Carlsbad Raceway Industrial Preliminary Review
Project Description:
We (Hines) are under a purchase agreement with H.G. Fenton to purchase lots 1-4 of the Fenton
Raceway Business Park.
The goal of this project is to develop approximately 250,000-square-feet of industrial
warehouse/distribution on the roughly 16-acre site.
Approval Process:
Please confirm we are able to concurrently process our grading/building permits with our Minor
Site Development Plan.
Please confirm that this project can rely on the previous Raceway Specific Plan Environmental
Analysis, as it conforms with zoning and land use designated in the specific plan.
Zoning Interpretations:
Please confirm that our interpretation of this site's zoning of P-M (Planned Industrial) is correct,
and our use is permitted per general and specific plan zoning and land use.
Land Use:
Please confirm that this site is zoned and designated for Industrial use per general plan and the
Raceway Specific Plan?
Site Design:
Please see attached for our preliminary site plan. As shown, we have two driveways that utilize
existing and pre-approved curb cuts along Lionshead Ave and Eagle Dr. Please confirm we can
utilize these curb-cuts for car and truck access.
Our plans include a structure with a 36' clear height, which translates to a building height of
approximately 42', excluding architectural elements. Please confirm that per section 21.34.070
Section (A)-2)-b, this is within the allowable 45' building height allowable through our minor site
development plan process.
Based upon the existing topography, the Site Plan includes retaining walls components. We
intend to follow the city's retaining wall engineering guidelines, and will ensure that it is

properly screened via landscaping and building profile, as is seen elsewhere in the City of
Carlsbad. Please confirm the walls and compliance with City standards is acceptable.
Please confirm that any retaining wall on site above 6ft is allowed as long as it is tiered and
follows the retaining wall engineering guidelines.
Architecture:
We have not yet designed all the architectural elements of the building but have included in this
package an elevation showing the potential character of the planned building. Please confirm
this concept is generally acceptable.
