Executive Summary Carlsbad Municipal Code Section 2.15.020(C) requires that each board or commission provide to the City Council for its approval an annual work plan of activities to be undertaken in the coming year or years and to provide a subsequent report of its accomplishments. Attached for City Council consideration is a report of the Fiscal Year 2021-22 Planning Commission Work Plan accomplishments and the proposed Fiscal Year 2022-23 Planning Commission Work Plan. Discussion In 2018, the City Council revised the municipal code to create uniform policies and procedures related to boards and commissions, including a requirement for annual work plans. The purpose of the work plan is to encourage increased dialogue between the city’s boards and commissions and the City Council. It is also intended to ensure that the boards and commissions are working in line with the City Council’s priorities. On May 11, 2021, the City Council approved the Planning Commission work plan for fiscal year 2021-2022. The responsibilities and corresponding work of the Planning Commission is well defined in state law and Titles 19 -Environment, 20 - Subdivisions, and 21 - Zoning of the Carlsbad Municipal Code. Many of the projects on the work plan are projects undertaken to comply with state laws, City Council direction, or those submitted by private applicants or city departments. The Planning Commission met on April 6, 2022, to consider the fiscal year 2021-22 Work Plan Annual Report and the commission’s work plan for fiscal year 2022-23. After receiving the staff presentation and commissioner discussion, the Planning Commission unanimously May 17, 2022 Item #5 Page 1 of 13 recommended that the City Council accept the 2021-22 work plan annual report and approve the work plan for the new fiscal year as reflected in their resolution (Exhibit 2). The 2021-22 Work Plan Annual Report and FY 2022-23 Work Plan are provided in Exhibit 1 as Attachments A and B. As reflected in the annual report, the Planning Commission is expected to have met 12 times during the current fiscal year and it acted on several significant private and public development projects, to include Toyota Carlsbad’s new dealership buildings, BMW Ancillary Facilities, and a Chick-Fil-A restaurant. A number of projects on the work plan are multi-year projects and or have significant public engagement elements that have required more time to complete than previously estimated. These include: • The land use changes relating to the update of the Housing Element, the part of the city’s General Plan that lays out its plan for housing • Objective design standards and streamlined permitting for multi-family residential and mixed-use structures • A permit-ready accessory dwelling unit program Fiscal Analysis There is no direct fiscal impact associated with accepting the Planning Commission fiscal year 2011-22 Annual Report and approving the Planning Commission Fiscal Year 2022-23 Work Plan. Next Steps The Planning Commission and staff will focus efforts on the activities listed in the approved work plan. Environmental Evaluation This action does not require environmental review because it does not constitute a “project” within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change or a reasonably foreseeable indirect physical change in the environment. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to scheduled meeting date. Exhibits 1. For some actions, the Planning Commission acts in an advisory role and provides a recommendation to the City Council. In many cases the City Council has delegated to the Planning Commission the authority to take a final action on the item subject to appeal to the City Council. Prior to an item being considered by the Planning Commission the Planning Division staff complete its review of a proposed project for compliance with all applicable plans, policies, and laws and provides a written recommendation. Planning Commissioners also serve on special committees or task forces as requested by the City Council. II.Composition The Planning Commission consists of seven members appointed by the City Council to a four-year term. There are also three ex officio members who shall be the City Planner, Assistant City Attorney, and City Engineer. III.Fiscal Year 2020-21 Goals & Tasks The City of Carlsbad Planning Commission has selected to focus on the following goals and tasks: GOAL/TASK STATUS COMMENTS/RECOMMENDATION Long Range Planning Projects Housing Element Update Phase 2 – Implement Land Use Changes Pending On Feb. 15, 2022, the City Council considered public input and provided direction on what sites/alternatives to study. Chick-Fil-A (Amend 019-0004) Completed On Dec. 6, 2021, the Planning Commission recommended approval of legislative actions and discretionary permits to demolish a 10,600 square- foot office building and construct a 3,932 square- foot Chick-fil-A restaurant at 5850 Avenida Encinas.
