Recommended Action
The commission is requested to appoint a representative to the Community Development Block
Grant Program Advisory Committee.
Executive Summary
The CDBG Advisory Committee consists of seven members. The membership consists of a representative
from the Planning Commission, Senior Commission, Housing Commission and four residents
representing the City Council Member districts. This year the city is seeking to fill the vacancies and
requests that the commission nominate and elect a representative from the Senior Commission to serve
on the advisory committee until May 2023.
The role of the CDBG Advisory Committee is to consider the needs of the low/moderate income
households of Carlsbad and make recommendations to the City Council to fund activities which are “’the
most qualified” to meet those needs. Committee members shall be responsible for the following tasks
as part of the process of developing funding recommendations:
1.Meet with the Housing & Homeless Services staff for an initial briefing on the CDBG program. It is
anticipated that the Committee will need to commit at least one (1) evening hour for this initial
briefing by city staff.
2.Conduct interviews with each organization submitting an eligible proposal for funding during a
public meeting. It is anticipated that the Committee will need to commit at one (1) evening for
three (3) hours total to conduct these interviews.
3.Evaluate and score all eligible proposals according to criteria described in the Application Review
Process and community development priorities as approved by the City Council.
4.Develop funding recommendations for each activity until all available funds have been allocated
to eligible activities. It is anticipated that the Committee will need to commit at least one (1)
evening for approximately two (2) hours total to complete the development of the funding
recommendations.
The CDBG Advisory Committee will hold a maximum of three meetings per year in the months of March
or April.
