Executive Summary/Discussion The Growth Management Plan Update Advisory Committee was formed on Sept. 28, 2021, by the City Council through adoption of Resolution No. 2021-223 (Exhibit 8). The committee will consist of a total of 19 primary and 19 alternate members with a term ending in April 2023 or upon the completion of the committee's work. The committee's work is to conclude with a committee-supported report recommending to the City Council the key elements that should be included in a new plan to manage growth and public facilities, and to achieve an excellent quality of life while maintaining compliance with state law. The City Council will then consider the committee's recommendations and direct the next steps to create a new growth management plan. The City Clerk's Office received 57 applications from residents wishing to serve on the advisory committee. In addition to the mayoral and district nominations, the following nominations were made from the Arts, Beach Preservation, Historic Preservation, Housing, Parks & Recreation, Planning, Senior and Traffic & Mobility commissions and the Library Board of Trustees and are being provided for the City Council to confirm at this meeting by adopting a resolution (Exhibit 6). These committee positions also have terms ending in April 2023 or upon the completion of the committee's work. The name of the incumbent appointee, the date of appointment and the term expiration date is also included on the list. Based on the prepared list, the City Clerk's Office accepts applications (available on the city's website and in the City Clerk's Office) for any upcoming vacancies. Carlsbad Municipal Code Section 2.15.050(2) states, "Although each member of the City Council elected by a district shall use his or her best efforts to appoint individuals residing in that district to these commissions, members of the City Council may appoint individuals not residing in their districts in their discretion in order to assure that the most interested and qualified individuals serve on the commissions." Each member of the Growth Management Plan Update Advisory Committee is subject to the provisions of the California Political Reform Act and must file a statement of economic interests annually and complete two hours of ethics training every two years. Fiscal Analysis None. Next Steps Following the appointment of 19 primary and 19 alternate members to the Growth Management Plan Update Advisory Committee, the City Clerk's Office will update the commission roster and coordinate the oaths of office and the filing of the appointees' statements of economic interest and ethics training certificates. Environmental Evaluation This action does not require environmental review because it does not constitute a "project" within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change or a reasonably foreseeable indirect physical change in the environment. Public Notification This item was noticed in keeping with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to the scheduled meeting date. Explanations As a longtime resident (26 years) of the Aviara Community in Carlsbad, I have a keen interest in the growth of Carlsbad moving forward and look forward to participating on a committee engaged in the evolving growth plan for our city. Having lived in North County since 1983, I have personally witnessed the expansive growth of Carlsbad and its neighboring communities. After a successful and long-running career, I have conscientiously "pivoted" my personal goals and focus away from the private sector towards "giving back" to my local communities. I reside off Rancho Santa Fe Road, in the very south end of La Costa, along the city's border with Encinitas. There, I see numerous growth-related challenges that require assessment and consideration by the Carlsbad City Council as it considers and prepares for the ongoing growth of the broader city. I transferred to CSUSM to finish my Computer Science degree but ended up retiring in 2005, so I did not complete that course of study. Although I no longer work in the industry, I keep up and am very computer literate. I can build and fix computers and use most computer applications. I took a class on computer forensics recently just to stay on top of things. After retiring, I began taking art and Interior Design and CAD classes at Palomar College. The six-week program is capped by the final session which is held in the City Council chambers. All of the students play parts in a mock Council meeting. I've been a CityStuff instructor for five years. I'm part of the North San Diego County Watershed Monitoring Program that tests the watersheds of the three lagoons in Carlsbad. Testing results are provided to the state, the San Diego Regional Water Quality Control Board, and any local municipalities affected. We test monthly on the first Saturday of every month. I'm a member of the Pine Avenue Community Garden Committee and our garden's representative on the Carlsbad Community Garden Collaborative (CCGC) that runs the city gardens with the city's Parks and Recreation Department. I'm an election poll worker, usually a Precinct Inspector. I've worked every election since 2016. I'm also a volunteer with the San Diego Fix-It Clinic. We meet monthly at different sites and people bring us items to repair. This gives new life to items and keeps them out of landfills. PAST As a former member of the Woman's Club of Carlsbad, I was on the Art Committee and ran painting contests at the local high schools. I was also a member of the American Legion Auxiliary 146 in Oceanside. I also volunteered at the Palomar Hospital drive-through vaccination site after Operation Collaboration closed down their Faraday vaccination site. Right now, the Carlsbad General Plan is in conflict with the state unfunded housing mandates. The same report indicates that the US will need 10 million more homes in the following decade. It doesn't make sense that California will have to supply more than one third of the needed national housing when our net population growth is dropping. The study is also based on New York numbers, which has no relation to California and certainly none to Carlsbad. None of the state mandates, those that failed and those that passed, create any affordable housing. All of the North County cities have more in common with each other than they do with LA and San Francisco, urban centers where the state mandates may work_ If the cities got together and sued the state like some Orange County cities have, we might be able to get out from state overreach. I would like to see Carlsbad join together with other municipalities to fight the state government overreach into local affairs. We can use the Orange County cities' lawsuit as inspiration. Or we could support the Brand-Huang-Mendoza Land Use Initiative. Regardless of state dictates, Carlsbad needs to change focus so that the right types of projects are being built in the appropriate locations. We need to build more affordable housing so the people who work here and the children who grow up here have a chance to live here. Affordable housing does not mean low-income housing, but housing that does not cost more than 30% of the income of the residents. More one-and two-million dollar vacation condos would not contribute to affordable housing but would squeeze it out. Further gentrification of Carlsbad would only add to a housing shortage. I would like to see the city be proactive in creating more affordable and inclusionary housing, both in the rental market and for sale to residents. The in-lieu-of programs need to be updated so that developers are paying fair market rate for the special treatment they are granted. On a more granular level, I would like to emphasize preserving the art and architecture which represents the heart and charm of Carlsbad. I'd like to collaborate on getting a professional and effective Design Review Board that covers the entire city and ensures that building projects fit in with the nature and character of Carlsbad. Differing voices and viewpoints exist regarding growth. I hope to bring people together and help those with divergent beliefs and opinions understand each other enough to come up with compromises satisfactory to all. To the extent reasonable, the Chair will seek consensus of the committee in decision-making. In instances where consensus cannot be reached, the Chair may call for majority vote of the committee following procedures set forth in Carlsbad Municipal Code Chapter 1.20. However, the Chair will ensure that minority viewpoints are heard and documented. The Chair will ensure that these Principles of Participation and agreed-upon "ground rules" are adhered to. The Chair is responsible for ensuring that members of the public desiring to address the committee have the opportunity to do so at the appropriate time. The Chair may speak to members of the media on behalf of the committee, and represent the committee at public workshops, hearings and other public events as appropriate. Meeting Quorum For meeting purposes, a quorum of the committee is met with eight members in attendance. Open Meeting Requirements All committee meetings and committee members are subject to the open meeting requirements of the Ralph M. Brown Act (Brown Act). The Brown Act imposes public notice and access requirements on committee meetings, and places certain limitations on when and how committee members may communicate with one another. New committee members will be given a briefing by the City Attorney's office about the basic requirements of the Brown Act. Meeting Agendas Meeting agendas will be prepared by city staff in consultation with the Chairperson or a majority of the committee, following the procedures of the Brown Act. At the conclusion of each meeting, the Chair and city staff will summarize the results and identify items that may need further research or be carried over to the next meeting, preview new business for the upcoming meeting, and invite committee members to suggest new items for future meetings. Those cities were of various types and sizes from West Covina in the East San Gabriel Valley in Los Angeles County to Rolling Hills Estates, Gardena and Malibu in the South Bay and Coast of Los Angeles County and in Saratoga in Santa Clara County. In the late 60's West Covina was already as large as the city of Carlsbad is currently. Major projects relating to the general plan and growth management was the creation of a new civic center which included both city and various Los Angeles County offices through the use of a joint powers agreement which involved a county courthouse, a regional county library and a new city hall and police headquarters for the city on a 26 acre site. As City Administrator for Gadena from 1970 through 1972 our updating of the general plan included dealing with such complex issues as freeway expansion and coordinating land use plans with the City of Los Angeles along the Harbor Freeway corridor. As City Manager in Rolling Hills Estates from 1973 through 1985 our planning involved planning for major residential, industrial and commercial growth as well as dealing with issues which were at that time made unique by the passage of the Coastal Act as Rolling Hills Estates is part of the Palos Verdes Peninsula and the planning and construction of the city's civic center. Unique to Rolling Hills Estates was the development of an equestrian center,and tennis center as parts of a regional park built on the remains of a landfill and the development of natural gas production from an active landfill and the generation of electricity from that landfill by Southern California Edison. In Saratoga from 1985 through 1997 challenges such as how to plan the land left vacant by the relocation of the Paul Masson Winery Champagne Cellars and the building of a new freeway which cut across the middle of the city. In addition the city did a major makeover of its central business district through the formation of a parking district and the construction of a new downtown hotel, the Inn at Saratoga in Saratoga Village. Major improvements to various parks were also undertaken during my time as manager as well as a major expansion of the city's civic center. As the City Manager for Malibu from 1997 through 2000 I worked on the creation of the city's first Coast Management Plan and dealt with issues involving State Parks and Recreation parks and beaches in Malibu and issues dealing with Malibu Lagoon which involved many agencies including the Regional Water Quality Control Board, State Parks and the Coastal Commission. I have extensive training and experience in group management and processes both as a student and as an instructor/facilitator working with city councils and planning commissions in three of the five cities I worked for. I also have an extensive education in public finance and budgeting, having actually taught a graduate seminar in the subject for Cal Lutheran University.. I have been appointed to and lead several multi agency organizations in both the public and community service sectors including one for the Association of Bay Area Governments ( the San Francisco Regional equivalent to SANDAG) on liability insurance coverage for cities, served on the Board of Directors of several YMCA boards in California and was chosen as the first chair of the Carlsbad Unified School District Oversight Committee for the bond issue which built Sage Creek High School and remodeled Carlsbad Hi and several other district schools. 1 Finally, I have been elected chair of two regional California city manager groups, while serving as manager in Rolling Hills Estates and In Saratoga. I recite all this to demonstrate I have extensive experience in group processes and how to get things accomplished on a group basis in terms of building and coming to consensus on issues at hand. I think this would be of some value to the new advisory committee being formed to update the Growth Management Plan, given the major changes in state law which will make doing a meaningful update a major challenge for all concerned in trying to transform the vision of the community into reality given the existing restraints placed on local government by the state. I chose to retire to-Carlsbad when I finished my city management career in the summer of 2000 because of the City's reputation for good government (based in large part on the then recent creation of the first GMP). As a teacher, I know how to collaborate with others and how to interact with the public. My father played a big part in the development in the Village. I can bring to the Advisory Committee not only the perspective of a professional who led a billion dollar business at General Mills, but also one who managed through the complexity of leading a major food bank through the major economic impact and disruptions brought by the early COVID years. I also firmly believe that complex issues cannot be solved without first carefully listening and truly considering all point of views. I find that conflicting opinions bring a rich perspective and help progress towards a solution. 4.A proven experience in establishing a clear vision, mission and the accompanying implementation plan: As Carlsbad progresses towards a new Growth Management Plan, it is important to do so in a structured way, always keeping in mind what we want to achieve. My wife and I have been Carlsbad homeowners for 37 years and raised our daughter here. In the past three years we acquired and renovated two rental properties in the city. We are proud to be Carlsbad residents and are vested in its continuing success. Managing growth is the foundation for maintaining the city's quality of life and that is why I am enthusiastic about participating on the committee. We moved here in 1985. I voted for Proposition E the following year because supporting smart, managed growth seemed a `no-brainer after growing up in the Los Angeles area during the '60s. Carlsbad has managed growth in a world-class manner. I'm aware that circumstances have changed since Proposition E — most major planned developments are built and SB 330 has put legislative limits on housing decisions. I spent 15 years working in the technology and Internet sectors where constantly changing circumstances required adaptability and a willingness to seek out new solutions. I understand the committee's role will be to provide recommendations on a framework for a new plan to guide how the city will manage growth. There are three things I can offer as a committee member: •During a 40-year business career I participated in a number of planning processes. The most successful efforts were collaborative, forward-looking, and shared a vision (Carlsbad Community Vision, in this case). I will bring that perspective to the committee. •In 2017, I retired as the senior marketing executive for Dudek, San Diego's largest environmental and engineering consulting firm. I also chaired the firm's operating committee for three years. During my 12 years the firm grew from 80 to 400 employees. Our work on thousands of public sector projects throughout California gave me insight into the complexities of balancing infrastructure, the natural environment, housing, public services, public safety and other issues. •I can dedicate the time to being an informed, active participant. I am semi-retired and manage our small group of rentals in Carlsbad, San Diego, and La Mesa. Last week, my wife and I held an open house for prospective renters of a La Costa home we acquired and renovated from a neglected condition. It would be a privilege to be a part of the committee that is reviewing and providing feedback on our current growth management plan. I believe that the outcome of this task will help shape the future of the City of Carlsbad for our current residents and those to come. Most of you know me or my wife Dana and we have met at one time or another throughout my time in Carlsbad. My wife and I are long term residents of Carlsbad, and we raised our two sons here. My wife and I were active in the PTA through elementary school and remained active in extracurricular school programs in high school including athletics, academics, and the arts. We were also founding members of a private theater arts education program in the north county based in Carlsbad and later became involved with the City's Carlsbad Youth Theater program. Some of you also know me as an enthusiastic advocate for the performing arts. These days I am active with several of the non-profit groups in the city who are working with the homeless population in Carlsbad and Oceanside. Currently I am a self-employed business consultant to real estate developers and contractors. I have been a California licensed general engineering contractor (A license), and general building contractor (B license) along with a specialty HVAC licensed contractor (C-21) for over 35 years. My professional credentialing includes designation as a certified construction manager (CCM), a certified professional constructor (CPC) and a LEED Associated Professional. My undergraduate degree is from Penn State University (University Park) and my MBA (Organizational Leadership) is from Point Loma Nazarene University (San Diego). I have served as an expert witness in construction mediation and litigation matters and have assisted large national contractors create comprehensive QA/QC programs for their business. Having over 35 years of leading businesses through transition, I have earned the designation of certified exit planner (CExP). In recent years I served two terms on the Carlsbad Parks and Recreation Commission and am a graduate of the Carlsbad Citizens Academy. If selected to serve on the commission I will bring a unique combination of experience, knowledge, and leadership to the committee that I feel would be valuable in evaluating the City's current growth management plan and providing recommendations for enhancements or modifications to ensure or continued prosperity. Having spent the past 35 years in Carlsbad I have watched and applauded the thoughtful leadership and management of the City's continuing growth. In the past Carlsbad has led the way with innovated and creative solutions to issues that could impact our future. An example of this foresight was the decision to build a desalination plant in Carlsbad. This decision was made at a time when climate change was still being debated and at the time that decision to build the plant was brave, historic, and visionary. Thanks to the thoughtful and initiative-taking leadership of the city, Carlsbad is no longer completely dependent on traditional water sources that are now at risk because of global warming and climate change. All four of our children are being raised and attending school here; three of them at Buena Vista Elementary in District 1 (the three and half year old will be attending there in a few years :). We spend most of our time as a family in the village, at the beach or at one of the many local parks. Needless to say, my wife and I are in love with this city and the people and will call this place home for the rest of our lives. I have been looking for an opportunity to be a part of the City of Carlsbad team, in any capacity, for quite some time now. I have been excited and motivated to pursue several different commission openings and opportunities that have become available over the last few years, but the timing with work and family just hasn't been right for us. Recently, the City of Carlsbad posted an opening for the new Growth Management Plan Advisory Committee and the timing and nature of this position couldn't be more perfect. I have spent a large portion of my career (over 15 years) in the financial services sector working in retail and digital banking. I have built, developed and trained inside/outside sales teams, customer success/customer support teams, operations teams and business intelligence teams. I have led teams responsible for over $500MM in assets under management and have consistently managed annual budgets over $1MM. I have an extensive background in revenue and growth strategy, leadership and data analysis. In addition to the above background and qualifications, I have spent my entire career collaborating with leaders and stakeholders across the organizations I've been a part of. One of the critical elements of my professional success has been my interest and ability to work with team members cross-functionally to be creative and strategic in the pursuit of our goals. Finding a harmonious balance between all of the elements that will ultimately impact our future growth, is the only way to ensure we maintain a sustainable quality of life for ourselves and our children. I couldn't resonate more with a committee focussed on this mission. As an employer, employee, husband, father, friend and resident of Carlsbad I believe that I bring a well balanced and unique perspective to this committee. We have seen tremendous growth in Carlsbad over the past 23 years and I would like to help chart the city's future. Some of the areas of interest/concern to me include: 1.Keeping and enhancing the unique "Village" feel. 2.Developing more communities like Bressi Ranch 3.Providing affordable housing. 4.Maintaining and enhancing Public Safety throughout our community (we were very involved in getting on-street parking removed on Cassia near El Camino) 5.Homelessness and services to those in need of mental/behavioral health. Carlsbad will inevitable continue to grow, as it's a terrific place to live. I was strongly in favor of the cancelled Caruso development and would like to see one of Mr. Caruso's extraordinary commercial undertakings built here. A question I have is: Can or should Carlsbad's growth be limited? What is our "ideal" size and mix of residential and commercial spaces? The answers should help manage the City's growth in the future and I would be happy to participate in this endeavor.
