Executive Summary
Staff from SANDAG and the City of Carlsbad will present and discuss the 2021 Regional Plan.
Discussion
The 2021 Regional Plan was adopted by the SANDAG Board of Directors on Dec. 10, 2021, and
provides a long-term blueprint for the San Diego region that seeks to meet regulatory
requirements, address traffic congestion, and create equal access to jobs, education,
healthcare, and other community resources. The Regional Plan is updated every four years and
combines three planning documents that SANDAG must complete per state and federal laws:
The Regional Transportation Plan, Sustainable Communities Strategy, and Regional
Comprehensive Plan. The Regional Plan also supports other regional transportation planning
and programming efforts, including overseeing which projects are funded under the Regional
Transportation Improvement Program and the TransNet program.

Fiscal Analysis
This item is a presentation on the work related to management of the city’s transportation
assets and, as such, there is no financial impact related to this item.
Next Steps
Staff will continue implementing their programs to maintain and improve mobility within the
City including working with the Traffic and Mobility Commission to update the annual workplan
in the summer of 2022.

Pursuant to Public Resources Code Section 21065, receiving a presentation on the work of the
Public Works Branch, Transportation Department does not constitute a “project” within the
meaning of the California Environmental Quality Act, or CEQA, in that it has no potential to
cause either a direct physical change in the environment, or a reasonably foreseeable indirect
physical change in the environment.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.
