Recommendation:
Review and discuss a sample resolution in support of state and federal efforts to reduce or
eliminate the transboundary flow of contaminated water, sediment and debris into the United
States from Mexico; determine recommendation, if any, for future action.
Discussion:
At the April 11, 2022, meeting of the League of California Cities San Diego County Division, City
of Imperial Beach City Manager, Andy Hall, provided an update on the need for action to
address cross-border pollution flowing from the Tijuana River into the Pacific Ocean.
Councilmember Acosta requested an item on this topic be placed on the Subcommittee's
agenda.
A sample resolution supporting the current efforts of the International Boundary and Water
Commission, and the United States Environmental Protection Agency to design and implement
the necessary projects to reduce or eliminate the transboundary flow of contaminated water,
sediment and debris into the·United States from the Country of Mexico was provided for
consideration by local agencies and is attached for Subcommittee review and discussion
(Exhibit 1).
Next Steps:
If the Subcommittee is supportive of the sample resolution, staff would work with the City
Manager to place an item on a future City Council agenda for consideration.

RESOLUTION XXXX-XXXX (Suggested Language Only)
A RESOLUTION OF THE XXXX CITY COUNCIL SUPPORTING THE CURRENT EFFORTS OF
THE INTERNATIONAL BOUNDARY AND WATER COMMISSION, AND THE UNITED STATES
ENVIRONMENTAL PROTECTION AGENCY TO DESIGN AND IMPLEMENT THE
NECESSARY PROJECTS TO REDUCE OR ELIMINATE THE TRANSBOUNDARY FLOW OF
CONTAMINATED WATER, SEDIMENT AND DEBRIS INTO THE UNITED STATES FROM THE
COUNTRY OF MEXICO.
WHEREAS, conceptual project designs have been completed that would greatly reduce
or eliminate the transboundary flows of contaminated water, sediment and debris from the country
of Mexico in to the United States, specifically in the Tijuana River that empties into the Pacific
Ocean near the City of Imperial Beach; and
WHEREAS, $300 million has been allocated from the United States Government to design
and implement the projects necessary to address the transboundary flows of contaminated water,
sediment and debris; and
WHEREAS, there is a need for additional funding to complete the projects, and a concern
that the allocated funding could be reallocated for other purposes.
NOW THEREFORE, the City Council of XXXX resolves as follows:
Section 1.
The recitals above are true and incorporated into this Resolution.
Section 2.
The City of XXXX supports the design and implementation of projects necessary to reduce or
eliminate the transboundary flows of contaminated water, sediment and debris from Mexico into
the United States in the Tijuana River and the canyon collector facilities along the border between
the United States and Mexico near the City of San Diego and the City of Imperial Beach.
Section 3.
The City of XXXX supports the additional allocation of state or federal funds necessary to
complete the projects necessary to reduce or eliminate the transboundary flows of contaminated
water, sediment and debris from Mexico into the United States in the Tijuana River and the canyon
collector facilities along the border between the United States and Mexico near the City of Imperial
Beach.

Support for Action in T JRV xxxx, 2022
The City of XXXX formally requests that Senator Feinstein, Senator Padilla, California State
Senator XXXX, and California Assemblymember XXXX represent the residents of th e City of
XXXX by advocating for the implementation of projects necessary to reduce or eliminate the
transboundary flows of contaminated water, sediment and debris from Mexico into the United
States in the Tijuana River and the canyon collector facilities along the border between the United
States and Mexico near the City of Imperial Beach.
PASSED, APPROVED, AND ADOPTED by the City Council of the City of XXXX at its regular
