ELECTION OF PARK & RECREATION COMMISSION OFFICERS Recreation Services Manager Mike Pacheco gave a brief presentation on the annual elections for Parks & Recreation Commission Officers. ACTION: Nomination by Commissioner Steketee for Chair Luna to serve as Chair for the Parks & Rec- reation Commission for the 2022 calendar year. Motion duly seconded by Commissioner Thorp. AYES: Chair Luna, Commissioners Thorp, Allemann, Steketee and Sebahar NOES: None ABSTAIN: None ABSENT: Vice Chair Martinez ACTION: Nomination by Chair Luna for Vice Chair Martinez to serve as Vice Chair for the Parks & Recreation Commission for the 2022 calendar year. PARKS & RECREATION COMMISSION WORK PLAN FOR FY 2021-22 Mike Pacheco Recreation Services Manager presented the commissioners with a brief background on the creation of the Parks & Recreation Commission Work Plan. Parks & Recreation Director Kyle Lancaster indicated staff intended to go to City Council on a single agenda item to adopt all three of this department's commission work plans in February. The only comment received last year from City Council Members was to perhaps give a bit more detail on the goals and tasks. The commissioners, with the assistance of staff, made minor edits to the fiscal year 2020-21 Parks & Recreation Commission Work Plan. I. Mission Statement City of Carlsbad Parks & Recreation Commission Work Plan DRAFT Fiscal Year 2021-2022 The Mission of the Parks & Recreation Commission is to promote community health and wellness while supporting a culture that embraces change and continuous improvement. II. Composition Consistent with Chapter 2.36 of the Carlsbad Municipal Code, the Parks & Recreation Commission shall consist of seven members appointed by the mayor with the approval of the city council. Mem- bers shall serve four-year terms. The Parks & Recreation Commission shall have the power, and it shall be the duty of the commission, to make recommendations to the city council and to advise the council in matters pertaining to the creation, operation, maintenance, management and control of 3 of 5 community recreation programs, of playgrounds and indoor and outdoor recreations, activities and facilities. Further, it shall be the duty of the commission to advise and make recommendations to the city council on matters pertaining to planting, trimming, pruning, and care of all trees, shrubs or plants and to the removal of all objectionable trees, shrubs and plants in and upon any park of the city. The parks and recreation commission shall have the additional power, and it shall be the duty of the commission to review tree-related issues and to determine the needs of the city with respect to its tree planting, replacement, maintenance and preservation programs. The commission will also make recommendations to the city council on policies, regulations or ordi- nances pertaining to the care and protection of public trees and the selection of specific species of trees for designation along city streets, including the development of a community forest manage- ment plan for the city. In addition, in accordance with Section 11.12.150 of the municipal code, the Parks & Recreation Commission shall hear appeals from decisions of the city manager acting through the parks and recreation director or designee, regarding the planting or removal of street trees. Ill. FY 2021-2022 Goals & Tasks The Parks & Recreation Commission will focus on the following FY 2021-2022 Goals and Tasks: (Goals identified in numerals; Tasks to accomplish those Goals identified in alphas) 1. Advise City staff and City Council on projects and programs a. Focus on progress and impact · 2. Enhance accessibility, visibility and engagement a. Ensure a quorum at all Commission meetings b. Commission conduct site visits to parks, facilities and programs with city staff* c. Individual commissioners attend at least two Parks & Recreation conducted events* (* Following COVID protocols and individual's comfort) 3. Broaden outreach and education a. Connect with other relevant agencies and organizations b. Invite educational presentations at Commission meetings ACTION: On motion by Commissioner Allemann and a second by Commissioner Thorp, the amended Parks & Recreation Commission Work Plan Draft was accepted. DEPARTMENT REPORT Recreation Services Manager Mike Pacheco and Parks & Recreation Director Kyle Lancaster reported on recently completed, ongoing and upcoming Parks & Recreation Department programs, events and park projects. Mr. Pacheco gave an update on the lifeguard staffing shortage and stated it had been since Sept. 13, 2021 the city had to temporarily reduce the hours at the Monroe Street Pool during the weekdays. The city had pursued the following measures: 4 of 5 • Created four new full-time Lifeguard positions • Increased hourly pay rate of all existing part-time Lifeguards and part-time Senior Lifeguards • Increased the starting hourly pay rate for Lifeguards • Expanded the Lifeguard Academy offerings • Received an emergency determination from the State of California that would allow beach Lifeguards to be qualified as pool Lifeguards • Executed a memorandum of understanding with Carlsbad Unified School District that helps if they can provide lifeguard staff Mr. Pacheco reported staff has been working to get through the backlog of outdoor weddings at Leo Carrillo Ranch Historic Park. The most recent event, Holiday at the Rancho, was a success with more than 1000 people enjoying the outdoor setting. Mr. Pacheco stated the next events will be the Pirate Plunge in March and the Eggstravaganza in April. Parks & Recreation Director Kyle Lancaster provided an update on several park projects: Calavera Community Park Hills Gateway, at the corner of Carlsbad Village and Glasgow Drives, will be serving as the new enhanced entryway to the park. The loop walkway and adult exercise stations are just about wrapped up. Staff is still working on a few remaining items with the contractor, including bollard lights and lights on the shade sail structures. Poinsettia Community Park phase IV improvements, which include the restroom facility, parking lot and dog park. Progress is being made and this will be an ongoing process for several months. Staff expects to have the dog park and restroom facility open to the public by summer., Mr. Lancaster showed a photo of the Veterans Memorial Park site. Staff is currently working through the environmental review and entitlement process. In particular, the Parks & Recreation Department is working with the Community Development Department and consultants to further refine the plans with the necessary studies. Requirements will include a conditional use permit and a coastal develop- ment permit and ensuring consistency with the city's habitat management plan. This process will continue for several months and staff expects to take the completed master plan to the City Council by summer for adoption. If the master plan is adopted, then staff will move to developing construction documents. Mr. Lancaster provided an update on the South Shore Aqua Hedionda Lagoon Trail. Parks & Recreation staff went to City Council on Nov. 16, 2021 to get direction on whether they wanted to proceed with this trail project. The City Council asked Parks & Recreation to suspend further activity on this project and go back to the involved agencies to see if they could develop more flexibility with some of the constraints. Mr. Lancaster reengaged with SDG&E, the property owner, but there has been no addi- tional movement on the constraints. SDG&E staff wiUcontinue to review the constraints and is open to further discussion. Mr. Lancaster highlighted an upcoming Trails Volunteers Event at Kelly Trail, Sat., Jan. 29, 8:30 a.m. Staff always appreciates volunteers coming out and lending a hand, as such actions help keep the maintenance costs down. 5 of 5 Commissioner Allemann asked if there is an age requirement for the trail events, can teens come and volunteer? Commissioner Allemann has some boy scouts that are looking for volunteer hours. Mr. Lancaster stated the teens can certainly come volunteer, after the parents sign a waiver form. All volunteers must sign a waiver form. Chair Luna mentioned that he appreciates the difficulty on finding personnel and he was glad we have been able to offer pay incentives. Commissioner Skeketee asked if the high school could perhaps use independent study PE to help fill positions. She wondered if lifeguarding could be an independent study possibility. Mr. Pacheco commented that Mr. Lancaster told him to think way outside the box to resolve the lifeguarding issue. He will look at the possibility of this option.
