SUBJECT: SOP 15-23/CDP 15-43 (DEV15015) -NORTH COAST MEDICAL PLAZA-3RD EXTENSION
The Planning Division has completed its review of your application for the third extension of Minor Site
Development Plan SOP 15-23 and Coastal Development Permit CDP 15-43 -NORTH COAST MEDICAL
PLAZA, submitted on June 16, 2022. The project, located on a previously-graded development pad on
the south side of Palomar Airport Road between Hidden Valley Road and Aviara Parkway in the Mello
II segment of the Coastal Zone, was approved on July 6, 2016, and due to expire on July 6, 2018. On July
23, 2018, the City Planner retroactively granted the first two-year extension of SOP 15-23 and CDP 15-
43 from July 6, 2018, to July 6, 2020; and on July 29, 2020, the City Planner retroactively granted the
second two-year extension from July 6, 2020, to July 6, 2022.
After careful consideration of the circumstances surrounding this request, it has been determined that (1)
the third extension of Minor Site Development Plan SDP 15-23 and Coastal Development Permit CDP
15-43 -NORTH COAST MEDICAL PLAZA was submitted in a timely manner prior to the expiration date,
and (2) that the findings required for granting a Minor Site Development Plan and Coastal Development
Permit extension can be made; therefore, the City Planner APPROVES the third extension of Minor Site
Development Plan SOP 15-23 and Coastal Development Permit CDP 15-43 -NORTH COAST MEDICAL
PLAZA for two (2) years from July 6, 2022, to July 6, 2024, based on the following findings and conditions.
Findings:
1. All the findings contained in the Planning Commission Resolution No. 7178 dated July 6, 2018, apply
to this extension and are incorporated herein by reference and remain in effect.
2. That the third two-year extension of Minor Site Development Plan SDP 15-23 and Coastal
Development Permit CDP 15-43 remains consistent with the General Plan, all titles of the Carlsbad
Municipal Code and growth management program policies and standards in place at this time.
3. The City Planner has determined that:
a. The project is a project for which a Mitigated Negative Declaration and Mitigation
Monitoring and Reporting Program were previously adopted [15162] (City Council
Resolution No. 2013-228, dated September 13, 2013);

b. This project is consistent with the project cited above;
c. The Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program
were adopted in connection with the prior project;
d. The project has no new significant environmental effect not analyzed as significant in the prior
Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program;
e. None of the circumstances requiring further environmental compliance under CEQA
Guidelines Sections 15162 or 15163 exist; and
f. The City Planner finds that all feasible mitigation measures identified in the Mitigated
Negative Declaration and Mitigation Monitoring and Reporting Program, which are
appropriate to this Subsequent Project, have been incorporated into this Subsequent Project.
Conditions:
1. This third extension of Minor Site Development Plan SDP 15-23 and Coastal Development Permit
CDP 15-43 is granted from July 6, 2022, to July 6, 2024. If building permits for this project are not
obtained within this time period, the Minor Site Development Plan and Coastal Development Permit
will expire on July 6, 2024, unless extended per Sections 21.58.040 and 21.201.210 of the Carlsbad
Municipal Code.
2. All of the conditions contained in the second extension of Minor Site Development Plan SDP 15-23
and Coastal Development Permit CDP 15-43, dated July 29, 2020, apply to this third extension and
are incorporated herein by reference and remain in effect except for Condition No. 1, which is
superseded by Condition No. 1 of this approval letter.
