
participating in the center and the needs assessment conducted through this grant);
and
• Support and encourage referrals from the Sheriffs Department for victims who have
experienced domestic violence, sexual assault, dating violence, and stalking to the
NCFJC partners and services including those funded through this project and as
appropriate and based on victim consent for referral.
Carlsbad Police Department will provide:
• Staff at least one Family Services Unit Detective (in-kind -part of regular scope of
work) to work onsite at least one day a week at the North County Family Justice
Center, participate in the activities of the CCR described above (page 4), and
participate in OVW TIA required trainings (travel related costs for this staff are
included in the grant budget); and

• Staff an afterhours Family Service Unit Detective in Years 2-4 of the project (grant
funded overtime, 36 months -upon OVW approval following the implementation
period) for 4 hours once weekly at the NCFJC during open after-business hours
(anticipated to be 5-9 pm Tues and Thurs and Sat 8-12) but may vary based on
identified needs of victims participating in the center and the needs assessment
conducted through this grant); and
• Support and encourage referrals from the Carlsbad PD for victims who have
experienced domestic violence, sexual assault, dating violence, and stalking to the
NCFJC partners and services including those funded through this project and as
appropriate and based on victim consent for referral.
Escondido Police Department will provide:
• Staff at least one Family Protection Unit Detective (in-kind -part of regular scope of
work) to work onsite at least one day a week at the North County Family Justice
Center, participate in the activities of the CCR described above (page 4), and
participate in OVW TTA required trainings (travel related costs for this staff are
included in the grant budget); and
• Staff an afterhours Family Protection Unit Detective in Years 2-4 of the project (grant
funded overtime, 36 months -upon OVW approval following the implementation
period) for 4 hours once weekly at the NCFJC during open after-business hours
(anticipated to be 5-9 pm Tues and Thurs and Sat 8-12) but may vary based on
identified needs of victims participating in the center and the needs assessment
conducted through this grant); and
• Support and encourage referrals from the Escondido PD for victims who have
experienced domestic violence, sexual assault, dating violence, and stalking to the
NCFJC partners and services including those funded through this project and as
appropriate and based on victim consent for referral.
Oceanside Police Department will provide:
• Staff at least one Family Protection Unit Detective (in-kind -part ofregular scope of
work) to work onsite at least one day a week at the North County Family Justice
Center, participate in the activities of the CCR described above (page 4), and
participate in OVW TTA required trainings (travel related costs for this staff are
included in the grant budget); and
• Staff an afterhours Family Protection Unit Detective in Years 2-4 of the project (grant
funded overtime, 36 months -upon OVW approval following the implementation
period) for 4 hours once weekly at the NCFJC during open after-business hours
(anticipated to be 5-9 pm Tues and Thurs and Sat 8-12) but may vary based on

• Support and encourage referrals from the Oceanside PD for victims who have
experienced domestic violence, sexual assault, dating violence, and stalking to the
NCFJC partners and services including those funded through this project and as
appropriate and based on victim consent for referral.
Contractor -Women's Resource Center (WRC) will provide the following services in
Years 2-4 of the grant (36 months -upon OVW approval following the implementation
period);
• Manage a "live" victim support website chat service operated out of the North County
Family Justice Center available during peak-times after hours (anticipated to be 6pm-
2:30 am daily, 365 days a year) to serve victims of domestic violence, dating
violence, sexual assault and stalking crimes in North County and professionals
serving ( e.g. law enforcement, hospital staff) these victims to improve and increase
access points for assistance in locating available emergency shelter and hotel stays,
conducting safety planning, coordinating after-hours DV Assaults and SART exams
at the NCFJC, providing connections to other countywide services and to schedule
intakes for the NCFJC.
• Manage an emergency hotel/motel stay program to fill the gap when emergency safe
shelter beds are not available for up to two weeks until safe shelter or other housing
becomes available; and
• Staff a Victim Chat Program Coordinator to oversee the hotline and ensure daily
victim advocacy staffing by WRC (Contractor) and below listed sub-contractors
Center for Community Solutions and Community Resource Center; and
• The above listed staff Victim Chat Program Coordinator will participate in Year 1
(grant funded) in the activities of the CCR described above (page 4) and attend the
OVW TTA required trainings (grant funded time to participate in the CCR, OVW
TTA, and has been budgeted in addition to travel related costs for this staff person);
and
• Provide (grant funded) trained, bilingual -writing and speaking abilities) victim
advocate( s) to staff the live chat service three days a week; and
• Oversee the below two sub-contracts:

The roles and responsibilities described above are contingent on the County of San Diego
with support from the San Diego County DA's Office receive funds requested for the project
described in the OVW grant application. Responsibilities under this Memorandum of
Understanding would coincide with the grant period, anticipated to be 10/1/2021 to
9/30/2025 (48 months).
VII. Commitment to Partnership
The collaboration service area includes the North Regions of San Diego County. The partners
agree to collaborate and to support the planning, development and establishment of a
comprehensive victim service and support center -North County Family Justice Center-to
improve victim safety, access to services, and confidentiality for victims and families and
effectively hold offenders accountable.
To ensure the safety of adult, youth, and child victims of domestic violence, dating violence,
sexual assault, or stalking, and their families, grantees and sub-grantees shall protect the
confidentiality and privacy of persons receiving services in accordance to section
40002(b)(2) of the Violence Against Women Act, as amended (42 U.S.C. 13925(b)(2)).
The duties of each partner are described above in Roles and Responsibilities above and in the
grant program Narrative. Compensation for the partner's contribution to the project is
outlined in the attached OVW budget detail worksheet.
