SLOPE REVEGETATION/EROSION CONTROL a. Construction Schedule 1. Prior to start of grading, the applicant or applicant's agent shall obtain City approval of a construction schedule and/or exhibit outlining the timing of the slope planting and irrigation. 2. Special consideration shall be given to water and electrical services. 3. Irrigation and planting shall take place as grading progresses. 4. The schedule shall show timing of construction of free standing, retaining and crib walls immediately after rough grading at each location is achieved. 5. Water service (Point of Connection) installation, temporary or permanent, shall be in place to coincide with planting timing specified in Section E. 3-1 . 6. Planting and irrigation for the slope areas shall be completely installed, as shown on the approved plans, within 30 dsys after the irrigation installation first commmences. 7. Where planting occurs on slopes 6:1 or steeper between August 15 and April 15 and slopes are to receive a hydroseed mix, contractor shall spray hydroseed mix and then cover the slopes with a City of Carlsbad approved Poly jute mesh. Poly jute mesh is available through the Dewitt Companies (800-888-9669). Where the planting occurs on slopes 6: 1 and steeper between August 15 and April 15 and a hydroseed is not used, contractor shall install a City of Carlsbad approved reinforced straw mat. 2. LETTER OF CERTIFICATION (RELEASE OF BONDS) a. Prior to release of bonds, the licensed designer of record on the project shall submit a letter to the City Engineer certifying that he or she has inspected the work and that the project complies with the following conditions: 1. Has been maintained in substantial conformance. 2. Is growing in a healthy and thriving condition. 3. All plantings required under section IV.e of this manual have been established as an effective surface erosion control. 4. There is no evidence of excessive runoff from the irrigation system causing a soil erosion problem. 3. AS BUILTS a. As-builts for all projects (bonded and non-bonded, public and private) are required to be submitted. Submittal of as-built plans shall be as required by the Engineering and Planning Departments. b. Final as-built plans shall be drafted clearly to the satisfaction of the City, and the original mylars shall be submitted to the City for their keeping. c. Final irrigation as-built plans will be required to be reviewed and approved by the City and final mylars will be required to be approved and signed by the City prior to release of securities. 4. All building pad and street areas that are graded and remain vacant or undeveloped for a period of more than 6 months after the grading operation is completed shall be seeded to reduce erosion and visual impacts. If grading is phased, the six month time period shall start at the completion of each individual grading phase. 5. All unpaved areas shall be revegetated according to the approved landscape plans as as soon as possible after grading. 6. To reduce the visual impacts of manufactured slopes and roadway cuts, all cut and fill slopes shall be landform-graded, contoured, and heavily screened by landscaping. All planted slopes shall be watered with a complete irrigation system using low precipitation-rate sprinkler heads to stabilize exposed slopes and curtail visual impacts associated with possible erosion. 7. This plan pertains to Landscape items only, see Civil Plans for Grading and Erosion Control 8. MAINTENANCE: The Contractor or Owner is required to fully maintain all permanent slope landscaping and all non-mitigation landscape areas during ninety day ( 90 day) establishment period prior to City acceptance of all improvements in those areas. All NON-mitigation/revegetation areas shall be permanently maintained by the Owner. 9. MAINTENANCE: All mitigation/revegetation areas shall be maintained by the Contractor or Owner during the one hundred twenty day ( 120 day) establishment period prior to City acceptance of all improvements in those areas. 10. All mitigation/revegetation areas will be maintained by Contractor or Owner, a minimum of 5 year during maintenance and monitoring, unless success criteria has been met earlier and all artificical water supply has been off for at least 2 years. All mitigation/restoration areas are subject to all specifications in the Wetland Mitigation Plan for the Quarry Creek Reclamation Project, January, 26, 2010 and The Amended Reclamation Plan -Former Soiuth Coast Materials Quarry, Approved July 26, 2010. 11. The Contractor shall have California native plant habitat restoration experience and shall provide a resume, complete with list of sucessful projects and contact information for Habitat Restoration Specialists and project Owners that can verify project experience. Prior habitat restoration experience shall include irrigation, planting, hydroseeding, weeding and maintenance under the monitoring and direction of a Habitat Restoration Specialist. Native plant species knowledge is essential for successful establishment, weed removal and long-term maintenance. 1. All construction and installation of landscape items are subject to requirements of the City of Carlsbad Landscape Manual and Environmental Documents. The contractor must notify the consulting City the Landscape Architect of Record, and the Habitat Restoration for inspections, 48 hours ( 2 working days) minimum, prior to starting construction. 2. The Landscape Contractor is responsible for obtaining all permits necessary for installation prior to beginning work. This includes all building permits prior to commencing wall construction. 3. The Contractor is responsible for knowing all site conditions and all underground utilities, pipes and structures, and shall take sole responsibility for replacement costs incurred due to damage during construction. 4. The Landscape or Irrigation Contractor is to verify existing PSI at the job site prior to installing the landscape irrigation system. Discrepancies between the design pressures shown on the plan and existing static pressures shall be reported to the project Landscape Architect (760-692-1924 ). 5. The Contractor shall not willfully proceed with construction when it is obvious that discrepancies exist between this plan and actual site conditions, and assumes responsibility that any discrepancies are brought to the attention of the owner's representative. The Contractor shall bear the cost of necessary revisions due to failure to give such notification, and no change in contract price will be allowed for actual or claimed discrepancy between existing conditions and those shown on plan . 6. 48 hours (2 working days), prior to beginning construction, the Contractor's on-site supervisor shall meet with the owner's representative for a pre-construction site meeting. During construction, the owner's representative shall be available for site consultation. In case of any questions, the Contractor shall notify the owner's representative for clarification. Any work not meeting the approval of the Owner or his representative shall be corrected at the Contractor's expense. 7. All property and lot lines shall be verified and marked in an obvious manner prior to construction. 8. All reduced pressure backflow preventors and pressure vacuum breaker assemblies shall be tested by a City approved certified tester after installation, relocation, or repairs. The Developer/Owner is responsible for supplying a copy of the test results to the City Public Works Department. 9. Approved landscape plans and specifications, and the City of Carlsbad Landscape Manual shall be at the job site location at all times. 10. Ground cover areas shall have a maximum design slope of 2:1. 11 . Contractor shall provide certification by manufacturer that system controller, sensors, and valves are all installed per manufacturer specifications. 12. For details not referenced or shown on these plans , please refer to manufacturer's specifications for installation. 13. All engineering information on these plans are for reference only. 14. All irrigation backflow preventers shall be tested by a certified tester and results must be given to the City of Oceanside Public Works Inspector. Contact the Oceanside Water Utilities Department for a list of approved certified backflow testers. Pipe between the meter and backflow preventer shall be per Oceanside Standard specifications and notes in Detail Drawing No. W-12. 15. Water sevice (point of connection) installation, temporary or permanent, shall be in place to coincide with planting timing specified in section E.3-1 . INSPECTION PROCEDURES: Inspection of the project shall be performed by the Landscape Architect of the Work, or his designated agent. Refer to all specifications of the schedule of required inspections and required submittals. Following completion of the work, the Landscape Architect of the Work will certify that the installation has been completed by submitting the "Final Landscape Certifcations Form". A request for a final landscape inspection by the City must also be made by calling the Inspection Request Line. All easement areas to be verified in the field and all planting restrictions shall be conformed to by landscape contractor. 2. Refer to the Landscape Manual City of Carlsbad Policies and Requirements, Nov. 13, 1990. 3. Plant count is for the convenience of the Contractor. In case of discrepancies, the plan symbols shall govern. For Mitigation Areas, counts shall be per Habitat Restoration Specialist. 4. Each group of plant materials and seed mix delivered to the site shall be clearly labeled as to species, variety and nursery source. Any seed mix or native plant material for Mitigation Areas are subject to rejection by the Landscape Architect and Habitat Restoration Specialist. 5. The size of the plants will correspond with that normally expected for species and variety of commercially available nursery stock, or as specified in the drawings. The minimum acceptable size of all plants, measured before pruning with the branches in normal position, shall conform with the measurements, if any, specified on the drawings in the list of plants to be furnished. Plants larger in size that specified may be used with the approval of the City Landscape Inspector, but the use of larger plants will make no change in contract price. 6. All plants not conforming to the requirements herein specified, shall be considered defective, and such plants, whether in place or not, shall be marked as rejected and immediately removed from the site of the work and replaced with new plants at the Contractor's expense. The plants shall be of the species, variety, size and condition specified on the drawings. Under no condition will there be any substitution of plants or sizes for those listed on these plans, except with the expressed written consent of the Project Landscape Architect and the City Landscape Inspector. 7. The backfill mix for use around the rootball of container grown trees, shrubs, and groundcover shall be as follows per cubic yard of mix, based on the preliminary soils report. Final mix per new soils report, provided by contractor.: 80% native on site soil ( by volume; 20% good quality compost free of biosolids, animal waste or poultry litter 10 lbs Grolife 3 lbs Gro-Power Controlled Release ( 12-8-8) 6-8 month formulation 1-~ lbs soil sulphur For copy of the preliminary soils analysis contact the project Landscape Architect ( 760-692-1924) . Soil analysis dated February 21, 2011 was taken prior to site grading. Contractor to provide new soils report, ascomprehensive as preliminary report, after rough grading and BEFORE starting irrigation or planting work. 8 . All NON MITIGATION, permanent slope landscape planting shall receive Gro-Power 7 gram planting tablets as follows: 1 gal shrub... 3 tabs/plant 5 gal shrub ... 8 tabs/plant 15 gal tree... 15 tabs/plant 9. All landscape planting to be installed in accordance with the Landscape Manual City of Carlsbad Policies and Requirements, Nov. 13, 1990. 10. Erosion control measures are per Grading Plan. 11 . General Soil preparation for permanent slope planting ( NOT APPLICABLE FOR MITIGATION PLANTING AREAS:) 100 lbs Gow-Power Plus w/ M 30 lbs. soil sulfur 2 cu . yd . good quality compost free of biosolids, animal waste or poultry litter Apply recommended materials and till into soil to a depth of 4-6 inches. After soil preparation, but prior to planting, irrigate with overhead irrigation so that a minimum of 1-3 inches of good quality water passes through the soil profile beyond the root zone. 12. A sample of the bark mulch shall be provided for approval to Landscape Architect prior to delivery. 13. A sample of the bark mulch and organic mulch shall be provided for approval to the Landscape Architect and Habitat Restoration Specialist. 14. The landscape contractor shall provide material submittals, catalog cut sheets, shop drawings or samples of alll material, equipment and assemblies used to complete the contract. Submit three copies for landscape architect review. CALIFORNIA NATIVE PLANTING NOTES 1. The following GENERAL notes apply for native and drought tolerant slope erosion control planting on permanent slopes. This is to differentiate from the California native plants that are being planted in mitigation areas by separate specifications. Note that all planting, establishment and maintenance work in the mitigation, revegetation and restoration planting areas shall be conducted at the direction of the contract Habitat Restoration Specialists, in accordance to the environmental documents referenced on the Title Sheet prepared by Helix Environmental Consultants. For NON-MITIGATION NATIVE PLANTING ON PERMANENT SLOPES: Thin the plants early summer and mulch, start feeding in the fall and mulch again. Head back branch tips as needed in winter and spring. Irrigate moderately and consistantly during the warm season. The native plants should receive careful attention during establishment period. 2. WATERING - FOR NON-MITIGATION AREAS: It is important that root ball does not dry out during the first two or three months. Irrigate about once each week, trying not to oversoak the surrounding soil. After two months, be sure to water deeply. Do not allow ground to remain soggy for long periods of time, as this encourages disease, especially during the dry season. Native plants need deep moisture and cool roots. They also need air spaces in the surrounding soil for the roots to find oxygen. Usually, one deep watering every two or three weeks is sufficient in summer and fall. Less frequent irrigations are required in the spring. During the winter, rainfall alone is adequate for most plantings. Avoid overhead watering during the hot part of the day in the wanm season. All watering schedules in the MITIGATION, REVEGETATION AND RESTORATION areas shall be under the direction of the contract habitat restoration and monitoring specialist. 3. MULCHING FOR ALL NATIVE PLANTING- Maintain adequate mulch coverage during establishment period. One week prior to final accceptance apply additional mulch as necessary to maintain 3" minimum depth cover. MULCHING IN THE MITIGATION AREA SHALL BE AS DIRECTED BY THE HABITAT RESTORATION SPECIALIST. 4. FERTILIZING -FOR PERMANENT MITIGATION SLOPES: Use "all purpose" type plant foods for cool season feedings (Oct. -May). One light application mid-summer with fertilizer per the Specifications sheet. FOR MITIGATION AREAS: Apply NO fertilizer for mitigation,revegetation and restoration areas unless and ONLY IF directed by the contract restoration and monitoring specialist. 5. PRUNING- FOR PERMANENT SLOPES: Depending on the type of plant, you will need to thin and "head back", to direct growth habit of the maturing plant. Remove any dead wood. Use sanitation procedures when pruning diseased branches. FOR MITIGATION AREAS: DO NOT Prune in mitigation, revegetation and restoration areas UNLESS AND ONLY IF directed by, and under the supervision of, the contract restoration and monitoring specialist. 6. TROUBLESHOOTING - The contractor shall contact the landscape architect and project biologist and contract Habitat Restoration and monitoring Specialist if any plant pathogens, insect, disease, weed, pest or cultural problems occur during the contract installation and establishment period. 7. HABITAT RESTORATION SPECIALIST - a. Overall supervision of the clearing and grubbing, grading, installation, seeding, weeding, non-native plant removal, irrigation monitoring, maintenance and monitoring of the mitigation and restoration areas will be the responsibility of a restoration specialist with experience in wetland habitat restoration and coastal sage scrub restoration. b. The Restoration Specialist must approve all seed and container stock orders, including specific species and source locations prior to finalizing. c. Prior to the initiation of restoration activities, an on-site meeting will be held with the Applicant's representative(s) , grading contractor, installation contractor and the Habitat Restoration Specialist. d. The Restoration Specialist will inspect the surveyed and staked limits and the installation of of orange construction fencing prior to the commencement of construction activities. e. All work in preservation, enhancement and creation areas shall be under the direction of the habitat restoration specialist as specified in the mitigation plans. Long Term Management of Mitigation areas: Following the completion of mitigation, the subject areas will be preserved in perpetuity within a recorded conservation easement, which will be managed and maintained in perpetuity via the establishment of a non-wasting endowment funded by contributions from the responsible party. This work shall consist of the installation of a complete automatic irrigation system as shown on the plans. Bid price shall include all labor, materials, tools and equipment costs as well as any other expenses necessary for the completion of this project. 8. IRRIGATION DESIGN 1. The plan is diagrammatic. Refer to notes, details, and legends to verify locations of irrigation equipment. 2. Contractor shall carefully check and verify conditions on-site and be familiar with the location and details of on-site connections of water and power sources. 3. Discrepancies between the plan elements and/or site conditions must be brought to the attention of the Owner's Representative during bidding and prior to proceeding with any work. Failure to do so will result in responsibility by the Contractor for any and all rev1s1ons that result therefrom. C. MATERIALS 1. All materials shall conform to the local ordinances governing irrigation equipment. 2. All materials and equipment shall be new, and shall conform to the standards of specification by the manufacturer. 3. Under any circumstances, no substitution of E-'-]Uipment will be allowed without prior written approval of the Landscape Architect and City Inspector. 4. Equipment and materials shall be as called out on the plan legend. D. LAYOUT 1. Prior to installation, Contractor shall mark-out, with chalk or equal, all pressure supply lines and laterals, indicate locations of irrigation heads and valves & decoders. In addition, location of any surge protection and grounding rods shall be laid out. 2. Layout shall be such that no hindrance or interference with planting or hordscope construction occurs. 3. Owner's Representative shall approve layout and verify the location of control clockond mainline paint of connection prior to installation. E. INSTALLATION 1. Irrigation heads and risers shall be installed perpendicular to finish grade and/or manufactured slopes and checked for adequate coverage prior to acceptance. 2. Flush all lines prior to installation of sprinkler heads. 3. Spacing of heads shall not exceed \he radius indicated in the irrigation legend. 4. Thoroughly flush all (lateral) lines prior to installation of sprinkler heads and/or F. TESTING 1. PRESSURE TESTS a. All pressure rnains shall be capped and tested at o hydrostatic pressure of 150 p.s.1. for a period of four (4) hours and prove water-tight, prior to installing remote control valves. Any leaky fittings, joints and pipe shall be replaced and the line b. Lateral lines shall be capped and tested at the design pressure, at the lost head, for three (3) hours, and prove water-tight, prior to installation of sprinkler heads. Any leaky valves, joints, fittings or pipe shall be replaced and the line retested. c. All pressure tests shall be performed in the presence of the Owner's Representative and City Landscape Inspector. d. Contractor shall provide all equipment necessary to conduct hydrostatic e. Contractor shall notify City Inspector 48 hours prior to hydrostatic testing. 2. Coverage Test a. When system is complete, Con tractor shall perform a coverage test to determine that coverage is adequate and complete. b. Adjustments shall be made by the Contractor to compensate for site conditions and variations in grade: (1) Heads shall be adjusted in height and alignment after planting is completed and prior to hydroseeding to ensure adequate coverage and that spray stream clears adjacent plant material. G. CONTROLLER SYSTEM 1. The ESP-LXD Controller shall be of a hybrid type thot combines electro-mechanical and microelectronic circuitry capable of fully automatic or manual operation. u. The controller shall be housed in a wall-mountable, weather-resistant plastic cabinet with a key-locking cabinet door suitable for either indoor or outdoor installation. b. The controller shall have the ability to be programmed and operated in any one of six languages: English, Spanish, French, German, Italian, & Portuguese. The display shall show programming options and operating instructions in the chosen language without altering the programming or operation information. c. The controller sholl have a base station capacity of 50 stations with two additional expansion slots capable of receiving ESPLXD-SM75 station modules to create a controller capacity of up to 200 stations. d. All stoiions shall have the capability of independently obeying or ignoring any weather sensor as well as using or not using the master valves. However, all stations shall USE flow sensing and master valves. e. Station timing shall be from O minutes to 12 hours. The controller shall hove a Seasonal Adjustment by program which adjusts the station run tirne frorn O to 300% in 1% increments. The controller shall also hove u Monthly Seasonal Adjustment of O lo 300% by month. Station timing with Seasonal Adjustment shall be from 1 second to 16 hours. f. The controller shall have 4 separate and independent programs which can hove different start times, start day cycles, and station run times. Each program shall have up to 8 start times per day for a total of 32 possible start times per day. The 4 programs shall be allowed to overlap operation based on user defined settings which control the number of simultaneous stations per program and total for the controller. The controller shall allow up to 8 valves to operate simultaneously per program and total for the controller including the master valves. g. The controller shall hove a 365-day calendar with Permanent Day Off feature that allows a duy(s) of the week to be turned off on any user selected program day cycle. (Custom, Even, Odd, Odd31, & Cyclical). Days set to Permanent Day Off shall override the normal repeating schedule and not water on the specified day(s) of the week. The controller shall also have a Calendar Day Off feature allowing the user to select up to 5 dotes up to 365-days in the future when the controller shall not start programs. h. The controller shall incorporate a Rain Deloy feature allowing the user to set the number of days the controller should remain off before outomatiiially returning lo the auto mode. The controller shall hove Cycle+Soak water management software which is capable of operating each station for a maximum cycle time and a minimum soak time to reduce water run-off. The maximum cycle time shall not extended by Seasonal Adjustment. 1. The controller shall incorporate a FloMonoger feature providing real-time flow, power, and station management. FloManoger shall manage the number of stations operating at any point in time based on water source capacity, station flow rate, number of valves per station; user-defined simultaneous stotior1s per program and for the controller. The controller shall provide station priorities to determine \he order in which stations shall operate. The controller shall ignore the station number and instead operate the highest priority stations first and the lower priority stations last. J. The controller shall offer Water Windows for each program. This function sets the allowed stort and stop time where watering is allowed. If the watering cannot be completed by the time the Water Window closes, the stations with remaining run time are paused and watering automatically resumes when the Water Window opens the next tirne. k. The controller shall include on integrated Flow Smart Module with flow sensing functionality. The Flow Smart Module shall accept sensor decoder input from 1 -5 flow sensors with no flow scaling device required. I. A FloWotch Learn Flow Utility which learns the normal flow rote of each station shall be included. Each time a station runs FloWotch compares the current real-time flow rate to the learned rote and tokes user-defined actions if high flow, low flow, or no flow is detected. FloWatch shall automatically determine the location of the flow problem and isolate the problem by turning off the affected station(s) or master volve(s). FloWotch shall be compatible with both normally closed and open master valves. A Manual Master Valve Water Window shall be provided to coordinate daytime manual watering with the flow sensing. This Water Window shall offer programmable days of the week and manual watering additional rate. rn. Controller Supported field decoders: FD-101Turf, FD401Turf, FD601 turf, and SD-210Turf sensor decoders (flow sensing and weathe1 sensor support) and LSP-1 line surge protectors (one per 500feet of two-wire path) from Roinbird. The controller shall be grounded per Rain Bird recammendations. n. Two-wire diagnostics to simplify and expedite trouble shooting. o. Electrical specifications: 120 VAC + /-10%, Power backpup-Lithium coin cell battery maintains time and date while nonvolatile memory maintains the schedule. p. The ESP-LXD Controller shall support water management via specialized programming from the ET Manager Cartridge for the ESP-LX Modular Controller which supports the tipping rain guoge for rain shut off. 2. WATER MANAGEMENT PROGRAM a. The ET Manager kit shall consist of a cartridge ond a receiver device that receives hourly weather signals and automatically makes adjustments to the ESP-LX Modular controller. The adjustments to lhe controller shall be made in such a way to efficiently apply irrigation to rneet plant needs based on measured weather conditions. The ERM receiver collects sensor data via a wireless paging signal sent from a Weather Reach Signal Providor. The ETM determines whether or not irrigation is required on a doily basis and adjusts run times to refill the soil moisture balance. b. The ET Manager Cartridge shall be installed in the front panel of the ESP-LXD Modular controller. All necessary set-up for receiving the Weather Reach signal shall be done through the ESr-LXD Modular user interface when the ESP-LXD Modular dial is in the "Optional ET Manager /IQ Settings" position. e. The ET Manager Cartridge will interrupt irrigation if rain, high wind, or freezing conditions are measured. The set point for interrupt may be set by the user through either the programming software or the ESPLXD Modular user interface. Rain interrupt will hove both an hourly threshold and o 24 hour threshold. The Tipping Rain Guoge shall be installed in conjunction with the ET Manager, per manufacturer recommendations. 4. rwo WIRE SYSTEM COMPONENTS a. Moxicable connects, the controller to lhe decoders, valves, pumps and sensors throuqh a jacketed two-wire, coble. DBY/DRR greasepack connectors ore required when wiring the cable to decoders and solenoides or when splicing. b. Field decoders ore weatherproof switching stations that accept and decode multiplexed electrical signals. Each decoder hos one or more fixed addresses which ore exclusive connections to a valve or other device on the two-wire path. Decoders ore typically installed in valve boxes. c. Sensor decoders ore required in conjunction with flow, weather or moisture sensors.ARE REQUIRED d. Surge protectors decrease the risk of damage from electrical surges on the two-wire communication path. Surge protection is required every 500' along the two-wire path. 5. WIRING a. The control coble is required to operate valve decoders consisting of tin coated copper conductors, insulated with PVC and having a high density polyethylene direct burial jacket. Conductors are UL approved type UF. b. Wire sizing shall conform to the specification for special irrigation control cable 14 guoge for direct burial. Conductor: soft annealed tin coated copper conforming to ASTM B-33. c. Insulation shall be polyvinyl chloride 60 mils, conforming to UL Standard 493 for fype UF roted 60 deg. C. d. Cable assembly: Insulated conductors are laid parallel. e. Outer Jacket: impregnated polyethylene 45 mis., pressure extruded High Density PE conforming to ICEA S-61-402 and NEMA WC5, jacket thickness 3 / 64" min. jacket materiol to completely fill intertices between thet wo insulated condiuctors. f. Surface Priont: "Paige Electirc p7072D Size 600V sunlight Resistant Direct Burial for Maxi Control Systems." g. Splicing: Underground splices shall be made in accordance with Notional Electrical Coade article 300.5 and 110.14 using 3M DBY-6 or DBR-6 connectors which ore UL listed under "UL 486D-Direct Burial" for wet or damp locations, 600 volts. Connectors that ore not listed at all, or listed under UL Standard UL486C as "Compression Connectors" shall NOT be allowed. h. Place 36" of extra wire in every valve box for easier servicing. i. Provide surge protection and grounding rods per Roinbird details and specifications for two-wire path connections between controller, valves and sensor devices. j. Rainbird DBTWC25 wire connectors may be used to connect valves to two-wire path. k. Grounding rods shall be 8', and per Rain Bird Manufacturer recommendations. H. FINAL ACCEPTANCE 1. Contractor shall demonstrate to Owner the operation of each system and piece of equipment. 2. Con tractor shall provide all manufacturer's data for all equipment. 3. Contractor shall provide on 'as built' plan depicting the actual locations of lines, heads, valves and controlling systems. Each valve for each controller will be clearly shown and its station number indicated. 4. Contractor shall provide copies of each controller program, keys to the enclosure, and any special tools delivered as a stock accessory to any of the equipme~t. 5. Maintenance period shall not commence until the requirements of this subsection hove been fulfilled to the satisfaction and acceptance of the Owner. I. GUARANTEE Contractor shall guarantee that the entire irrigation system is free from defects and workmanship, for a period of one year; ordinary wear and tear, unusual abuse, or neglect excepted. J. MAINTENANCE 1. OPERATION a. Contractor shall adjust his watering schedule equal to the application rate each area is capable of receiving, based on topography, soil type, plant material, season and weather factors. Owner's Representative shall be given a key to controller and instructions on how to turn off system in case of emergency. b. Periodically (a minimum of once a month) Contractor shall check all systems for proper operation and coverage. All heads are to be adjusted as necessary for unimpeded coverage. Observe the site regularly for puddling and run-off. Change length and/or frequency of the irrigation cycle to eliminate any problems. c. Check in with Habitat Restoration Specialist for scheduling and hand watering of native mitigation and restoration areas and field adjustment of equipment. d. fhe lines shall be flushed periodically and whenever repairs have been done on the system. If water quality is adequate, perform flushing at least once a month far 30 to 6D seconds. e. Monitor and maintain optirnurn operating pressures throughout the system. f. In March, all valve boxes shall be checked for soil invasion, cleaned out and new gravel replaced as necessary. g. All screens in backflow preventer strainers shall be checked and cleaned at least three (3) times per year or as often as necessary. h. Contractor shall utilize a repeat cycle on controller to eliminate excessive run-off. i. To insure minimal obstruction of irrigation spray patterns, Con tractor will be responsible for trimming and making necessary adjustments to riser height as plant material growth rates indicate. J. All systems shall be personally observed by the Contractor during operation cycle at least once per month to verify effectiveness of sprinkler operation. k. Contractor shall throttle down valves enough to prevent useless fogging, allowing droplets for effective watering. I. Hours of scheduled operation will be programmed to minimize disease occurrence of plant material and reduce possible nuisance from sprinkler operation to pedestrians or vehicles. To prevent leaf burn of many plant species, do not operate the irrigation system during warm daylight hours, generally between 9: 00 a.m. and 5: 00 p.m. 2. MAINTENANCE a. Any repairs made by the Contractor will be in accordance with the original details or as directed by Owner's Representative. b. Repairs to irrigation system caused by conditions under which the Contractor does not have any direct control shall be paid for by the Owner as extra work. Such repairs ore those caused by vandalism, normal wear and tear, storm damage (acts of God), or by other parties. It shall be the Contractor's responsibility to report such conditions immediately to Owner's Representative. c. Contractor shall make minor repairs under this contract. Minor repair shall be defined as an occasional repair such as a broken riser, which can be repaired easily without the need of a specialist. d. Malfunctions of any nature which are deemed to be the fault of materials or workmanship still covered under original installation guarantee shall be reported immediately to the Owner's Representative. e. Contractor shall furnish his own hoses, nozzles, sprays, and controller keys as required. f. Any damages to system caused by Contractor's operations shall be repaired without charge to the Owner. Repairs shall be made within one watering period. g It will not be the responsibility of the Contrac1or to pay for heads requiring placement, but he will be responsible for the labor involved. Heads shall be of the exact type as previously installed. Substitution will be allowed only with prior approval of Landscape Architect first, before notifying the City. K. ADDITIONAL WATER LINE NOTES 1 . SEPARATION BETWEEN WATER, SEWER, RECLAIMED NATER, AND OTHER UNDERGROUND UTILITIES Horizontal and vertical separation of water, reclaimed water, and sewer mains adhere to State of California Department of Environmental Health "Criteria for Separation of Water Mains and Sanitary Sewers." shall the a. II. LANDSCAPE PLANTING EROSION CONTROL COORDINATION NOTES: TEMPORARY EROSION CONTROL DEVICES SHOWN ON CIVIL ENGINEER'S GRADING AND EROSION CONTROL PLANS WHICH INTERFERE WITH THE WORK MAY BE RELOCATED OR MODIFIED AS THE WORK PROGRESSES BY THE CONTRACTOR AS APPROVED BY THE ENGINEER OF RECORD, AND COORDINATED WITH THE HABITAT RESTORATION SPECIALIST AND LANDSCAPE ARCHITECT OF RECORD, IN WRITING, PRIOR TO MAKING CHANGES. A. SCOPE OF WORK 1. This work shall consist of performance of soil preparation, planting and hydroseeding of those materials called out on the plans and installation of material per the details depicted on the plans. Bid price for this work shall include all labor, materials, tool and equipment costs as well as any other appurtenances necessary for the completion of this project. B. PLAN 1. The plan is diagrammatic. All plant material locations shown are approximate. Plant symbols take precedence over quantities. Habitat Restoration Specialist shall direct mitigation plant locations, limits and quantities. C. MATERIALS 1. PLANTS a. All plants shall be healthy, of normal growth, well rooted and free of diseases and pests. Quality and size shall conform to the sta\e of California Grading Code of nursery stock, number one grade. b. Plant material shall not be root-bound. Owner reserves the right to reject any and oil material found to be defective. Defective material shall be removed from site and replaced with acceptable muteriol at Contractor's expense. c. ContrJctor s:1011 be responsible for damage to plant material failure during construction or during the maintenance period. 2. SEED due to negligence or irrigation system a. All seed is to be delivered to the job site unmixed and in separate sealed containers. Each sealed container shall bear the seed suppliers tags indicating the container weight, seed type, purity and germination. b. All seed shall be labeled according to State and Federal Seed Lows. c. A sample of each seed type shall be drawn and held for testing before seeding operations. If any discrepancy between specifications and germination material is discovered, Contractor shall pay for seed tests by Ransom Lobs (805) 684-3427, and shall replace seeded area with specified mix. d. The Habitat Restoration Specialist shall review all seed mixes for mitigation areas prior to installation to ensure that seed mix, and source meets criteria set forth in environmental documents. D. SOIL PREPARATION 1. Planting areas shall be prepared prior to any planting or irrigation installation. 2. Mitigotion/Revegetation areas shall receive any native topsoil that hos been stockpiled. Finish grades shall be free of irregular changes to provide o uniform grade or smooth transition gradients. b. Carefully loosen exposed roots of rootboll to encourage spread into backfill and native soil. c. Dig planting holes to accommodate root balls as per detail on plans. d. Hand backfill and hand tamp leaving a slight depression around plants. e. Fertilize ONLY plants that are on permanent slopes, NOT in the mitigation areas. g. For planting of container stock through the HPTRM fabric, install per manufacturer recommendations. F. STAKING OF TREES 1. Stake designated trees as per detail, with minimum of one stoke on windward side of tree. G. GENERAL 1. Maintenance for all permanent slope areas will be for a minimum of 120 days exclusive of other maintenance requirements for the project as noted in General Notes on Title Sheet, Environmental Documents and Planting Notes on sheet L-17. The Contractor shall also follow direct rnaintenar1ce as specified. Refer to Specification Section for Native Plan maintenance for additional information and direction on sheet L-17. 2. Mulch Application a. fAulch material shall be recycled tree trimmings containing no gross, weed seed trash or other contaminents, biosolids, animal waste or poultry litter. c. Mulch per details. For mitigation areas: additional mulch application may be required during maintenance/establishment to maintain 3" layer depth due to settling and compaction or as directed by Habitat Restoration Specialist. H. GUARANTEE All shrubs and trees shall be guaranteed by the Contractor for the followinglengths of time upon completion of the specified maintenance period: 1. All trees and shrubs for duration of maintenance period. 2. All one gallon shrubs -120 days. 3. All five gallon trees and shrubs -120 days. 4. All 15 gallon trees and larger -180 days. I. MAINTENANCE 1. The entire project shall be completely and satisfactorily maintained for the specified maintenance periods. The mitigation and restoration areas shall be maintained for 5 years, unless success criteria hos been met sooner during the monitoring period, and until released according to the environmental documents governing the completion of the establishment and removal of temporary irrigation. The Contractor shall call for the start of establishment/maintenace ·once the project is substantially complete -(95% Planting & Irrigation installed). Establishment and maintenance period shall commence upon the date of completion of the work, as authorized in a written notice from the Landscape Architect ofter a 'start of establishment period' inspection has been completed by the Owner's representative; and all punch list items hove bean corrected by the Contractor. 2. Maintenance shall consist, but not be limited to, the following: o. Core and maintenance of plant basins for container stock. Removal of known noxious weeds from project area. b. Replacement of diseased or dead container stock. c. Clearing of drainage structures of debris that might irnpede the flow of water through thern. d. Weekly edging & mowing and/or inspection of all turf areas. e. Removal of all trash, debris and plant litter from site. f. Cleaning, brush or power washing of flotwork and furnishings at least one time, or more if directed by the Owner or Landscape Architect. g. Contractor shall be responsible for protecting the work frorn vandalism and accidental damage, damage by frost or lorrentiol rains. Any damage shall be promptly repaired at no additional cost to the Owner. h. Con tractor is responsible for all repairs or replocemen ts caused by acts of vandalism, including graffiti, and/or refinishing as required. 1. Contractor shall inspect the site no less than once per week during the maintenance period. 2. Final Acceptace a. The Contractor shall show e,idence to the Landscape Architect that the Owner has received all required manuals, accessories, maintenance recommendations, etc. before final inspection can occur. b. Notification by the Contractor shall be made in writting to the Landscape Architect at least seven (7) calender days prior to final inspection for acceptance. The final inspection of the work shall be made in the presence of the Owner's representative and the City Landscape Inspector at the time the work is completed. Ill HYDROSEEDING 1. Hydroseed and slurry composition shall be per Plant Legend: 2. All seed shall be new crop seed labeled in accordance with US. Department of Agriculture rules and shall be furnished in sealed, standard containers. Seed which has become wet, moldy, or otherwise damaged, will not be acceptable. 3. Seed and/or stolon types shall be as specified and shall be applied at the rotes indicated above. 4. Mulch material shall be clean, natural wood cellulose fiber. Natural wood cellulose fiber shall be processed in such a manner that it will contain no growth or germination inhibiting factors and shall be dyed green to facilitate metering of materials. It shall be manufactured in such a manner that after each addition and agitation in slurry tanks with fertilizer, seed, water, and other approved additives, the fibers in the material will become uniformly suspended to form a homogeneous slurry; and that when hydraulically sprayed, will uniformly cover the ground with seed and mulch, and which after application, will allow the absorption of moisture and will allow rainfall to percolate to the underlying soil. Materials which inhibit germination or growth shall not be present in the mixture. 5. Slurry and binder shall be per plant Legend. 6. Fertilizer, EXCEPT FOR NATIVE MITIGATION AREAS THAT SHALL HAVE NO FERTILIZATION, shall be an approved standard brand conforming with-pertinent State fertilizer lows, uniform in composition, dry, und free flowing. 7. Fertilizer shall be o commercial grade, uniform in composition, dry, and free flowing, of analysis as 3. Backfill mix and amendments shall be as specified from soil tests. All backfill and amendments shall use native soil as a mix base. For bid purposes use the prescribed site and preparation listed in the Planting Notes on Sheet L-16. backfill noted on drawings, and particle size of not less than 2% through a number 48 mesh. Contractor shall be responsible for obtaining soil tests and preparing backfill mix per soil test recommendations for permanent slopes. Submit soil test results to Landscape Architect/City Inspector for approval prior to soil amending and/or backfilling. All native mitigation areas shall be amended only as directed by the Habitat Restoration Specialist. E. PLANTING 1. General a. Set plant plumb and hold rigidly in position until soil has been tamped firmly around bull or roots. b. Use only specified backfill mix for backfill of planter pit. c. Backfill pit with mix to half its depth and waler thoroughly. Tap down firmly to eliminate all air ~ockets. Do not compact. Back fill remainder of pil with mix. d. Construct watering basins equal to diameter of pit excavated for planting plant material. Depression of each basin shall be capable of holding a depth of 3 inches of water. e. After watering, any settlement within basins shall be refilled to required grade with prepared soil. E. PLANTING 1. General a. Fertilizer shall be delivered to the site in the original unopened container, bearing the manufacturer's guaranteed analysis. Any fertilizer that becomes coked or damaged will not be acceptable. 9. Hydroseeding will follow container planting. All seed shall originate in the vicinity of coastal North Son Diego County. All seed shall be delivered to the project area in sealed containers. All seed shall be labeled according to state and federal lows. Each sealed container shall bear the seed supplier's togs which shall indicate the container weight, seed type (genus and species), seed purity %, seed germination % and date seed tested. Samples of each seed mix may be drawn at the time of delivery to the area by the restoration ecologist. Samples may be tested to assure compliance with the seed specifications. The restoration ecologist shall condcut a pre-planting meeting to instruct the hydroseeding crew regarding acceptable application technique.
