November 7, 2016 Urban Systems Associates, Inc. (USAI) has been retained to evaluate potential impacts of a mixed use development consisting of 106 multi-family apartments, 1,099 SF of commercial office and 9,659 SF of commercial retail. The project is positioned in the northwest quadrant of the 1-5/Carlsbad Village Interchange within Carlsbad's downtown area commonly referred to as "The Village". The project location is shown in Figure 1-1 . As stated in the Village and Barrio Master Plan, "the 1-5 interchange at Carlsbad Village Drive forms one of the primary entries into the Carlsbad Village center" and is the "first impression of the City" for many visitors. As such, improvements at this key gateway would provide great value not only to adjacent properties, but to the entire City of Carlsbad. In addition, a mixed use development helps to promote a sense of walkability by providing close proximity to other land uses, encouraging other modes of travel, and managing parking issues. According to the Village and Barrio Master Plan, the City of Carlsbad r: "supports a dynamic mix of uses within the Village" (Vision 4.1) and also states that "development ,... e C C C 0 e should concentrate on mixed use buildings" (Objective 4.1.1). The design of this development with parking covered by the residential units will also help to realize Objective 2.2.2 and Objective 4.1.3 of the master plan. This traffic analysis was conducted for Existing Conditions, Existing With Project Conditions, Near- Term, Near-Term With Project Conditions, Buildout and Buildout With Project Conditions. The Existing conditions, and Existing With Project evaluations are based on traffic counts conducted on October 13, 2015 specifically for this project. Near-Term and Buildout conditions evaluated are based on a 0.5% per year growth rate. This growth rate is consistent with historic trends in this area (village). November 7, 2016 ~ 2035 Select Zone Forecast Model, prepared by the San Diego Association of Governments (SANDAG), "" - was ordered for this project, however traffic volumes in the model were generally lower than existing traffic volumes and did not reflect reasonable future traffic volumes for the Buildout conditions in the year 2035. When determining the reasonable growth rate we looked at short term growth rate in the area, based on city of Carlsbad counts, however the estimated growth rate was unrealistic as it would grossly overestimate the future volumes and did not reflect historic trends. The 0.5 percent per year rate was calculated from Series 12 Forecast (SANDAG) between horizon years 2020 and 2050 and reflected the growth rate in the area. It should be noted that village streets (Harding Street and Grand Avenue) would have a rate lower than Identity Street (Carlsbad Village Drive), however due to low volumes on those streets, this assumption does not impact the analysis and keeps the study on the conservative side. Based on the topology of analyzed street segments a full Multimodal Level of Service (MMLOS) analysis was performed, as required by the City of Carlsbad. It should be noted, however, that the - ,,.,. - ,,,,.., - proposed project will dedicate additional right-of-way for any future improvements to Carlsbad Village Drive, the I-5 southbound off-ramp, and the intersection of Carlsbad Village Drive and the 1-5 Southbound Ramps. November 7, 2016 The proposed project is located in the northwest quadrant of the 1-5/Carlsbad Village Interchange within the Core District of Carlsbad's downtown area commonly referred to as "The Village". This site is within an approximately ½ mile radius of the Carlsbad Village Station (Coaster Station), Carlsbad Boulevard, Georgina Cole Library, as well as within a walking distance (5 minutes or¼ mile) of grocery, commercial and retail services. The SANTEC/ITE Guidelines for Traffic Impact Studies in the San Diego Region defines the scope of a traffic study to include intersections that are expected to have fifty or more project peak hour trips added in either direction. As discussed in the project description section of this report (Section 3.0), it is estimated that project traffic could impact intersections and street segments along Carlsbad Village Drive between Harding Street and the 1-5 northbound ramps, Harding Street between Grand Avenue and Carlsbad Village Drive, and Grand Avenue between Harding Street and the Project driveway. Table 2-1 depicts the study area including studied street segments and intersections. Table 2-1 also identifies -segment typology and required mode analysis for a given segment. ------ ,,,.. - Figure 2-1 shows the study area boundary and the locations of the intersections evaluated in this traffic report. SANTEC/ITE Guidelines require the geographic area examined in the traffic study to include all roadway segments, intersections, freeway mainline and ramps where the proposed project will add 50 or more peak hour trips in either direction to the existing roadway. November 7, 2016 The following describes the roadways within the study area. Further discussion on multimodal access is found in Chapter 7 . Carlsbad Village Drive: This is a four-lane Identity Street extending from Ocean Street to Interstate 5. It continues east as an Arterial Connector Street to College Boulevard. No parking is permitted, sidewalks and bike lanes as well as pedestrian sidewalks are available on both sides of the street. Grand Avenue: This is a two-lane Village Street extending from Ocean Street to 450 feet east of Hope A venue. Parallel parking or diagonal parking is available on both sides of the street. There are no bike lanes available and pedestrian sidewalks are provided on both sides of the street with the exception of the following: • 100 feet on the south side of the street just east of Hope A venue • 300 feet on the north side of the street just east of Hope Avenue Harding Street: This is a two-lane Village Street extending from Grand Avenue to Carol Place just west of the 1-5 freeway. Parallel parking, bike lanes, and pedestrian sidewalks are provided on both sides of the street. -All studies street segments are located within ½ mile distance to Carlsbad Village Station . .... ""' ... ... 2.2 STREET SEGMENT LEVELS OF SERVICE The City of Carlsbad Growth Management Plan requires evaluating street segments using peak hour volumes rather than average daily traffic volumes. Figure 2-2 shows existing average daily traffic (ADT) volumes for information purposes only. As shown, all evaluated street segments are currently operating acceptably at level of service "A" during peak hours. 2.3 INTERSECTION LEVELS OF SERVICE Figure 2-3 shows existing lane configurations at study intersections, while Figure 2-4 shows existing peak hour traffic volumes. Intersection peak hour levels of service for existing conditions are shown in Table 2-3. As shown, all evaluated intersections are currently operating within the Growth Management Performance Standard which requires a level of service which is at least "D" during peak hours, so that no mitigation is needed for existing conditions without planned improvements, at these intersections. See Appendix A for existing traffic counts, signal timing sheets and 1-5 SB On meter rates. See Appendix B for existing Synchro worksheets. It should be noted signalized intersections were -evaluated with HCM 2000 due to limitation of the HCM 2010 methodology, which is unable to model -turning movements with shared and exclusive lanes. Unsignalized intersections were modeled with HCM - -2010 as proposed by the City of Carlsbad. ---------------- 2.4 RAMP ANALYSIS The 1-5 South Bound ramp is the only metered ramp on the 1-5 and Carlsbad Village Dr. diamond interchange. The meter on the 1-5 SB ramp is active during the AM peak. Capacity of the 1-5 South Bound On Ramp is 996 veh/, when the meter is on (7.2 sec cycle, 2 cars per green). The 1-5 NB On Ramp is a single lane, not metered, with capacity of 1800 veh/h. November 7, 2016 The project is located on the northwest quadrant of the 1-5/ Carlsbad Village interchange. The project -consists of a four story building with 106 multi-family apartments, 1,099 SF of commercial office and -- -- -------------s ., 9,659 SF of commercial retail. The first floor will consist of a parking garage as well as the retail and coffee shop; apartment units will be on floors two, three, and four. Primary access to the project site will be on Carlsbad Village Drive via an existing driveway approximately 200 feet west of the 1-5 Southbound Ramps (South Project Driveway). This driveway allows eastbound left turns in, as well as westbound right turns in. While exiting this driveway, there is a right turn only onto Carlsbad Village Drive. A secondary access will be on Grand Avenue (North Project Driveway). Figure 3-1 shows the project site plan. The opening day of the proposed project is projected to be late 2018 or early 2019. Site layout allows pedestrians and bicyclist access to Grand Ave. or Carlsbad Village Drive. There is a designated bike parking in the garage. 3.1 PROJECT TRIP GENERATION Table 3-1 shows the project trip generation rates from the San Diego Association of Governments (SAND AG). As shown, the 106 multi-family units on the site are expected to generate 636 average daily vehicle trips (ADT). This results in a total of 51 AM peak hour trips and 57 PM peak hour trips. The 9,659 SF of commercial retail is expected to generate 1,159 ADT with 46 AM peak hour trips and 116 ~ PM peak hour trips while the 1,099 SF of commercial office adds 22 ADT with 3 AM peak hour trips and -3 PM peak hour trips. -3-1 005615-Report_D --- ----- ---- C C e ---------- Carlsbad Village Lofts AGC Development, LLC © Urban Systems Associates, Inc. November 7, 2016 The project in total is expected to generate 1,817 average daily trips, 100 AM peak hour trips (40 inbound/ 60 outbound), and 176 PM peak hour trips (99 inbound/ 77 outbound). With the credit of the existing Denny's (to be demolished), the proposed project is expected to generate a net total of 697 ADT taking away 5 inbound AM trips and adding 15 outbound AM trips. During the PM peak project is expected to add 86 PM peak hour trips ( 45 inbound/ 41 outbound) to the existing counts. Due to the existing roadway characteristics, it is expected that residents and customers of the proposed project will enter and exit the site using different travel patterns. Figure 3-2A shows the expected "Inbound" traffic directional distribution percentages and Figure 3-2B shows the expected "Outbound" traffic directional distribution percentages. The directional distribution percentages are based on the SANDAG/Carlsbad traffic model results for the traffic analysis zone the site is within. See Appendix C for the Series 12 Year 2020, 2035 and 2050 SANDAG Forecast Model. Figure 3-3 shows the project only average daily traffic volumes. Figure 3-4 shows the project only peak hour traffic volumes based on the directional distribution percentages shown in Figure 3-2A/B. These peak hour volumes have been used in subsequent sections of this report to estimate project traffic impacts at intersections and on street segments for automobile mode. As the Exit/Entrance to the facility parking is located within equal distance to both project driveways, -. outbound traffic has been distributed utilizing both driveways (43% / 57 %), with higher percentage -------- - assigned to Project South Driveway due to the fact it connects with Identity road Carlsbad Village Drive. Trips heading west from the development will utilize Project North Driveway, as there is no control for through movement at intersection of Grand A venue and Harding Street. This information is provided for reference only and was not used for analysis. According to the Mobility Element of the City of Carlsbad's General Plan, City standards require vehicle Levels of Service (LOS) "D" or better on street segments. Based on SANTEC/ITE guidelines, a street segment currently operating at LOS "E" or "F" would be considered to have a significant impact if the increase in the volume to capacity ratio (V/C) due to the addition of project traffic is greater than two percent. Street segment levels of service were evaluated during peak hours, as required by the City of -Carlsbad Growth Management Plan circulation performance standards. ---Table 4-1 shows street segment levels of service with project traffic added to existing conditions. As ----- ---... .... -- shown, and consistent with existing conditions, all segments would operate at an acceptable level of service during the AM and PM peak hours, as required by the City of Carlsbad Growth Management Plan performance standards. 4.2 INTERSECTIONS According to The City of Carlsbad Growth Management Plan, intersections operating at Level of Service (LOS) "D" are considered acceptable with less than significant impacts. November 7, 2016 Figure 4-2 shows the AM and PM peak hour volumes with project traffic added to existing volumes. Table 4-2 shows intersection levels of service with project traffic added to existing conditions. As in the existing conditions, all intersections are at level of service "D" or better, therefore no project mitigation would be needed. Appendix D includes Existing With Project intersection level of service worksheets. 4.3 RAMP ANALYSIS The 1-5 South Bound ramp is the only metered ramp on the 1-5 and Carlsbad Village Dr. diamond interchange. The meter on the 1-5 SB ramp is active during the AM peak. Capacity of the 1-5 South Bound On Ramp is 996 veh/, when the meter is on (7.2 sec cycle, 2 cars per green). The 1-5 NB On Ramp is a single lane, not metered, with capacity of 1800 veh/h. November 7, 2016 As discussed previously, a Series 12 Year 2035 Select Zone Forecast was used to determine the distribution percentages of project traffic. However, the volumes of this forecast model was lower than existing conditions on most street segments. Therefore a growth rate of 0.5% per year was assumed which is consistent with historical trends. This growth rate was used to extrapolate expected traffic volumes in 2019. As stated previously, the opening day of the proposed project is projected to be late 2018 or early 2019. Project trips were then added to the Near-Term without Project volumes to evaluate project impacts. It should be noted that the growth rate (0.5% per year for 4 years, total 2%) was determined based on Series 12 forecast model (SANDAG) between years 2020 and 2050. This result is a conservative approach to village streets such as Harding Street and Grand Avenue. See Appendix C for Forecast -models and growth rate calculations. ---------------., ----- 5.1 STREET SEGMENTS Figure 5-1 shows Near-Term average daily traffic volumes. November 7, 2016 As part of the City of Carlsbad General Plan Update, a multimodal level of service (MMLOS) analysis is required for all traffic impact studies. As described in the General Plan Update Circulation Element, "Traditionally, transportation systems have been designed to achieve a level of service from the perspective of the driver, not pedestrians or bicyclists ... The California Complete Streets Act (2008) requires cities in California to plan for a balanced, multi-modal transportation system that meets the needs of all travel modes." -The MMLOS analysis described below follows the methodology outlined in the City of Carlsbad's -General Plan Update Circulation Element. City of Carlsbad General Plan Mobility Element uses mode- -prioritization approach that identifies preferred (prioritized) modes based on street typology. This ------ ----- --- --- -- methodology looks at specific criteria in three areas: Pedestrian, Bicycle, and Transit. The studied street segments are "graded" based on a points system. The MMLOS evaluation criteria were taken from the Draft Guidelines dated May 2016, and can be found in Appendix G. According to the Circulation Element, "LOS A reflects a high service standard for a travel mode ... and LOS F would reflect a poor service standard for a travel mode." The City strives to maintain a Level of Service D or better for each prioritized mode of travel. According to Table 3-1 of the Circulation Element, Identity Streets (Carlsbad Village Drive), Village Streets (Grand Avenue) and (Harding Street), are not subject to transit MMLOS; however, because the study area for the proposed project falls within ½ mile of a transit center, a transit MMLOS analysis is required for all three areas. 7-1 005615-Report_D ... - - ----------- Carlsbad Village Lofts AGC Development, LLC 7.1 EXISTING MULTIMODAL CONDITIONS © Urban Systems Associates, Inc. Buildings front the street and lighting is provided at night that helps to provide a sense of security. Both drivers and pedestrians have unobstructed views of each other. The posted speed limit is 25 mph. Pedestrians are only allowed to cross the EB-WB direction between 1-5 SB & NB ramps to limit number of crossing lanes. Bicycle-A Class II painted bike lane is located in the shoulder and provided on both sides of -Carlsbad Village Drive that connects directly to bike lanes on adjacent streets. Facility signs are posted -frequently. The posted speed limit is 25 mph and the pavement is in good condition. No parking is - -available on either side of the street. -Transit-Carlsbad Village Drive is serviced by North County Transit District (NCTD) Line 325 - -with stops on both sides of the street. This line has good on-time performance with 30 min headways ----------------- during peak hours. On time arrival is 90 percent (years 2015 & 2016). The bus stops are well lit, seats are always available, and bike racks are provided on-board. Multiple bus stops are located within a ¼ mile walk from the development. Some of the criteria used include aspects such as number of lanes to be crossed, speed of adjacent traffic, refuge medians, etc. Table 7-2A shows the existing Pedestrian MMLOS for studied street segments. As shown, all studied -street segments operate at MMLOS "D" or better with the exception of Grand Avenue (Harding St. to -Eastern Terminus) which operates at MMLOS "F". To provide required LOS D for Pedestrian Mode - -extension of existing sidewalk along the south curb of Grand Ave. up to Hope Ave. will be constructed ------------------------- along with striping for a pedestrian crossing at the intersection of Grand Ave. and Hope Ave. In addition two curb ramps will be constructed at the North-East and South-East Corners of Grand Ave. and Hope Ave. Table 7-2B shows Pedestrian MMLOS with mitigation measures. 7.3 BICYCLE MMLOS Bicycle MMLOS is evaluated based on the quality of the bicycle system and the friendliness of the infrastructure. Criteria used for evaluation include street characteristics, facility type, bikeway design, connectivity, adjacent vehicle parking, bicycle detection and parking. Table 7-3A shows the existing Bicycle MMLOS for studied street segments. As shown, all studied street segments operate at MMLOS "D" or better with the exception of Grand A venue (Harding St. to Eastern Terminus) which operates at MMLOS "E". To provide required LOS D for Bicycle Mode Sharrows will be painted along Grand Ave. up to Hope Ave. to connect Project North Driveway with planned Class II Bike Lane on Grand Ave. between Madison Street and Hope Avenue. November 7, 2016 MMLOS for the studied street segments with mitigation measures and planned City's future improvements (Village and Barrio Master Plan). If the planned improvement on Grand Avenue between Madison Street and Hope Avenue are not implemented existing angled parking between Jefferson Street and Harding Street can be re-striped to parallel parking with six feet bike lanes located on either side of the street left of the parallel parking. This mitigation would as well provide the required LOS for Grand Avenue and connect existing bike II lanes on Harding Street and Jefferson Street. It should be noted Grand A venue on the above mentioned stretch had parallel parking prior to 2011 when it was re-stripped to angled parking. Project is not responsible for this mitigation measure. 7.4 TRANSIT MMLOS -Transit MMLOS is evaluated based on the transit vehicle right-of-way, hours and frequency of service, -performance, amenities, safety, and connectivity. ---Table 7-4 shows the existing Transit MMLOS for all studied street segments. All studied street segments --operate at MMLOS "A". Bus Line 325 serves the area within the vicinity of the development and has ----------------- several bus stops located within¼ mile radius of the development. On time arrival for this route is around 90 percent and bike racks are provided on the bus. Bus Route 325 near the development passes through Carlsbad Village Street, Harding street and heads east on Grand A venue to Carlsbad Village Station 101. 7.5 MULTIMODAL MITIGATION As previously stated, this multimodal analysis studies the existing conditions of all street segments within the study area. November 7, 2016 -An evaluation of existing traffic conditions within the project study area indicates street segments and --------------------- intersections currently operate within the City's Growth Management Plan requirements of at least level of service "D" during peak hours. 8.2 EXISTING PLUS PROJECT CONDITIONS The Carlsbad Village Mixed-Use project is expected to generate a net new total of 697 average daily vehicle trips, 10 AM peak hour trips (-5 inbound, 15 outbound) and 86 PM peak hour trips ( 45 inbound, 41 outbound). An evaluation of street segments and intersections within the project study area was conducted after adding project peak hour traffic flow to existing conditions in order to determine any project direct significant impact. A traffic impact would be considered significant if traffic caused a reduction in peak hour level of service below LOS "D" (per City of Carlsbad Growth Management Plan, 1986). An evaluation of existing plus project conditions for street segments, intersections and ramps indicates -expected operations within the Growth Management Plan requirement of at least level of service "D" -during peak hours, so that the project only impacts can be considered less than significant and no street - -segment, intersection or ramps mitigation is needed for this condition. Signalized intersections were -evaluated with HCM 2000 methodology (due to limitation of HCM 2010), while unsignalized - -intersections were evaluated with HCM 2010 for all conditions analyzed. ---8-1 005615-Report _D --- ---------------------- Carlsbad Village Lofts A GC Development, LLC 8.3 NEAR-TERM PLUS PROJECT CONDITIONS © Urban Systems Associates, Inc. November 7, 2016 Street segment and intersection levels of service are expected to be within the Growth Management Plan requirement of level of service "D" during peak hours so that no street segment, intersection or ramps mitigation is needed or recommended. 8.4 BUILDOUT CONDITIONS Street segments and intersection levels of service are expected to be within the Growth Management Plan's requirement of level of service "D" during peak hours so that no street, intersection or ramps mitigation is needed. The Ninety-fifth percentile queue lengths for left turning vehicles into the Project South Driveway is less than a car length, therefore the 150-foot left turn pocket is adequate to prevent any spillback onto the Eastbound through moving lanes on Carlsbad Village Drive. It should also be noted that the Westbound Ninety-fifth percentile queue lengths for the left turn pocket will as well be within a -car length. As the buildout conditions are the most conservative case analyzed there will be no queue ---------- --------- spill back for other conditions studied and no mitigation measures are necessary. 8.5 MUL TIMODAL LEVEL OF SERVICE A Multimodal Level of Service (MMLOS) analysis was conducted to evaluate existing conditions within the study area. Based on this analysis, street segments multimodal level of service are expected to be within the General Plan Update's requirement of level of service "D" with the exception of pedestrian, and bicycle mode on Grand Avenue (Harding St to Eastern Terminus).
