Recommended Action
Adopt a resolution appointing one member to the Beach Preservation Commission.
Executive Summary/Discussion
Commissioner John Prietto was initially appointed to the Beach Preservation Commission in
November 2017 to fill the unexpired term of Commissioner Amy Ahrendt. Commissioner Prietto
resigned on Jan. 12, 2022, leaving an unscheduled vacancy with a term ending in June 2022.
The City Clerk's Office received five applications from residents wishing to serve on the
commission. In keeping with City Council Policy No. 88, Mayor Hall has recommended the
following two residents wishing to serve on the Beach Preservation Commission to advance in
the process and interview with the full City Council.

The Beach Preservation Commission is to consist of seven members and charged with
investigating and reporting on topics or studies related to bleach and bluff erosion.

Members of the Beach Preservation Commission are subject to the provisions of the California
Political Reform Act and must file statements of economic interest each year and complete two
hours of ethics training every two years.

The Maddy Act (California Government Code Sections 54970-54974) requires that on or before
Dec. 31 of each year the legislative body must prepare a local appointments list which contains
the appointive terms of board and commission members that will expire in the next calendar
year. The name of the incumbent appointee, the date of appointment and the term expiration
date is also included on the list. Based on the prepared list, the City Clerk's Office accepts
applications (available on the city's website and in the City Clerk's Office) for any upcoming
vacancies.
Fiscal Analysis
This action has no financial impact.
Next Steps
Following the appointment of the member to the Beach Preservation Commission, the City
Clerk's Office will update the commission roster and coordinate the oaths of office and the
filing of the appointee's statements of economic interest and ethics training certificates.
Environmental Evaluation (CEQA)
This action does not require environmental review because it does not constitute a "project"
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change in the environment or a reasonably foreseeable indirect physical change in the
environment.
Public Notification and Outreach
Public notice of this item was posted in keeping with the Ralph M. Brown Act and it was
available for public viewing and review at least 72 hours before the scheduled meeting date.

CALIFORNIA, APPOINTING ONE MEMBER TO THE BEACH PRESERVATION
COMMISSION
WHEREAS, Commissioner John Prietto was appointed to the Beach Preservation Commission in

Mr. Corrigan's practice emphasizes general and SEC representation of emerging high technology
and other operating companies. He has been counsel to private and public companies in a broad range of
industries, including computer hardware and software, telecommunications, multimedia, action sports,
restaurant, entertainment and sporting goods manufacturing. He has assisted these companies with their
corporate and partnership organization, private and public financing of debt and equity, mergers and ac-
quisitions, joint ventures, technology licensing, real estate syndication and related commercial arrange-
ments. He has advised owners of these companies on retirement planning and estate planning matters. In
addition, Mr. Corrigan has represented several regional investment banking, advisory and management
firms in securities and underwriting transactions, as well as compliance matters. Since 2003, Mr. Corri-
gan's practice has dealt almost exclusively with small cap publicly traded companies and privately held
companies in the process of going public.
Mr. Corrigan escaped to California from Colorado in 1980. He attended the University of Denver
where he received both a J.D. and M.B.A. degree, was an editor of the Denver Journal of International
Law & Policy and clerked at the U.S. Securities & Exchange Commission. He received his undergraduate
degree from the University of Notre Dame, where he majored in finance.
Mr. Corrigan is a member of the California bar and a 1988 graduate of the San Diego LEAD pro-
gram. Over the years, he previously sat on the Medical Bioethics Committee of Sharp Memorial Hospital
and on the Board of Directors of the National Kidney Foundation of Southern California, the Board of
Directors of United Way/CHAD, the Board of Trustees of the California Ballet Association, the Board of
Trustees of the San Diego Repertory Theatre and the Eagle Scout Review Board.
