Recommended Action
Adopt a resolution appointing one member to the Library Board of Trustees.
Executive Summary/Discussion
Trustee Art Larson was appointed to the Library Board of Trustees in June 2018 to fill the
expired term of Trustee Wendy Hinman with a term ending in June 2022. This leaves a
scheduled vacancy on the Library Board of Trustees, with a term ending in June 2026. Trustee
Larson is not seeking reappointment.
The City Clerk’s Office received four applications from residents wishing to serve on the Library
Board of Trustees. In keeping with City Council Policy Statement No. 88, the Mayor has
recommended the following two residents wishing to serve on the Library Board of Trustees to
advance in the process and interview with the full City Council:
• Laurel Moran – District 3
• Amy Walanski – District 4
Exhibit 2 includes applications for both residents.
Carlsbad Municipal Code Chapter 2.16 states that the Library Board of Trustees shall consist of
five at-large members, appointed by the Mayor with the approval of the City Council, and is
tasked with managing the city libraries.

Members of the Library Board of Trustees are subject to the provisions of the California Political
Reform Act and must file statements of economic interest each year and complete two hours of
ethics training every two years.
The Maddy Act (California Government Code Sections 54970-54974) requires that on or before
December 31 of each year the legislative body must prepare a Local Appointments List which
contains the appointive terms of Board and Commission members which will expire in the next
calendar year. The name of the incumbent appointee, the date of appointment and the term
expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office
accepts applications (available on the city’s website and in the City Clerk’s Office) for any
upcoming vacancies.
Fiscal Analysis
This action has no financial impact.
Next Steps
Following the appointment of one member to the Library Board of Trustees, the City Clerk’s
Office will update the board’s roster and coordinate the oath of office and the filing of the
appointee’s statement of economic interest and ethics training certificate.
Environmental Evaluation
This action does not constitute a project within the meaning of the California Environmental
Quality Act under California Public Resources Code Section 21065 in that it has no potential to
cause either a direct physical change in the environment or a reasonably foreseeable indirect
physical change in the environment.
Public Notification
This item was noticed in keeping with the Ralph M. Brown Act and it was available for public
viewing and review at least 72 hours before the scheduled meeting date.

TRUSTEES

WHEREAS, Trustee Art Larson was appointed to the Library Board of Trustees in June 2018 to

Thank you for accepting my application for a volunteer position on the Library Board of Directors. I am unable to attend
the Council meeting on June 21 as I am traveling to visit family in the Midwest. I hope you will accept this letter in lieu of
my attendance in person.
Please allow me to first introduce myself: I am a new Carlsbad resident as of January this year. I previously lived and
worked in the Boston area. I have been delighted with Carlsbad since I moved in and while the weather is absolutely
wonderful, I have been very impressed with the quality, management, and accessibility of city services across the board.
I have been seeking ways to get involved by volunteering and applied when I saw the Library Board vacancy.
I am a recent retiree of the Proctor and Gamble Company where I worked in R&D for 22 years. In my career I developed
and honed experience in project and research site management, contracts, budgets, personnel resources, data analytics,
product development and claims management. I managed over 9 million dollars of research globally for the Oral tare
business alone. My final role was at the Gillette Business where I created a Competitive Intelligence process and team to
assess the male shaving business globally.
My love of libraries goes back to childhood, reading books for the summer reading program to earn Cubs tickets in
Chicago, to using it as a resource for school and work research. I have been a lifelong patron and supporter of libraries
everywhere I've lived.
I am an active, high-energy person with the skills and the time to serve in the support and involvement on the Library
Board of Trustees. I am ready to learn from the current Board because based on my experiences already at the Dove
Library (and I visit the library several times a week!), they have done amazing work.
My apologies for being unable to attend the meeting in person. I would like to thank Town Council and meeting
attendees for their consideration.
