Recommended Action
Adopt resolutions appointing three members to the Historic Preservation Commission.
Executive Summary/ Discussion
Commissioner Chad Majer was initially appointed to the Historic Preservation Commission in
July 2018 to fill the expired term of Commissioner Linda Geldner. Commissioner Majer is
eligible for and wishing reappointment. This scheduled vacancy term will expire in April 2026.
Commissioner Pearl Ly was initially appointed to the Historic Preservation Commission in
August 2019 to fill the unexpired term of Commissioner Sam Souri, with a term ending in April
2022. Commissioner Ly is eligible and wishes reappointment. This scheduled vacancy term will
expire in April 2026.
Commissioner Robert Prosser was initially appointed in August 2019 to fill the unexpired term
of Commissioner Jack Nelson. Commission Prosser was reappointed in April 2021 with a term
ending in April 2024. Commission Prosser resigned in February 2022, leaving an unscheduled
vacancy term which expires in April 2024.
The City Clerk’s Office received four applications from residents wishing to serve on the Historic
Preservation Commission. In keeping with City Council Policy No. 88, Mayor Hall has
recommended all four residents to advance in the process and interview with the full City
Council:
•Jamie Latiano Jacobs – District 2
•Pearl Ly – District 4 (seeking reappointment)
•Chad Majer – District 1 (seeking reappointment)
•Cynthia Norall – District 1
The existing unscheduled vacancy is in Category 1A requiring members who have a recognized
expertise in architecture, archeology, history, biology, engineering or geology or related field.

The existing scheduled vacancies are in Category 2B requiring members who have an interest in
local history and serve at large from the community.
Carlsbad Municipal Code Chapter 2.42 states that the Historic Preservation Commission shall
consist of five members to be appointed by a majority vote of the Council, as well as one ex-
officio representative from the Planning Commission.
Exhibit 4 contains applications for all four residents.
Current members of the Historic Preservation Commission are:

Members of the Historic Preservation Commission are subject to the provisions of the California
Political Reform Act and must file statements of economic interest each year, and complete two
hours of ethics training every two years.
The Maddy Act, California Government Code Sections 54970-54974, requires that on or before
December 31 of each year the legislative body shall prepare a local appointments list that
contains the appointive terms of board and commission members that will expire in the next
calendar year. The name of the incumbent appointee, the date of appointment and the term’s
expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office
accepts applications for any upcoming vacancies. These applications are available on the city’s
website and in the City Clerk’s Office.
Fiscal Analysis
This action has no financial impact.
Next Steps
Following the appointment of three members to the Historic Preservation Commission, the City
Clerk’s Office will update the commission roster and coordinate the oaths of office, the filing of
the appointees’ statements of economic interest, and ethics training certificates.
Environmental Evaluation
This action does not constitute a “project” within the meaning of the California Environmental
Quality Act under California Public Resources Code Section 21065 in that it has no potential to
cause either a direct physical change in the environment or a reasonably foreseeable indirect
physical change in the environment.
Public Notification
Public notice of this item was posted in keeping with the Ralph M. Brown Act and it was
available for public viewing and review at least 72 hours before the scheduled meeting date.

passionate about protecting historical jewels in Carlsbad such as Leo Carrillo Ranch, the village and many others. Additionally, I

Please describe your educational background
BS Psychology (UC Davis), MS Counseling/School Psychology (SDSU), PhD Education (USB). I am licensed as an
educational psychologist and am a certified behavior anaylst. From 1999-2016 I owned/was the clinical director, of
an educational/behavioral/counseling/social skills clinic providing services to children, teens and adults with autism.
My clinic was in the Village. Currently I practice as an educational consultant/advocate.
Please describe relevant experience
For the arts commission I am aware that it involves initiatives in the 2018 Arts & Culture Master Plan, including grants and arts funding, reviewing public art proposals and
more. I have been a resident here in Carlsbad since 1987. We are members of the Carlsbad Library and attend the shows at the Cannon Gallery (most recent one this past
weekend). In addition, we've been active in recommendations for art around the city. My father in law is an accomplished water color artist and still painting at age 101 . We
have been members of MoMa and other museums both here in San Diego and in the San Francisco area.
For the historic preservation commision, I do have an interest and have studied archeticture and biology. I have done research on my family's history and genealogy (in Utah)
I believe it is important to undersand our history and to preserve our historical heritage by identification, protection, retention and preservation of historic areas and sites within
the city. My husband and I have both researched history related to Carlsbad as well.
Please describe your current or past community involvement
I serve on a Scholarship Foundation for the Cal Retired Teachers' Assn., have been on the board of two Foundations: Ho'Al oha and The Cynthia Norall Foundation to
provide grants for services for children and adults with disabilities. I have volunteered in a number offundraisers both for the city (Carlsbad 5000 and Street Faire booths) and
the schools (Hope Elementary, CHS). While my business was in the Village I was a continual member of the Carlsbad Chamber of Commerce. I stay in contact with social
media about the city, Carlsbad PD and the Village Association. Often my husband and I participate in city wide events. Our children grew up here in Carlsbad. My husband
taught for CUSD for over 30 years before retiring in 2018.

Carlsbad is a great city. You've no doubt seen my applications for other commissions
and advisory boards. I'm at a point in my life where I want to give back to the city I've
called home for over 30 years.
