Fiscal Analysis This action has no fiscal impact. Environmental Evaluation In keeping with California Public Resources Code Section 21065, this action does not constitute a “project” within the meaning of the California Environmental Quality Act in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. Therefore, it does not require environmental review. Public Notification and Outreach This item was noticed in keeping with the Ralph M. Brown Act and it was available for public viewing and review at least 72 hours before the scheduled meeting date. Exhibits None March 7, 2022 Item # 1 1 Monthly Police Report March 7, 2022 Sergeant Scott Meritt OTS Grant Campaigns/Details •OTS DUI Check Point Planned for March 18th •Ongoing ebike enforcement details in the Village 2 Ebike Education and Enforcement at Schools 3 •Rotating to different areas surrounding schools •Incorporated informational flyers for ebike users from the San Diego County Bike Coalition Collision Information for February 2022 •Fatal: 2 •Injury: 22 •Non-injury: 9 cases/ 57 IO’s (66 total) •Hit and Run Non-Injury: 13 •Hit and Run with Injury: 1 •Bicycle involved: 3 •Ebike involved: 8 4 Community Concerns •Surfside Lane @ Island Way •Concerns of oversized RV Parking •Enforcement through Citations and Educational Contacts •Armada Drive Update •No overnight parking signs have been posted by City Streets Division •30 days of educational activity to include in person contacts and written warnings before citations will be issued •Citations will begin on March 9th, 2022 5 Fatal Bicycle Collision •February 11th, 2022 at 1:16 p.m. •North bound El Camino Real south of Hosp Way •Solo 74 year old male cyclist, passed on February 17th •Per witnesses, the cyclist fell while travelling in the roadway •No indications of vehicle involvement 6 Fatal Vehicle vs Pedestrian Collision •February 19th, 2022 at 8:43 p.m. •Occurred at 2504 Marron Road in a private parking lot. •66 year old male, passed at scene •The victim had exited the vehicle and the driver accidentally left the car in reverse. The open passenger door knocked the victim to the ground. 7 Questions? 8
