Recommended Action
Adopt a resolution confirming one member of the Historic Preservation Commission to serve as
alternate on the Growth Management Plan Update Advisory Committee.
Executive Summary/Discussion
The Growth Management Plan Update Advisory Committee was formed on Sept. 28, 2021, by
the City Council through adoption of Resolution No. 2021-223. The committee consists of a
total of 19 primary and 19 alternate members with a term ending in April 2023 or upon the
completion of the committee’s work. The committee’s work is to conclude with a committee-
supported report recommending to the City Council the key elements that should be included
in a new plan to manage growth and public facilities, and to achieve an excellent quality of life
while maintaining compliance with state law. The City Council will then consider the
committee’s recommendations and direct the next steps to create a new growth management
plan.
At the May 9, 2022, Historic Preservation Commission meeting, the following alternate
committee member appointment was made and is being provided for the City Council to
confirm at this meeting by adopting a resolution (Exhibit 1). This committee position has a term
ending in April 2023 or upon the completion of the committee’s work.

Each member of the Growth Management Plan Update Advisory Committee is subject to the
provisions of the California Political Reform Act and must file a statement of economic interests
annually and complete two hours of ethics training every two years.

Next Steps
Following the confirmation of the appointment of one alternate member from the Historic
Preservation Commission to the Growth Management Plan Update Advisory Committee, the
City Clerk’s Office will update the commission roster.
Environmental Evaluation
This action does not require environmental review because it does not constitute a “project”
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change or a reasonably foreseeable indirect physical change in the environment.
Public Notification
This item was noticed in keeping with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, CONFIRMING THE APPOINTMENT OF ONE MEMBER FROM
THE HISTORIC PRESERVATION COMMISSION TO SERVE AS AN ALTERNATE
ON THE GROWTH MANAGEMENT UPDATE ADVISORY COMMITTEE

WHEREAS, on Sept. 28, 2021, the City Council adopted Resolution No. 2021-223 establishing
the Growth Management Plan Update Advisory Committee; and
WHEREAS, the City Council determined that the composition of the Growth Management
Update Advisory Committee shall be 19 primary and 19 alternate committee members that include
two members (one primary and one alternate) from the following nine city commissions/boards:
•Arts Commission
•Beach Preservation Commission
•Historic Preservation Commission
•Housing Commission
•Library Board
•Parks and Recreation Commission
•Planning Commission
•Senior Commission
•Traffic and Mobility Commission
WHEREAS, there is an unscheduled vacancy representing an alternate committee member from
the Historic Preservation Commission to serve on the Growth Management Update Advisory
Committee.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
2.That a Historic Preservation Commission member is confirmed and appointed to serve
on the Growth Management Update Advisory Committee as an alternate committee
member for a term ending in April 2023, or upon the completion of the committee's
work.
