APPROVAL OF THE MINUTES:
Minutes of the Historic Preservation Commission regular meeting held Nov. 8, 2021.
Motion by Commissioner Ly, seconded by Commissioner Dfaz, to approve the minutes as
presented.
Motion carried, 3/0/2/0 (Commissioners Prosser, Schreibman -Absent.)
2685, 2687 & 2689 Garfield St. (Victor Condo: Petition Save Victor Condo (ipetitions.com))
The commission recommends the historic value of the Victor Condo property be considered
based on the reputation of the architect and the architectural style of the structure.
Commissioner Diaz made a motion for Planning Commission Liaison and Ex-Officio
Representative Alicia Lafferty to represent the Historic Preservation Commission at the
appropriate Planning Commission meeting and bring the recommendation forward. The motion
was seconded by Commissioner Ly.
Motion carried, 3/0/2/0 (Commissioners Prosser, Schreibman -Absent.)
MILLS ACT PROGRAM UPDATE:
The commission received an update on the Mills Act program progress.

Commission Liaison Crosby presented different options for students' yearly participation in the
Third Grade Art Project for discussion. Commissioner Ly made a motion to adopt an on line
hybrid model due to COVID-19 concerns. Commissioner Dfaz seconded the motion.

PROPERTIES OF CONCERN:
Chair Majer stated that the Culver-Myer-Capp house sold, and he was unaware of the new
owners plans for the property. Commission Liaison Crosby stated that the city had sent a memo
with additional information that the owner was interested in preserving the structure. She
would forward the memo to the commission.
LIAISON TO THE CARLSBAD HISTORICAL SOCIETY:
None. (Commissioner Prosser -Absent.)
COMMISSION LIAISON ANNOUNCEMENTS:
Liaison Crosby will add reports to future agendas for the commission representatives on the
Growth Management Update Advisory Committee and the Design Review Committee to share
pertinent information from their meetings.
Liaison Crosby reminded the commission that action items from the Nov. 8, 2021 meeting had
been addressed via email and no additional requests to discuss further had been expressed.
She stated that if the commission wished to discuss to let her know and they could add those to
future agendas.
Liaison Crosby informed the commission that the work plans for all three Library and Cultural
Arts Commissions will be presented for approval at the Jan. 18, 2022 city council meeting.
