SUBJECT: PLANNING COMMISSION MEETING TIME – Consider amending the adopted Planning
Commission Procedures to change the start time for regular meetings from 6:00 P.M. to
a time supported by the majority of the members of the Planning Commission. The City
Planner has determined that the action does not constitute a project within the meaning
of the California Environmental Quality Act under California Public Resources Code
Section 21065.
I.RECOMMENDATION
That the Planning Commission discuss whether the majority of the members of the Planning Commission
support amending Section II. A. 1. of the Planning Commission Procedures contained in Planning
Commission Resolution No. 7345. A revised Procedures Resolution is attached that provides for the
insertion of a new start time. To change the start time for regular meetings the following motion is
provided:
That the Planning Commission ADOPT Planning Commission Resolution No. 7442 APPROVING an
amendment to Section II. A. 1. of the Planning Commission Procedures to change the start time for regular
meetings to P.M.
II.PROJECT DESCRIPTION AND BACKGROUND
During the COVID-19 pandemic the Planning Commission has met virtually to comply with State of
California Guidance. While meetings have been conducted online the start time has been 3:00 p.m. The
adopted start time for Regular Meetings is 6:00 p.m. pursuant to Section II. A. 1. of the Planning
Commission Procedures as contained in Resolution No. 7345. On the September 1, 2021 agenda an item
was included to allow the members of the Planning Commission to discuss and adopt a new start time for
Planning Commission Meetings. At that meeting the Planning Commission did not vote to change the
starting time of meetings.
At the end of the February 16, 2022 meeting the City Planner was directed to include an agenda item at
the next meeting so that the commission could discuss and take an action to change the starting time of
meetings. The City Council has recently changed the starting time for their meetings from 6:00 p.m. to
5:00 p.m. This change created an interest from several Planning Commissioners in aligning the Planning
Commission meeting time with that of the City Council. A motion is provided in the recommendation
section of this report. A new time for Regular Planning Commission Meetings will need to be included in
a motion. A majority vote of the members of the Planning Commission is required to change the starting
time for Regular Planning Commission Meetings.

II.ENVIRONMENTAL REVIEW
The City Planner has determined that the action does not constitute a project within the meaning of the
California Environmental Quality Act under California Public Resources Code Section 21065 in that it has
no potential to cause either a direct physical change in the environment or a reasonably foreseeable
indirect physical change in the environment. Therefore, it does not require environmental review.
