Adopt a resolution appointing one member to the Carlsbad Tourism Business Improvement
District Advisory Board.
Executive Summary/Discussion
Carlsbad Tourism Business Improvement District Board Member Brian Hughes resigned from
the Carlsbad Tourism Business Improvement District Advisory Board in July 2021, leaving an
unscheduled vacancy with no term limit. The City Clerk's Office has received an application
asking to have the new hotel manager of Omni La Costa Resort & Spa appointed to serve on the
advisory board:

Exhibit 2 includes the application from Mr. Zupanski.
Resolution No. 2005-332 states that membership of the Carlsbad Tourism Business
Improvement District Board Advisory Board shall consist of members representing the largest
hotel businesses within the city on a permanent basis and to have other members representing
other beneficiaries within the district on a rotating basis.

Act and must file statements of economic interest each year and complete two hours of ethics
training every two years.

This action has no financial impact.
Next Steps
Following the appointment of the member to the Carlsbad Tourism Business Improvement
District Advisory Board, the City Clerk's Office will update the commission roster and coordinate
the oaths of office and the filing of the appointee's statement of economic interest and ethics
training certificate.
Environmental Evaluation
This action does not require environmental review because it does not constitute a "project"
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change in the environment or a reasonably foreseeable indirect physical change in the
environment.
Public Notification and Outreach
This item was noticed in keeping with the Ralph M. Brown Act and it was available for public
viewing and review at least 72 hours before the scheduled meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPOINTING ONE MEMBER TO THE CARLSBAD TOURISM
BUSINESS IMPROVEMENT DISTRICT ADVISORY BOARD
WHEREAS, Board Member Brian Hughes resigned from the Carlsbad Tourism Business
Improvement District (CTBID) Advisory Board in July 2021; and
WHEREAS, the CTBID Advisory Board has one unscheduled vacancy with no term limit.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
2.That the City Council of the City of Carlsbad appoints the following member to serve on
the CTBID Advisory Board, with no term limit, or until a replacement is appointed.
