Executive Summary/Discussion Commissioner Bryan Snyder was initially appointed to the Arts Commission in March 2018 to fill the expired term of Commissioner Aaron Alter for a term ending in March 2022, leaving a scheduled vacancy with a term ending in March 2026. Commissioner Snyder is eligible for and wishes reappointment. Commissioner Emma Jadhav was initially appointed to the Arts Commission in February 2016 to fill the unexpired term of Commissioner Joann Johnson for a term ending in March 2018. Commissioner Jadhav was reappointed in March 2018 and is not eligible for reappointment leaving a scheduled vacancy with a term ending in March 2026. The City Clerk’s Office received 10 applications from residents wishing to serve on the commission. In keeping with City Council Policy No. 88, the Mayor has recommended the following four residents wishing to serve on the Arts Commission to advance in the process and interview with the full City Council: •Frances Carrillo – District 4 •Angela Ferone – District 3 •Eva Meyer – District 2 •Bryan Snyder – District 1 (wishes reappointment) Exhibit 3 includes applications from these residents. Carlsbad Municipal Code Chapter 2.18 states that the Arts Commission shall consist of seven members, appointed by the Mayor with the approval of the City Council. April 19, 2022 Item #12 Page 1 of 12 Current members of the Arts Commission are: Commission member District Laurenn Barker 3 Barbara Chung 4 Nora George 3 Joni Miringoff 4 Gita Nassiri 3 Members of the Arts Commission are subject to the provisions of the California Political Reform Act and must file statements of economic interest each year, and complete two hours of ethics training every two years. The Maddy Act, California Government Code Section 54970-54974, requires that on or before December 31 of each year the legislative body shall prepare a local appointments list that contains the appointive terms of board and commission members that will expire in the next calendar year. The name of the incumbent appointee, the date of appointment and the term’s expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office accepts applications for any upcoming vacancies. These applications are available on the city’s website and in the City Clerk’s Office. Fiscal Analysis This action has no financial impact. Next Steps Following the appointment of two members to the Arts Commission, the City Clerk’s office will update the commission roster, coordinate the oaths of office, the filing of the appointees’ statement of economic interest and ethics training certificates. Environmental Evaluation This action does not constitute a “project” within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. Public Notification This item was notice in keeping with the Ralph M. Brown Act and it was available for public viewing and review at least 72 hours before the scheduled meeting date. Exhibits 1. Please describe relevant experience I've always loved the arts, from exploring a museums to an art street fair, to theatre and dance. In college I began working in the theatre costume shop, where I learned how to design and build costumes, and how to run a show for theatre and dance. I worked in New York City for 5 years freelancing and working at Cedar Lake Contemporary Ballet as the wardrobe supervisor. 1 moved to San Diego in 2010, when I began working at a nonprofit in administration, where my role grew to managing events and creating marketing. My impetus for applying is threefold. 1. A desire to contribute something to this wonderful city. We moved here from the Bay Area 6 years ago to be near our grandchildren.
