Executive Summary Mike Pacheco, Recreation Services Manager and Kyle Lancaster, Parks & Recreation Director will report on recently completed and upcoming parks and recreation activities, donations and grants, as well as other topics of local interest. Exhibits 1.Department report 1 of 1 PARKS & RECREATION DEPARTMENT REPORT March 21, 2022 GENERAL & RECREATION Monroe Street Pool Renovation Project Update On Feb. 22, the City Council decided to change the timing of when voters will be asked whether to approve spending more than $1 million in general fund money on the Monroe Street Pool renovations. The original plan was to put this project on the ballot in June 2022. The new plan is for the project to be considered by the City Council in time for placement on the November 2022 ballot. The deadline to put an item on the ballot for the Nov. 8, 2022 election is Aug. 11, 2022. The City Council will be asked to provide direction to staff on what additional projects, if any, will be put on the ballot before that time. Youth Summer Camps Registration started on March 9 for in-person sports and fitness camps, creative and performing arts camps, science and exploration camps, and aquatic camps for ages 3 to 16. The camps coincide with the school districts’ ten-week long summer break that starts on June 13, 2022 and ends on August 19, 2022. Concerts in the Courtyard at the Senior Center The new ‘Concerts in the Courtyard’ at the Senior Center have been well attended. A new band will perform on the second Monday of each month at 12:30 p.m. This month American Irish band Steelin’ Tin performed Irish folk music in the courtyard. Tax Assistance Available at the Library Learning Center and the Senior Center The nonprofit organization AARP is providing tax assistance for low to moderate income taxpayers on Tuesdays and Thursdays, from 8:15 to 10:45 a.m., now through April 14. Seniors can schedule appointments online at www.carlsbadconnect.org or call 760-602-4650. Seniors will interact with AARP volunteers in one or two short, in-person appointments to exchange documents. Participants are to bring a photo ID, all required tax documents for the 2021 filing, and a copy of the tax filing for 2020, to the appointment. Love Your Heart On Feb. 14, the Carlsbad Senior Center collaborated with the Carlsbad Fire Department for a Love your Heart Valentine’s Day event to offer free blood pressure screenings at the Senior Center from 8 a.m. to 5 p.m. Knowing your numbers is key to controlling high blood pressure, preventing stroke and heart disease while optimizing heart health. The event supports the Parks & Recreation Department Mission to promote health and wellness. Upcoming Events •Pirate Plunge: Saturday, March 26, 5 p.m. to 9 p.m. at Alga Norte Aquatics Center •EGGstravangza: Saturday, April 16, 10 a.m. to 1 p.m. at Poinsettia Community Park •Hot Rods & Cool Treats: Saturday, May 14, 11 a.m. to 2 p.m. at Pine Community Park 1 of 2 PARKS Poinsettia Community Park Phase IV Dog Park, Parking Lot and Restroom The construction contract was awarded at the City Council meeting of July 13, 2021. Commencement of work began with mobilization of the contractor to the site on Sept. 20, 2021. Finish drainage work is progressing within the dog park area and the parking lot. Construction of the restroom shell is finished. Full project completion anticipated to be in late spring – early summer 2022. Calavera Hills Community Park Gateway Improvements Construction commenced in early March 2021 and is expected to be complete in early spring 2022. Final tasks related to the installation of bollard lights and shade structure lights, refinement of drainage devices and concrete flatwork, and other miscellaneous punch list items are in process. Veterans Memorial Park Master Plan The recommended Veterans Memorial Park master plan was approved in concept by the City Council on Feb. 23, 2021. The environmental document (i.e., an Initial Study/Mitigated Negative Declaration) for the project was released for public review and comment on March 12, 2022, and will remain posted through April 11, 2022. Staff anticipates presenting agenda items on this project to the Parks & Recreation Commission and to the Planning Commission in spring 2022. Presuming approval of the environmental document and the entitlement permits by the Planning Commission, staff anticipates presenting the final Veterans Memorial Park Master Plan to the City Council for adoption in summer 2022. Monroe Street Pool Renovation Project – Three design concepts for the project were developed for the site: [1] Basic pool & equipment renovation, [2] Recommended enhancements, and [3] Pool expansion/building renovation. An agenda item on the project was presented at the Parks & Recreation Commission Meeting of Jan. 25, 2021 and the City Council Meeting of Jan. 26, 2021. Both bodies approved Concept [3] Pool expansion/building renovation, with the City Council directing staff to pursue a Proposition H ballot measure for the project on the June 7, 2022 Primary Election. At the request of the City Manager, an agenda item was presented at the City Council Meeting of Feb. 22, 2022, recommending deferral of the timing of a Proposition H ballot measure for the project to an election cycle to be determined at a later date. This recommendation was in consideration of the status of the City Council’s ongoing strategic planning process – which is not anticipated to be completed until summer 2022, coupled with current available staff and funding resources, and the city’s numerous other Capital Improvement Program projects. The City Council approved the deferral, but with the item to be reconsidered in time for a ballot measure to potentially be placed on the November 2022 election. In the interim, staff is actively working with the Fleet & Facilities Department to address several deferred maintenance items at the site. Trails Volunteers Events Saturday, Feb. 26, 2022 had idyllic blue-sky weather for the Rancho Carrillo East Trail Volunteers Event. Staff were joined by 34 eager volunteers who worked to rehabilitate rutted sections of the Rancho Carrillo East Trail with decomposed granite and added water bars at critical sections of the trail to prevent future erosion. In addition, staff and volunteers ensured that the drainage ditches that run alongside the trail were also in good working order. They cleaned out the sediment and leaf build-up and placed sandbags to help direct water flow into the drainage ditches. The veteran volunteers really stepped up at this event and provided their educational expertise to all the new volunteers to make for excellent work. The city appreciates all the volunteers and the 102 hours of work they contributed collectively to make this wonderful event happen. The next trails volunteers event is scheduled for Saturday, March 26, 2022 at the Hidden Canyon Trail. The group will meet at 8:30am to commence a morning of various maintenance activities. 2 of 2
