Recommended Action
Adopt a resolution approving plans, specifications and contract documents and authorizing the
Secretary of the Board of Directors to advertise for bids for the Downtown and Terramar Water
Main Replacement, Capital Improvement Program Project No. 3904-C.
Executive Summary
The Project will construct approximately 4,400 linear feet of 8-inch diameter polyvinyl chloride
water pipeline to replace aging asbestos concrete pipelines serving five residential areas and
one business area within the City of Carlsbad.
The Carlsbad Municipal Water District Board approval of these plans, specifications and
contract documents is required under Carlsbad Municipal Code Section 3.28.080(E) because the
expected value for this work is greater than $200,000. The construction cost estimate for the
project, including contingency funds, is $3,615,000, and therefore is subject to this
requirement.
Staff recommend that the CMWD Board approve the plans, specifications and contract
documents, and authorize the Secretary of the Board of Directors to advertise and receive
project bids.
Discussion
The project will replace approximately 4,400 linear feet of aging asbestos concrete pipe with
PVC pipe in six noncontiguous locations in the city:
• Approximately 440 linear feet of pipe will be replaced in the State Street alley, between
Grand Avenue and Carlsbad Village Drive, which serve 11 business customers
• Approximately 530 linear feet of pipe will be replaced on Juniper Avenue, between
Carlsbad Boulevard and Garfield Street, which serve the residents on this street

• Approximately 530 linear feet of pipe will be replaced on Hemlock Avenue, between
Carlsbad Boulevard and Garfield Street, which serve the residents on this street
• Approximately 900 linear feet of pipe will be replaced on Garfield Street, between
Chinquapin Avenue and the southern terminus of the street, which serve the residents
on this street and the Hubbs Sea World Research facility
• Approximately 800 linear feet of pipe will be replaced on Tierra del Oro Street, which
serve the residents on this street
• Approximately 1,200 linear feet of pipe will be replaced on Shore Drive, which serve the
residents on this street
Pipes will be upsized to 8 inches in diameter to meet current fire flow requirements and
CMWD’s engineering standards. New, generally parallel, alignments were designed for four of
the six locations. Construction in parallel alignments will allow existing water services to remain
active during construction and limit residential shutdowns. After services are reconnected and
the new lines are operational, the existing pipelines will be abandoned in place in accordance
with CMWD’s engineering standards.
The two locations where pipelines will not be constructed in parallel alignments are:
• State Street alley, between Grand Avenue and Carlsbad Village Drive, where the new
pipe will be replaced in the current alignment due to existing utility constraints. Prior to
construction, a temporary highline will be installed to serve all State Street alley water
customers during construction. Highlining the water services will provide the businesses
with water service throughout construction operations and limit service interruptions.
The existing water line will then be removed, and the new main will be constructed in
the existing alignment.
• Tierra del Oro Street, where the existing water main is looped around the street and
private improvements have encroached over the water main. The new straight pipeline
alignment will conform to CMWD engineering standards, facilitate future maintenance
and avoid future breaks due to private improvement construction. The existing water
line will remain in service during construction to minimize residential service
disruptions. After services are connected and the new line is operational, the existing
looped pipe will then be abandoned in place on keeping with CMWD’s engineering
standards.
Phased construction is planned to minimize disruption of water service to the residents and
businesses served. CMWD staff are working with the Communication & Engagement
Department to reach out in advance of the project to meet with, notify and coordinate with the
businesses and residents that will be temporarily impacted during these facility improvements.
Parking and delivery access for the State Street alley businesses will be addressed during pre-
construction meetings with the contractors, based on input received during outreach meetings.
Appropriate city and CMWD staff coordinated during project design, given their previous
experience working in these areas. City staff have a good working history with the business
communities in the Carlsbad Village and will maintain these relationships despite temporary
disruptions that will ultimately improve their business operations. Affected customers will be
provided with updates on the schedule of work. Residents will also receive multiple
notifications prior to, during and following construction. Residential street parking will be

temporarily impacted during these improvements to the residents’ water lines. Contract
documents specify daily restoration of access to the areas.
Additionally, project phasing will respect and incorporate schedules of various city community
events planned in these areas, such as the annual Carlsbad Marathon and the weekly farmer’s
market. Staff have incorporated known major city events into the contract specifications
indicating restrictions on work schedules prior to and during these events.
CMWD coordinated with the Transportation Department in their planned repaving of Tierra Del
Oro Street and Shore Drive. Paving projects on these streets will now occur after the new water
lines are installed. Paving for all other segments will be done in accordance with CMWD
engineering standards for trench repaving.
Options
Staff provide the following options for the CMWD Board’s consideration:
1. Adopt a resolution approving the plans, specifications and contract documents for the
project and authorizing the Secretary of the Board of Directors to advertise for bids for
the Downtown and Terramar Water Main Replacement, Capital Improvement Program
Project No. 3904-C.
Pros
• Provides capacity to meet fire flow water demands
• Reduces risk associated with potential pipe breaks and emergency repairs
Cons
• Work will temporarily disrupt water service during connections to highline in the
State Street alley and final reconnections of water services in all locations
• Work will temporarily disrupt traffic and parking during daily construction
working hours, but will be restored at the end of the day for access and parking

Staff recommend Option 1 for the CMWD Board’s approval.
Fiscal Analysis
The engineer’s construction estimate is $2,927,300. The total project cost of $3,615,000
includes estimated construction costs, contingency, staff engineering, staff communications
and construction management, and inspection services.

Next Steps
Upon the CMWD Board’s approval of the plans, specifications and contract documents, the
Secretary of the Board of Directors will advertise a request for bids to construct the project.
Staff will evaluate the bids received and the lowest responsive and responsible bidder will be
identified.
Staff will then return to the CMWD Board to consider the lowest responsive and responsible bid
and possible award of a contract to the identified bidder, which is expected to be in fall 2022.
Construction duration is 12 months. Staff anticipate completion of construction to be in fall
2023.
Environmental Evaluation
The project classifies as a replacement or reconstruction of existing utility and/or facilities
involving negligible or no expansion of capacity and the City Planner has determined it is
exempt from environmental review according to California Environmental Quality Act
Guidelines Section 15302 (c). If the resolution is approved, staff will file a notice of exemption
with the San Diego County Clerk in compliance with Section 21152 (b) of Public Resources Code.
No exception to the exemption as set forth in Guidelines Section 15300.2 applies.

This item was noticed in accordance with the Ralph M. Brown Act and it was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL
WATER DISTRICT OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING
PLANS, SPECIFICATIONS AND CONTRACT DOCUMENTS AND AUTHORIZING
THE SECRETARY OF THE BOARD OF DIRECTORS TO ADVERTISE FOR BIDS FOR
THE DOWNTOWN AND TERRAMAR WATER MAIN REPLACEMENT PROJECT
EXHIBIT 1
WHEREAS, the Carlsbad Municipal Water District, or CMWD, Board of Directors of the City of
Carlsbad, California has determined that it is necessary, desirable and in the public interest to replace
water distribution pipelines for the Downtown and Terra mar Water Main Replacement Project, Capital
Improvement Program, or CIP, Project No. 3904-C, or Project; and
WHEREAS, the plans, specifications and contract documents for the Project have been prepared
and are on file at the Secretary's office and are incorporated herein by reference; and
WHEREAS, Carlsbad Municipal Code Section 3.28.080(E) requires the CMWD to approve plans
and specifications for all construction projects that are to be formally bid upon when the value exceeds
$200,000; and
WHEREAS, the cost of the project is estimated to be $3,615,000, including construction
contingency, construction management and staff costs; and
WHEREAS, sufficient funding is available in the General Capital Construction fund, CIP Project
No. 3904, for project costs in the current fiscal year; and
WHEREAS, the City Planner has determined that the Project is categorically exempt from the
California Environmental Quality Act, or CEQA, pursuant to CEQA Guidelines Section 15302(c), as a
replacement or reconstruction of existing utility and/or facilities, and that no exception to the
exemption as set forth in CEQA Guidelines section 15300.2 applies.
NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board of Directors
of the City of Carlsbad, California, as follows:
1.That the above recitations are true and correct.
2.That the plans, specifications and contract documents for the Project are hereby
approved and on file in the Office of the Secretary.
3.That the Secretary of the Board of Directors is hereby authorized and directed to publish,
in accordance with state law and Carlsbad Municipal Code section 3.28.080(C), a Notice
to Contractors Inviting Bids for construction of the Project in accordance with the plans,
specifications and contract documents referred to herein.
