HomeMy WebLinkAbout2022-02-08; City Council Legislative Subcommittee; Minutes(City of Carlsbad City Council Legislative Subcommittee Meeting Minutes Virtual Meeting Feb. 8, 2022 — 9 a.m. CALL TO ORDER & ROLL CALL Mayor Hall called the meeting to order and all Subcommittee members (Mayor Matt Hall and Council Member Teresa Acosta) were present. Jason Haber, Intergovernmental Affairs Director, and Cindie McMahon, Assistant City Attorney, were also present. APPROVAL OF MINUTES Subcommittee Member Acosta made the motion to pass the minutes. Mayor Hall seconded the motion. The motion passed unanimously. PUBLIC COMMENT None. NEW BUSINESS Item 1. State & Federal Legislative Reports Recommendation: Receive updates from representatives of U.S. Congressman Mike Levin, State Senator Patricia Bates and State Assemblymember Tasha Boerner Horvath, and provide feedback. Kyle Krahel from Congressman Levin's office gave an update on current priorities at the national level. Cynthia Bryant from Senator Bates's office gave an update on bills introduced for the 2022 Legislative Session. Glenn McDonnel from Assemblymember Boemer Horvath's office gave an update on the Assembly Member's priorities for the 2022 Legislative Session and the bills she has introduced. Item 2. Legislative Update and Advocacy Report Recommendation: Receive an update on state and federal legislative and budget activity and recent and ongoing advocacy efforts, and provide feedback to staff. Sharon Gonsalves from Renne Public Policy Group, state lobbyist, gave an update on the 2022 Legislative Calendar, the Governor's Budget Proposal, City Sponsored Legislation, Early Action Budget Bills and two- year bills that were introduced in 2021 and carried over into the 2022 Legislative Session. Item 3. Federal Advocacy Options Recommendation: Consider options regarding federal legislative monitoring and advocacy resources to recommend to the City Council. Intergovernmental Affairs Director Haber presented the options. Subcommittee Member Acosta made the motion to approve the National League of Cities membership, engagement with a federal lobbyist and to take this recommendation to the full City Council for approval. Mayor Hall seconded the motion. The motion passed unanimously. SUBCOMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS Subcommittee Members requested more information on regional sand replenishment efforts, AB 1738, AS 257 and requested that any new legislation on autonomous vehicles be brought to a future meeting. Subcommittee Members requested staff to send the city's Legislative Platform to local representatives and discuss the possibility of a D.C. delegation for the city.
