CALL TO ORDER: 5 p.m.
ROLL CALL: Commissioners Kamenjarin, Lafferty, Luna, Meenes, and Sabellico
(Commissioners Stine and Merz absent}
PLEDGE OF ALLEGIANCE: Commissioner Sabellico led the Pledge of Allegiance

PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA:
None
PLANNING COMMISSION PUBLIC HEARING:
Vice Chair Lafferty directed everyone's attention to the slide on the screen to review the procedures the
Commission would be following for that evening's public hearing.
Vice Chair Lafferty opened the public hearing for Item 1.
1. CDP 2021-0025/V 2021-0001 (DEV2021-0100) -SWAN RESIDENCE -Request for approval of a
Coastal Development Permit and Minor Variance to allow for the demolition of an existing single-
family residence and construction of a new 3,348 square foot, two-story single-family residence
with mezzanine, and a front yard setback reduction offive feet and a rear yard setback reduction of
one foot eight inches, within the Mello II Segment of the city's Local Coastal Program located at
2668 Ocean Street within Local Facilities Management Zone 1. The project site is within the
appealable area of the California Coastal Commission. The City Planner has determined that the
project belongs to a class of projects that the State Secretary for Resources has found do not have
a significant impact on the environment, and it is therefore categorically exempt from the
requirement for the preparation of environmental documents pursuant to State CEQA Guidelines
Sections 15301(1}, demolition of one single-family residence and other small structures; 15303{a},
construction of a single-family residence in a residential zone; and 15305(a), minor setback
variances not resulting in the creation of any new parcels.
City Planner Neu introduced Agenda Item 1 and stated Senior Planner Jason Goff would make the staff
presentation (on file in the Planning Division).
DISCLOSURES:
Vice Chair Lafferty, Commissioners Kamenjarin, Meenes, and Luna disclosed they visited the property.
Commissioner Sabellico had no disclosures to report.

QUESTIONS OF STAFF:
Commissioner Lafferty asked if the historic report has been shared with the Historic Preservation
Committee on this property.
Senior Planner Goff responded the historic report on this property was not sent to the Historic
Preservation Commission.
Commissioner Kamenjarin expressed his concerns for the footprint ratio of the proposed residence to the
lot size is extreme.
Vice Chair Lafferty expressed she is uncomfortable with the variance and the idea that this is a
substandard lot and that encroaching into setbacks become a fire hazard and reduce emergency service
ability and the sidewalks being shown in the renderings, but not in the actual finalized plans. She was also
concerned that the city does not have any bluff mitigation fees at all on Ocean Street or any part of our
coastal areas.
Senior Planner Goff wanted to clarify there are no sidewalks in the renderings but there is a curb and
gutter.
Vice Chair Lafferty asked if there were any members of the public who wished to speak on the project.
Seeing none, she opened and closed public testimony at 5:22 p.m.
ACTION:
Motion by Commissioner Meenes, seconded by Commissioner Luna, to adopt Resolution No. 7447.
Motion carried, 5/0/2.
PLANNING COMMISSION REPORTS/COMMENTS:
Commissioner Sabellico stated that Ms. Flores is leaving the city and wanted to express he has enjoyed
working with her and wanted to wish her well.
Commissioner Kamenjarin stated he attended the Community Development Block Grant series of
meetings a month ago and staff member Nancy Melander did an excellent job.
Vice Chair Lafferty reported that the Historic Preservation Commission met on May 9, 2022 and there is
new commissioner and staff liaison Shelia Crosby. The main discussion was on the historic Culver-Myer
Capp house on Highland Drive and a letter that lists the 13 remaining original pre-1990 individually
approved-historic buildings.
Vice Chair Lafferty reported the Design Review Committee met on April 25, 2022. Comments from
committee members were requested by Monday May 16, 2022 and she forwarded to staff liaison
Shelley Glennon.
CITY PLANNER REPORTS:
City Planner Neu stated that on May 17, 2022 Vice Chair Lafferty and himself attended the Council meeting
for the Planning Commission Work Plan and the annual report. The City Council approved both
documents.

City Planner Neu stated that the Mayor mentioned at the City Council meeting the League of Cities training
would be beneficial for new commissioners.
Planning Commission Workshop will be on the next agenda June 1, 2022 for discussion and Mr. Neu will
send out some alternative dates.
CITY ATTORNEY REPORTS:
None.

Vice Chair Lafferty adjourned the duly noticed meeting at 5:48 p.m.
