Executive Summary
Staff will present and discuss the North County Multimodal Corridor Plan, or North County
CMCP.
Discussion
The North County CMCP is a strategic blueprint for identifying and implementing multimodal
projects and services within North County communities along State Route 78 including the
cities of Carlsbad, Oceanside, Vista, San Marcos, and Escondido. The CMCP is intended to align
local general plans and planning initiatives with state and regional goals as identified in
SANDAG’s Regional Plan into projects and services for the North County communities.
Major transportation facilities included in the study area are the SPRINTER light rail between
the Oceanside and Escondido transit centers, major local arterials like Palomar Airport Road
that connect community developments and job centers to major transportation facilities, State
Route 78 between I‐5 and I‐15, western portions of State Route 76, and the Inland Rail Trail
bike path between Oceanside and Escondido.
Existing Conditions
The transportation system in North County influences individuals and families on where to live,
work, shop, go to school, recreate outdoors, and move around safely within a community.
North County’s rapid growth over the last 20 years has strained the existing transportation
system. The demand and mobility needs are either misaligned with existing transportation
services or have outpaced the supply (transportation capacity) available making North County
travelers experience congestion, delay, inconsistent travel times, and safety risks. Based on
population growth forecast determined by SANDAG, North County has and will continue to
experience growth. By 2050, 52,000 more people and 115,000 new jobs are projected‐ an
increase of 8% and 45% respectively. Growth in the number of people living and working in
North County presents both opportunities and challenges for the transportation network.

Proposed Draft Project Recommendations:
The North County CMCP project team aims to define how the corridor is currently performing,
examine why it is performing this way, and estimate for future use based on the complex
geographic, demographic, economic, and social characteristics of the corridor area.
With this analysis, the project team will recommend projects and strategies that integrate
Managed Lanes facilities, transit services, active transportation, operational improvements, and
technology to better manage traffic demand and increase future travel choices throughout the
North County CMCP planning area.
The I‐15/SR 78 Managed Lanes Direct Connectors project is an example of a project that
integrates multimodal strategies and will be incorporated and evaluated as part of the North
County CMCP planning study.
The project team has identified a network of “Mobility Boulevards” which include
improvements to major arterials that connect communities to mobility hubs and regional
transportation corridors. For the Traffic & Mobility Commission review, staff has included the
draft Mobility Boulevard plan sheets as Exhibit 2. Staff is seeking feedback on the proposed
high‐level recommendations for the Mobility Boulevards in Carlsbad including El Camino Real,
College Boulevard, and Palomar Airport Road.

Fiscal Analysis
This item is a presentation on the work related to management of the city’s transportation
assets and, as such, there is no financial impact related to this item.
Next Steps
Staff will continue implementing their programs to maintain and improve mobility within the
City including working with the Traffic and Mobility Commission to update the annual workplan
in the summer of 2022.

Public Works Branch, Transportation Department does not constitute a “project” within the

physical change in the environment.

Major transportation facilities within the North County corridor include the SPRINTER light rail between the Oceanside and Escondido transit centers, major local arterials like Palomar Airport Road that connect community members and job centers to major transportation facilities, State Route 78 (SR 78) between Interstate 5 (I-5) and Interstate 15 (I-15), western portions of State Route 76 (SR 76), and the Inland Rail Trail bike path between Oceanside and Escondido.
The North County Comprehensive Multimodal Corridor Plan (CMCP) will identify
integrated transportation solutions that enhance the way people travel throughout
North County. These solutions will be tailored to North County travel needs and
connect the five vibrant cities and unique parts of unincorporated areas of the County.
By integrating services, modes, and technology, the North County Comprehensive
Multimodal Corridor Plan will support a safer and more seamless trip that improves the
experience and reduces the overall amount of time that people spend traveling. The
North County Comprehensive Multimodal Corridor Plan will also provide flexibility by
building foundation of transportation solutions that can adapt to changing technology
and the ever-evolving future. The North County Comprehensive Multimodal Corridor Plan
is anticipated to be finalized in summer 2022.
PROJECT OVERVIEW
The North County Comprehensive Multimodal Corridor Plan will create a comprehensive
set of safe, sustainable, and equitable transportation solutions that are tailored to the
needs of North County users, promote community vitality, and improve quality of life
for all. The primary goals of the North County Comprehensive Multimodal Corridor Plan
are to:
•Create People-Based Transportation Solutions - Improve the traveler experience
by providing tailored transportation choices that connect, and meet the needs
of the community
•Build a Seamless System that Works Better for All - Design solutions that ensure
equitable, affordable, and convenient access to jobs, housing and education and
supports a thriving economic subregion and growing destination
•Build a Foundation for the Future - Supports shifting toward cleaner, transformative
transportation solutions that build a foundation for future possibilities
OBJECTIVES
SANDAG and Caltrans are developing Comprehensive Multimodal Corridor Plans
in coordination with agency partners and local city governments. Comprehensive
Multimodal Corridor Plans are holistic, data-driven plans that will evaluate existing
corridor facilities and assess both current and anticipated future travel demands and
conditions in a given study area to provide expanded travel choices for residents,
commuters, visitors, and goods movement. Comprehensive Multimodal Corridor Plans
provide the implementation blueprint on a sub-regional level for projects, programs and
policies being developed as part of the 2021 Regional Plan and California Transportation
Plan (CTP) 2050. Developing Comprehensive Multimodal Corridor Plans for each of
the region’s critical transportation corridors will help make the San Diego region more
competitive in the pursuit of local, state, and federal project funding.
