Introduction
The Pacific Wind project is in the City of Carlsbad on the northeast corner of the Magnolia
Avenue and Jefferson Street, abutting interstate 5. The project will be between the new
termination at Harding Street and Carol Place, both which will now be cul‐de‐sacs. Figure 1
provides a vicinity map for the Pacific Wind project.
Project Description
The total project lot area is 4.77 acres which includes 6 multi‐family residential units ranging in
size up to 28,430 square feet. The disturbed area for this project will be 4.28 acres which
includes the residential buildings, associated parking & flatwork, stormwater treatment areas,
and new cul‐de‐sacs at Harding Street and Carol Place. The site plan is attached to this report as
Appendix A.
Purpose of Study
The purpose of this study is to provide water system analysis based upon the building and
waterline layout. This report provides a recommended private water distribution system to
serve the proposed residential buildings and assesses the sizes of the water mains on which
connections are being made.
Water System Design Criteria
The design criteria used in the sizing of the water distribution system piping for the Pacific Wind
development project are consistent with the latest Carlsbad Municipal Water District (CMWD)
Water Master Plan dated June 2019. Appendix B includes a copy of table 4‐2 from the Master
Plan which includes the CMWD potable water design criteria.
Fire Flow Requirements
The fire flow requirement for the Pacific Wind project is based on the CMWD Engineering
Standards and California Fire Code (CFC) Table B105.1, a copy of which is included in Appendix
B. This table states that the fire flow required is based on the size of the largest building (28,430
square feet) and the construction type (VB, in this case). For this project, the fire flow
requirement would be 4,500gpm for 4 hours. Per the City of Carlsbad, the fire flow requirement
can be reduced by 50% due to the building having an approved automated fire sprinkler
system. Therefore, the fire flow requirement is reduced to 2,250gpm for 4 hours. Per CMWD, a
minimum of 3,000gpm for 2 hours at a minimum of 20psi is required. Given this is greater than
the CFC requirement, this will dictate the required hydrant fire flow.

Existing Water System
The Pacific Wind project is in an area of the City of Carlsbad which is served by the 255 Pressure
Zone. The existing 255 Pressure Zone System includes a 6” pipeline in Carol Place, located on
the southeast end of the project. It also includes a 6” pipeline in Harding Street, located on the
west end of the project. 6” pipelines are also present in Jefferson Street and Magnolia Avenue,
which are adjacent to the property.
Building pad elevations at the Pacific Wind project range from 61.5 to 64 feet. With service
from the 255 Pressure Zone, available pressure is between 76 psi and 84 psi, which is within the
CMWD pressure design criteria.
Proposed Water System
The Pacific Wind project is proposing to obtain potable water service from the 255 Pressure
Zone. This will be accomplished by connecting a new 8” pipeline from the 6” pipeline in Harding
Street, looping through the project site, and connecting to the existing 6” pipeline at Carol
Place. The Harding Street and Carol Place waterlines will be resized from 6” to 8”. The proposed
onsite layout is shown on the site plan in Appendix A.
Water System Computer Model
The City of Carlsbad complete hydraulic model was utilized by Mission Consulting Services
(MCS) to analyze the City’s full hydraulic system from the Connections to the County Water
Authority to the coast, including all pressure regulating valves and reservoirs. The resulting
pressure at the points of connection (at Magnolia connections to Harding and at Carol) from
each of the three scenarios modeled by MCS were used as a starting point for the onsite
modeling. Appendix B shows the MCS computer modeling map and results.
The Environmental Protection Agency’s EPAnet 2.2 program was used to create a computer
model of the proposed onsite water system for the Pacific Wind project. This computer
program uses the Hazen‐Williams equation for determining head‐loss in pipes. The Hazen‐
Williams “C” value used for all pipes is 130.
The water sources for the 255 Pressure Zone are modeled as reservoirs with fixed elevations,
selected to replicate the available pressure. These reservoirs (Reservoir “1”, “2”, and “3”) are
located at the Magnolia Avenue and Jefferson Street intersection, the Magnolia Avenue and Pio
Pico Drive intersection, and the Carol Place proposed cul‐de‐sac, respectively. These reservoirs
use the MCS pressure calculated in each scenario, as noted above.
Computer Model Analysis
Computer modeling on the proposed onsite water system for the Pacific Wind project was
performed to confirm pipe sizes necessary to provide adequate fire protection service. The
water system was analyzed under three scenarios: peak hour demands, max day demand +
1,740gpm, and max day demand + max fire flow.
The fire demands were split evenly between the two private fire hydrants on site and the
domestic flow was applied at node n1. The domestic demand is based on the proposed
development having 87 dwelling units and the CMWD water master plan design criteria of
185gpd per dwelling unit for multi‐family residential. A peak factor of 2.9 was applied for
scenario 1 per CMWD engineering standards.
For modeling purposes, domestic demand is included on the 8” fire service. This will show the
same conditions at the Harding and Carol connections as a separate domestic water system and
thus allows for sizing of those mains. Plumbing calculations on the building plan set
demonstrate adequate domestic flow to the buildings from their dedicated services. Appendix
D provides the map and results for the analysis of the fire system. Appendix E provides the
plumbing plans from the building plan set which contain the domestic water lateral sizing
calculations.
Analysis of Results
The result of this computer modeling analysis (Appendix C) reaches the conclusion that the
proposed 8” fire protection water system for the Pacific Wind project is adequately sized. The
6” mains on Harding and Carol will need to be upsized to 8” to maintain a velocity below the
city maximum of 15fps at the max day demand and max fire flow condition. The results show
that the fire flow can be delivered to the Pacific Wind project with a residual pressure at the
hydrant greater than 20 psi. The minimum residual pressure at the fire hydrants is
approximately 46 psi (max day + max fire).

Maximum velocity criteria are industry standard for new construction but may be exceeded under
existing performance co111ditions if replacement costs are excessive and not critical to level of
service. The fire flow velocity requirement of 10 fps in the 2012 Master Plan was determined to be
conservative. It was increased to 15 fps to avoid oversizing small water mains creating water quality
issues in the distribution system. Fire flow requirements for areas within Carlsbad that are
designated as High and Very High Fire Hazard Severity Zones, shown on Figure 4-1, were
reviewed, which in some cases may require higher fire flows .

FIRE-FLOW REQUIREMENTS FOR BUILDINGS
B8105.1
The minimum fire flow and flow duration for school buildings shall be as specified in Table 88105.1.
Exception: A reduction in required fire flow of up to 75 percent is allowed when the building is provided with an approved automatic sprinkler system. When a reduction in fire flow is used, fire flow shall not be
less than 1500 GPM

Mr. Spencer,
Thank you for contacting me regarding the proposed Pacific Wind Project. Per our conversation, the
City of Carlsbad (City) has commented on your previous water study and you have requested
additional modeling information to address these comments.
Per the attached results, the City’s existing system can only accommodate up to 1,740 gpm through
the existing 6‐inch connections along Harding St and Carol Pl. Additional fire flow is available from
the two hydrants along Jefferson St, as indicated on the pipe and node map within the results
tables.
The City, for planning purposes, requires a fire flow of 3,000 gpm for multi‐family projects such as
this in the absence of construction information. Based on available information, the largest building
square footage is 28,430 sf and Type VB, which equates to a maximum fire flow of 4,250 gpm for 4
hours before any reduction is applied for sprinklers.
The analyses were performed using the City’s complete hydraulic model that includes the entire
system (pipes 6‐inches and larger) from the connections to the County Water Authority down to the
coast, including all pressure regulating valves and reservoirs. Table 1 below presents the scenarios
analyzed as part of this effort and results summary. Pipe and Node IDs are shown on the attached
figure.
