Recommended Action
Adopt a resolution approving plans, specifications and contract documents, and authorizing the
Secretary of the Board of Directors to advertise for bids for the Palomar Airport Waterline
Realignment, Capital Improvement Program Project No. 5055.
Executive Summary
The project will construct approximately 1,965 linear feet of 8-inch, 10-inch and 12-inch
diameter water pipeline to realign and replace existing distribution lines serving the San Diego
County McClellan-Palomar Airport in Carlsbad.
The Carlsbad Municipal Water District Board approval of these plans and specifications is
required under Carlsbad Municipal Code Section 3.28.080(E) because the expected value for
this work is greater than $200,000. The construction cost estimate, including contingency
funds, is $2,128,000, making the project subject to this requirement.
Staff recommend that the CMWD Board approve the plans, specifications and contract
documents, and authorize the Secretary of the Board of Directors to advertise and receive
project bids.
Discussion
The single runway airport is located at 2198 Palomar Airport Road in Council District 2. The
CMWD owns and operates a system of water distribution mains on the premises. These mains
provide potable water service and fire protection for the airport’s operations and tenants. The
mains are comprised of steel, PVC and asbestos-cement pipelines, and other components,
installed at various times over the past decades.

One of these water lines, a 10-inch diameter steel pipe approximately 1,600-linear-feet long,
serves as the central main for the airport’s water system. Approximately 450 linear feet of this
pipeline runs under the commercial ramp and taxiway, which have thick pavement sections to
meet Federal Aviation Administration specifications. In 2017, a portion of the water line under
the commercial ramp leaked and required an emergency repair that cost $170,000. During the
repair, CMWD found the water line to be corroded and pitted. Based on these observations and
coupled with the age of the pipe, which is about 40 years old, this and other water mains of
similar condition are potentially at risk for future breaks.
Additionally, the airport was constructed over portions of a landfill which was in operation
between 1962 and 1975. The closed landfill is managed by the San Diego County Solid Waste
Lead Enforcement Agency, which is responsible for ongoing gas and groundwater monitoring.
This former land use presents unique site conditions that can impact below-grade pipelines due
to settlement and landfill gas migration. Several segments of the existing pipeline are situated
within approximately 100 feet of parts of the former landfill.
The project realigns the distribution system to remove from service approximately 1,300 linear
feet of pipe located under the commercial ramp, taxiway and in close proximity to the former
landfill areas as shown in Exhibit 2. A total of 1,965 linear feet of new PVC pipe will be installed
to replace aging asbestos-cement and steel pipelines, and 1,800 linear feet of pipeline will be
abandoned in place. The California Division of Drinking Water has approved the pipeline design,
which incorporates special materials for the site conditions.
The project will require dedication of approximately 15,000 square feet in the form of a 20-
foot-wide water easement for the new pipelines and the related components. It will also
require CMWD to quitclaim, or relinquish, the easement that had granted it access to
approximately 18,700 square feet for the pipelines that are now to be abandoned. San Diego
County has agreed to execute the easement grant deeds and quitclaims. Easement quitclaim
documents will be presented to the board after the district receives of public bids for the
project and before the construction contract is awarded.
In addition to standard CMWD construction specifications and requirements, the contractor
must comply with Federal and County Airport Operations’ right-of-entry requirements, as well
as the county Lead Enforcement Agency’s community health and safety monitoring and
reporting requirements throughout construction. CMWD staff have coordinated with various
county agencies throughout the design process, including Airport Operations, Public Works,
Environmental Health, and Landfill Operations, on the design, schedule, phasing, onsite
requirements and restrictions.
Since the construction work may temporarily and briefly disrupt traffic to aircraft maintenance
hangars, staff incorporated the county’s requests for onsite traffic control and specifically night
work at construction locations in and near the taxiway. Airport Operations staff have agreed to
attend the CMWD pre-construction and weekly construction meetings throughout the project,
as coordinated by the city’s Construction Management and Inspection Department staff, and to
assist in facilitating access and construction activities.

Staff provide the following options for the CMWD Board’s consideration:
1. Adopt a resolution approving the plans, specifications and contract documents and
authorizing the Secretary of the Board of Directors to advertise for bids for the project

taxiway and away from historical buried refuse

Staff recommend Option 1 for the CMWD Board’s approval.
Fiscal Analysis
Sufficient funds are available to complete the project. The engineer’s estimate of construction
costs is $1,677,000. The total project cost of $2,128,000 includes estimated construction costs,
contingency, staff engineering and construction management and inspection services. A
summary of the estimated costs and available funds is shown in the table below:

As part of the fiscal year 2022-23 Capital Improvement Program proposed budget, staff
requested an additional appropriation of $560,000 for the project. If that is approved, no
additional appropriation will be required based on the current estimate.
Next Steps
Upon the CMWD Board’s approval of the FY 2022-23 Capital Improvement Program proposed
budget, the Secretary of the Board of Directors will advertise a request for bids to construct the
project. Staff estimate bids will be advertised in summer 2022. Staff will evaluate the bids
received, and the lowest responsive and responsible bidder will be identified.
Staff will then return to the CMWD Board to consider the lowest responsive and responsible bid
and possible award of a contract to the identified bidder, which is expected to be in fall 2022.
Staff will request CMWD Board approval of easement quitclaims and recommend to the
Executive Manager the acceptance of new easements at that time. Construction duration is
estimated to be six to nine months, so construction is estimated to be completed in fall 2023.
Environmental Evaluation
The project classifies as a replacement or reconstruction of existing utility or facilities involving
negligible or no expansion of capacity and is exempt from environmental review under
California Environmental Quality Act Guidelines Section 15302(c). If the resolution is approved,
staff will file a notice of exemption with the San Diego County Clerk in compliance with Section
21152 (b) of the California Public Resources Code.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and it was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

APPROVING PLANS, SPECIFICATIONS AND CONTRACT DOCUMENTS AND
AUTHORIZING THE SECRETARY OF THE BOARD OF DIRECTORS TO ADVERTISE
FOR BIDS FOR THE PALOMAR AIRPORT WATERLINE REALIGNMENT PROJECT

WHEREAS, the Carlsbad Municipal Water District, or CMWD, Board of Directors of the City of
Carlsbad, California has determined that it is necessary, desirable and in the public interest to realign
and replace water distribution pipelines at the County of San Diego McClellan-Palomar Airport for the
Palomar Airport Waterline Realignment, Capital Improvement Program, or CIP, Project No. 5055, or
Project; and
WHEREAS, the plans, specifications and contract documents for the Project have been prepared
and are on file at the Secretary's office and are incorporated herein by reference; and
WHEREAS, Carlsbad Municipal Code Section 3.28.080(E) requires the CMWD to approve plans
and specifications for all construction projects that are to be formally bid upon when the value exceeds
$200,000; and
WHEREAS, the cost of the Project is estimated to be $2,128,000, including construction
contingency and construction management costs; and
WHEREAS, additional funding has been requested in the proposed fiscal year 2022-23 CIP
budget to complete construction of the Project; and
WHEREAS, the City Planner has determined that the Project is categorically exempt from the
California Environmental Quality Act, or CEQA, pursuant to CEQA Guidelines Section 15302(c), as a
replacement or reconstruction of existing utility and/or facilities involving negligible or no expansion
of capacity, and that no exception to the exemption as set forth in CEQA Guidelines section 15300.2
applies.
NOW, THEREFORE, BE IT RESOLVED by the CMWD Board of Directors of the City of Carlsbad,
California, as follows:
1.That the above recitations are true and correct.
2.That the plans, specifications and contract documents for the Project are hereby
approved and on file in the Office of the Secretary.

in accordance with state law and Carlsbad Municipal Code section 3.28.080((), a Notice
