APPLICATIONS
The following example illustrates the information that is required for all pole, monument, and
freestanding sign permit applications. Prior to approval, all such proposed signs must be reviewed
for potential issues by the Transportation Department, which will not allow signs to be approved
over the counter. Additional time will be required for on-site inspection.

Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Division has reviewed
your sign permit, application no. PS 2022-0029, as to its completeness for processing.
The application is incomplete, as submitted. In order to expedite the processing of your application, the
“incomplete” items and your response to the project issues of concern to staff must be submitted directly
to your staff planner; therefore, please contact your staff planner directly to schedule a re-submittal
appointment. As part of your re-submittal package, please prepare and include with your re-submittal:
(1) a copy of these lists, (2) a detailed letter summarizing how all identified incomplete items and/or
project issues have been addressed; and (3) one set of revised plans. No processing of your application
can occur until the application is determined to be complete.
When all required materials are submitted, the city has 30 days to make a determination of completeness.
If the application is determined to be complete, processing for a decision on the application will be
initiated. In addition, please note that you have six months from the date the application was initially
filed, April 8, 2022, to either resubmit the application or submit the required information. Failure to
resubmit the application or to submit the materials necessary to determine your application complete
shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed
withdrawn, a new application must be submitted.

The structure has been designed to withstand a 110 mph (3-sec gust) design wind speed with a maximum design pressure of 27.7 psf according to ASC E 7 -16. (Exposure C -Risk Cat. 11) Seismic design was considered as per ASCE 7-16 assuming Sds=0.78, lp=1.0, and Site Class D-default. 7. The foundation has been designed assuming the following average soil conditions: Allowable Lateral Bearing Pressure of 150 psf/ft (This value is used for cube and auger footings.) The soil allowable is multiplied by two for isolated footing as per IBC 1806.3.4. 150 psf/ft corresponds to sand, silty sand, clayey sand, silty gravel, clayey gravel or equal. If soil conditions other than those assumed are encountered (including soft soils, unstable or collapsing soils, expansive soils, organic materials, groundwater, adjacent utilities, or any other condition of potential concern) cease excavation immediately and contact Cornerstone so that the foundation design can be re-evaluated. If the structure is to be located in the proximity of a building or any other structure, Cornerstone shall be contacted prior to installation to evaluate any potential impact on the adjacent footings. If the structure is located on the side or top of a slope in excess of 3:1, the installer shall contact Cornerstone for re-evaluation. The foundation shall not be placed in or near a fill slope without Cornerstone's approval. All concrete shall be placed in direct contact with undisturbed soil. There shall be no backfilled soil placed in or around the foundation without written approval from Cornerstone. 8. Cornerstone is in no way responsible for the safety of the work site during installation. The installer shall take appropriate measures to make sure that the installation of the foundation and the erection of the structure is performed using methods in compliance with applicable OSHA regulations. 9. If existing and proposed conditions are not as detailed in this design drawing the installer shall cease work and notify Cornerstone immediately. Cornerstone will not be performing on-site inspections or verification of conditions. It is the responsibility of the installer, the structure owner, and the property owner to identify the on-site conditions and to contact Cornerstone with any discrepancies or concerns. It is the owner's responsibility to locate and mark all underground utilities. 10.
