HomeMy WebLinkAbout2022-06-14; City Council Legislative Subcommittee; MinutesLEGISLATIVE SUBCOMMITTEE Minutes Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 June 14, 2022, 9 a.m. CALL TO ORDER: 9 a.m. ROLL CALL: Hall, Acosta APPROVAL OF MINUTES: Minutes of the Special Meeting held April 29, 2022 Minutes of the Regular Meeting held May 10, 2022 Subcommittee Member Acosta made the motion to pass the minutes. Mayor Hall seconded the motion. The motion passed unanimously. SUBCOMMITTEE COMMENTS & ANNOUNCEMENTS: None. NEW BUSINESS: Item 1.State and Federal Legislative Reports Recommendation: Receive updates from representatives of U.S. Congressman Mike Levin, State Senator Patricia Bates and State Assemblymember Tasha Boerner Horvath, and provide feedback. The subcommittee received informational reports from Kyle Krahel from Congressman Levin's office, Jonathan Aviles from Senator Pat Bates' office and Glenn McDonell from Assemblymember Tasha Boerner Horvath's office. Item 2. Legislative Update and Advocacy Report Recommendation: Receive an update on state and federal legislative and budget activity and recent and ongoing advocacy efforts; discuss and provide feedback to staff, including identifying high-priority bills, advocacy positions, and items for future City Council consideration. Renne Public Policy Group (RPPG) Director of Government Atfairs Sharon Gonsalves presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). Subcommittee Member Acosta made the motion to take a support position on SB 833. Mayor Hall seconded the motion. The motion passed unanimously. Subcommittee Member Acosta made the motion to take a support in concept position on SB 54, pending a future update from RPPG. Mayor Hall seconded the motion. The motion passed unanimously. Subcommittee Member Acosta made the motion to continue a support position on AB 1944, remove a support position from AB 2449 and provide a letter explaining the change of position. Mayor Hall seconded the motion. The motion passed unanimously. Subcommittee Member Acosta made the motion to take a support position on AB 1946. Mayor Hall seconded the motion. The motion passed unanimously. Deputy City Attorney Allegra Frost left the meeting. Assistant City Attorney Cindie McMahon joined the meeting. Item 3. Tax Measure Voter Requirements -Legislative Platform Amendment Recommendation: Consider a proposed Legislative Platform amendment to include one new position statement opposing any change to the current voter requirements for tax measures. The subcommittee considered the proposed amendment but took no action. Item 4. Legislative Subcommittee Meeting -August 2022 Recommendation: Discuss and provide direction regarding the potential cancellation or rescheduling of the Legislative Subcommittee's August 2022 meeting. Subcommittee Member Acosta made the motion to reschedule the August meeting. Mayor Hall seconded the motion. The motion passed unanimously.
