HomeMy WebLinkAboutCD 2022-0002; DAYBREAK COMMUNITY CHURCH; Admin Decision LetterApril 28, 2022 James Thayer Timeless Architecture 9891 Irvine Center Dr., Ste. 140 Irvine, CA 92618 SUBJECT: CD 2022-0002 (DEV00021}-DAYBREAK COMMUNITY CHURCH Ccicyof Carlsbad B FILE COPY tV/-.d~/ 'l/1,/12 The City Planner has completed a review of your application for a Consistency Determination, CD 2022- 0002, which is a modification to the Site Development Plan for Daybreak Community Church, application No. SOP 00-06(C), to remove six (6) parking stalls for the addition of a 2,925-square-foot outdoor playground adjacent to the east elevation of the multi-purpose building and a facade remodel of the "Commons" area attached to the west and south elevations of the multi-purpose building. The address of the site is 6515 Ambrosia Lane, APN Nos 215-841-10, -11. After careful consideration of the request, the City Planner has determined that the request meets all of the findings below and APPROVES this request. In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings must be made: 1) No project condition, feature, facility or amenity is changed or deleted that had been considered essential to the project's design, quality, safety or function in that the existing church and associated school/nursery are proposed to remain, and the addition of the playground is accessory to the church and school uses onsite. The proposed fa~ade remodel to the multi- purpose building on the Daybreak Community Church campus maintains the overall design, quality and function of the project. 2} The request represents an upgrade in overall design features and or materials and improves upon the project's compatibility with the surrounding neighborhood in that the proposed revisions to the fa~ade of the "Commons" area attached to the multi-purpose building result in an architectural design that will complement the materials and Spanish/Mediterranean architectural style found throughout the Daybreak Community Church campus. Further, the design is consistent with Planning Area 328 of the Aviara Master Plan, MP 177. 3) The proposed revision does not change the density or boundary of the subject property. 4) The proposed revision does not involve the addition of a new land use not shown on the original permit in that the proposed playground is accessory and complementary to the existing church and school on the site. The proposed playground is accessory to the primary sanctuary and school uses onsite. 6) The proposed revision does not create changes of greater than ten percent provided that compliance will be maintained with the applicable development standards of the Carlsbad Municipal Code in that a building addition is not proposed and the removal of six (6) parking stalls for the construction of the playground represents a 1. 7 percent reduction in the existing number of parking stalls. The remaining number of stalls, 362, exceeds the minimum parking requirements for the mixture of uses onsite {338 parking spaces required). 7) The proposed change will not result in any significant environmental impact, and/or require additional mitigation in that the proposed improvements-do not create any inconsistencies or new impacts relative to the environmental review determination associated with SDP 00-06{C). 8) The proposed change would not result in any health, safety or welfare impacts. 9) There were not any major issues or controversies associated with the original project which would be exacerbated with the proposed change. 10} The proposed change would not be readily discernable to the decision makers as being substantially different from the project as originally approved in that the proposed remodel to the "Commons" area attached to the south and west elevations of the multi-purpose building includes materials which complement the existing Spanish/Mediterranean design found on the church campus. The proposed playground will be located adjacent to the east elevation of the multi-purpose building and at the top of an existing landscaped slope. The playground will be screened with a combination of fencing and walls which complement the design onsite. Therefore, the City Planner has determined that the application qualifies for a consistency determination with the approved permit and approves the changes to the project based on Planning Division Administrative Policy No. 35.
