SUBJECT: CUP-17(A) FIRST CHURCH OP CHRIST SCIENTIST -Request for
approval of an amendment to CUP-17, to allow for the
construction of a 1350 square foot educational building
at 3254 Eureka Place. The project is within Local
Facility Management Zone 1.
I. RECOMMENDATION
That the Planning Commission ADOPT Resolution No. 2666
APPROVING CUP-17(A), based on the findings and subject to the
conditions therein.
II. PROJECT DESCRIPTION AND BACKGROUND
The church is proposing to construct a 1350 square foot expansion
located 20 feet east of the existing church facilities. This
expansion would be used as an educational building and would
include a classroom area, nursery, office, and restroom
facilities. The proposed expansion would have a shingle roof and
stucco walls similar to the existing church on this site (see
Exhibit B) •
The Planning Commission, on May 28, 1963, granted a Conditional
Use Permit (CUP-17) to the First Church of Christ Scientists.
CUP-17 allowed for the construction of the existing church
facilities and adjoining parking. These church facilities
consist of a 2470 sq. ft. sanctuary and a 49 space parking
area.
III. ANALYSIS
Planning Issues
1) Can the required findings, for approval of a conditional use
permit, be made? Specifically:

a) That the requested use is necessary or desirable for
the development of the community, is essentially in
harmony with the various elements and objectives of the
general plan, and is not detrimental to existing uses
or to uses specifically permitted in the zone in which
the proposed use is to be located.
b) Is the site adequate in size and shape to accommodate
the proposed use?
c) Are all necessary design features such as yards,
setbacks, walls, fences, and landscaping sufficient to
allow the use to be compatible with existing and future
land uses in the neighborhood?
d) Is the street system serving the church and its
expansion adequate to properly handle traffic generated
from it? Is the 22 foot wide driveway sufficient to
handle traffic?
2) Is the project consistent with the Growth Management
Program?
Discussion
When appropriately designed, places of spiritual worship add
character and definition to a neighborhood and community. The
General Plan identifies such places as potentially appropriate in
residential areas upon approval of a conditional use permit. The
project, through the use of landscaping and residential type
building intensity, will be compatible with the surrounding
residential area.
The 1.5 acre site appears more than adequate to accommodate the
proposed use. All City setback standards are met or exceeded.
Forty-nine parking spaces are provided, 14 in excess of City
standards. The low intensity site plan provides for 5.81
building coverage, 621 landscaping, and 32.21 parking area.
Building scale, design, and materials appear compatible with
existing church facilities and the surrounding residential area.
The site is estimated to generate 97 vehicle trips per weekday
and 172 vehicle trips on days of assembly. The local street
system including Eureka Place, Basswood Avenue, and Chestnut
Avenue can accommodate approximately 500 trips per day. When
accounting for current traffic of surrounding residences plus
traffic generated by the park, (at 300 trips per day) it appears
that the local street system can adequately accommodate the
traffic generated by this use as well as existing traffic.

The existing driveway access is 22 feet wide. Normally City
standards require a 24 foot driveway. Due to restrictions on the
site, the driveway cannot be widened to 24 feet. The existing
driveway is bordered on the north by the existing structure and
on the south by the property line and drainage swale. The
Engineering Department believes the existing 22 foot wide
driveway will adequately service the project given the low
traffic demands of this type of facility.
The applicants have expressed an interest in future expansion of
the church facilities. Any future expansion would require an
amendment to this CUP. Staff required the applicant to submit,
for review, a potential parking layout for additional future
expansion (Exhibit C). This was done to assure that development
proposed by CUP-17(A) would not preclude a further expansion. It
appears that the site could adequately accommodate future
expansions given present day development standards.
The Growth Management Program allows projects for non-profit
entities to be processed prior to adoption of the Local Facility
Management Plan for Zone 1. However, this project shall be
required to provide for its propertional impact for public
facilities consistent with the adopted Local Facilities
Management for Zone 1.
In summary, the findings for a conditional use permit can be
made. The church expansion would be a desirable land use and
would not be incompatible in the area~ the project has been
designed to fit adequately on the site and meet ordinance
requirements for parking, etc., and the street system can handle
the traffic generated from the proposed church. Staff recommends
approval of CUP 17(A).
IV. ENVIRONMENTAL REVIEW
The Planning Director has determined the project will not cause
any significant environmental impacts and, therefore, has issued
a Negative Declaration on May 20, 1987.

PROJECT DESCRIPTION: Construction of a 1,350 square foot educational

The City of Carlsbad has conducted an environmental review of the
above described project pursuant to the Guidelines for Implementation
of the California Environmental Quality Act and the Environmental
Protection Ordinance of the City of Carlsbad. As a result of said
review, a Negative Declaration (declaration that the project will not
have a significant impact on the environment) is hereby issued for the
subject project. Justification for this action is on file in the
Planning Department.
A copy of the Negative Declaration with supportive documents is on
file in the Planning Department, 2075 las Palmas Drive, Carlsbad, CA.,
92009. Comments from the public are invited. Please submit comments
in writing to the Planning Department within ten (10) days of date of
