Project Team Terah Donovan, are experienced in working with stakeholders and wildlife agencies to maintain compliance with HCP/NCCPs, including the city's HMP. The ESA habitat restoration team, led by Jim Prine, includes restoration ecologists, landscape architects, hydrologists/engineers, and planners who have extensive successful experience planning and implementing upland and wetland (freshwater and salt water/estuarine) habitat restoration in Southern California. In addition, ESA has successful experience assisting with habitat restoration and vegetation management projects in the City of Carlsbad, including assisting with compliance with the HMP. As part of this work for the city, ESA has coordinated with the HMP Coordinator and answered questions and provided input to planners and city departments for projects within or adjacent to the HMP preserve pertaining to biological resources, native planting and habitat restoration, invasive species control, and wetland permitting. The ESA permitting team, led by May Lau, will provide expert input on permitting questions or issues that may arise with other city departments, and will advise the city on how to best navigate permitting requirements depending on the project. Most recently, ESA provided permitting guidance for a project at Omni La Costa Golf Course. ESA mobilized quickly to conduct a site visit and assess the jurisdiction of the golf course ponds. This allowed the city to provide informed input on the need for project permitting and be responsive to resident concerns about impacts to birds and other wildlife. The ESA CEQA team, led by Janelle Firoozi, will aid other city departments through review of Environmental Impact Reports (El Rs). The city has trusted ESA to lead their environmental review process for several important city projects over the last 4 years. During that time, we have grown our understanding of the city's environmental review needs, preferences, and processes. ESA has led a wide range of project types and prepared a variety of CEQA documentation for the city, including the multiyear EIR process for the Aviara Apartments Project, the Buena Vista Creek Concrete Channel Maintenance Project EIR, and the Village H South Off-Leash Dog Area Project Mitigated Negative Declaration (MND). 4. Project Team ESA has assembled a professional team with the necessary expertise to address the needs of the city and the project. All key personnel will be available to the extent proposed for the duration of the project, acknowledging that no person designated as "key" to the project shall be removed or replaced without the prior written approval of the city. Across all tasks, it is assumed project manager Adrienne Lee will lead, coordinate, and delegate among the task leads; therefore, approximately 32 percent of the total ESA labor effort estimated for each year of this contract will be for Adrienne's time. While this percentage may be adjusted based on the as-needed nature of this contract, we expect a large proportion of the contract charged each year to be for Adrienne's time. Following the organizational chart, we have provided biographies of key personnel. Tailored resumes are provided in Appendix B.
