ANNOUNCEMENT OF CONCURRENT MEETINGS: Mayor Hall announced that the City Council
would be serving as the Carlsbad Municipal Water District Board of Directors on Ordinance for
Introduction Item No. 7. Mayor Hall also announced that the City Council is also serving as the
Carlsbad Municipal Water District Board of Directors, Public Financing Authority, Community
Development Commission and the Successor for the Redevelopment Agency for Departmental
and City Manager Report Item No. 8.

Motion by Mayor Pro Tem Blackburn, seconded by Council Member Bhat-Patel, to approve
Consent Calendar Item Nos. 1 through 3, 5 and 6. Motion carried unanimously, 5/0.
1. ANNUAL LEVY OF ASSESSMENTS WITHIN STREET LIGHTING AND LANDSCAPING DISTRICT NO.
1, A SPECIAL ASSESSMENT DISTRICT – Adoption of Resolution No. 2022-114 initiating the
proceedings, approving the preliminary Engineer’s Report for Fiscal Year 2022-23 and setting
a public hearing for July 12, 2022, for the annual levy of assessments within Lighting and
Landscaping District No. 1, a Special Assessment District. (Staff contact: Jason Rosado,
Administrative Services Department)
Julie Adjour expressed her concerns with bundling street lighting and landscaping together.

grant agreement with Catholic Charities Diocese of San Diego to provide clinician services at
La Posada de Guadalupe Emergency Shelter to assist individuals and households experiencing
homelessness in the City of Carlsbad. (Staff contact: Chris Shilling, Housing & Homeless

5. DONATION FROM THE CARLSBAD LIBRARY & ARTS FOUNDATION IN THE AMOUNT OF
$188,000 – Adoption of Resolution No. 2022-118 accepting a donation of $188,000 from the
Carlsbad Library & Arts Foundation to the City of Carlsbad’s Library & Cultural Arts

6. AGREEMENT WITH GOFORTH & MARTI TO PROVIDE AND SET UP BUILDING FURNISHINGS FOR
THE POLICE AND FIRE HEADQUARTERS RENOVATION PROJECT, CIP PROJECT NO. 4715 –
Adoption of Resolution No. 2022-119 authorizing execution of an agreement with GoForth &
Marti, a California corporation, d.b.a G/M Business Interiors, to provide and set up building
furnishings for the Police and Fire Headquarters Renovation Project, CIP Project No. 4715, in
an amount not to exceed $1,750,137. (Staff contact: Steven Stewart, Public Works and

Housing & Homeless Services Director Mandy Mills gave a brief report.
In response to Mayor Pro Tem Blackburn’s inquiry, Housing & Homeless Services Director
Mandy Mills explained that the existing occupancy at the La Posada de Guadalupe Shelter is
up to 120 in the winter months, including an emergency shelter of 50 beds and the remaining
for transitional farm workers. She also explained that occupancy can range from 80% to 100%
on any given night.
In response to Mayor Pro Tem Blackburn’s inquiry, Catholic Charities Director of Homeless
Services Antoinette Fallon explained that the shelter has become a low barrier shelter, but
residents are not permitted to be disruptive or bring alcohol or drugs onto the premises.
Mayor Pro Tem Blackburn explained that he will not support the low barrier as it allows
residents to be under the influence upon arrival.
In response to Council Member Acosta, Housing & Homeless Services Director Mills explained
that the City of Carlsbad has been a partner with the La Posada shelter since its inception.
In response to Council Member Bhat-Patel, Housing & Homeless Services Director Mills
explained that detox beds in North County are sparse, but shelter opportunities would be
provided until a bed becomes available should the person desire the assistance.
In response to Mayor Pro Tem Blackburn’s inquiry, Housing & Homeless Services Director
Mills explained that the City Council had discussed making the La Posada shelter low barrier
at a City Council workshop in March 2021 and that additional staff support was needed at the
shelter.

Consent Calendar Item No. 4. Motion carried, 4/1 (Blackburn – No).
ORDINANCES FOR INTRODUCTION:
7. ORDINANCE TO MIRROR THE SAN DIEGO COUNTY WATER AUTHORITY’S 2020 MODEL
DROUGHT ORDINANCE BY ESTABLISHING SIX WATER SHORTAGE LEVELS – Introduction of
Carlsbad Municipal Water District Board of Directors Ordinance No. 48 mirroring the San
Diego County Water Authority’s 2020 Model Drought Ordinance and establishing six water
shortage levels. (Staff contact: Vicki Quiram and Mika Imoto, Public Works)
City Manager’s Recommendation: Introduce the ordinance.
Utilities Director Vicki Quiram presented the report and reviewed a PowerPoint presentation
(on file in the Office of the City Clerk).
City Attorney Brewer titled the ordinance.
Motion by Mayor Pro Tem Blackburn, seconded by Council Member Bhat-Patel, to adopt
Carlsbad Municipal Water District Board of Directors Ordinance No. 48. Motion carried
unanimously, 5/0.

DEPARTMENTAL AND CITY MANAGER REPORTS:
8. FISCAL YEAR 2022-23 PRELIMINARY OPERATING BUDGET – Accept the report and: 1)
Adoption of Resolution No. 2022-120 setting a public hearing for June 14, 2022, for adoption
of the Fiscal Year 2022-23 Operating, Strategic Digital Transformation Investment Program,
and Capital Improvement Program Budgets; Carlsbad’s share of the Encina Wastewater
Authority Operating and Capital Budgets; the Gann spending limit for Fiscal Year 2022-23;
and changes to the Master Fee Schedule; and determining the Fiscal Year 2022-23 Capital
Improvement Plan Budget is consistent with the General Plan and applicable Climate Action
Plan measures and actions; and
2) Adoption of Carlsbad Municipal Water District Board of Directors Resolution No. 1671
setting a public hearing for June 14, 2022, for adoption of the Fiscal Year 2022-23 Operating
and Capital Improvement Program Budgets and changes to the Master Fee Schedule; and
3) Adoption of Public Financing Authority Board of Directors Resolution No. 88 setting a public
hearing for June 14, 2022, for adoption of the Fiscal Year 2022-23 Operating and Capital
Improvement Program Budgets for the Crossings at Carlsbad Municipal Golf Course; and
4) Adoption of Community Development Commission Resolution No. 552 setting a public
hearing for June 14, 2022, for adoption of the Fiscal Year 2022-23 Operating Budget of the

Carlsbad Housing Authority; and
5) Adoption of City of Carlsbad as the Successor Agency for the Carlsbad Redevelopment
Agency Resolution No. 2022-121 setting a public hearing for June 14, 2022, for adoption of
the Fiscal Year 2022-23 Operating Budget of the Successor Agency. (Staff contact: Laura

City Manager’s Recommendation: Accept the report and adopt the resolutions.
City Manager Chadwick introduced the item, gave an overview and reviewed a PowerPoint
presentation (on file in the Office of the City Clerk).
Police Chief Mickey Williams highlighted the budget items and adjustments for the Police
Department, presented the report and reviewed a PowerPoint presentation (on file in the
Office of the City Clerk).
In response to Mayor Pro Tem Blackburn’s inquiry, Chief Williams explained that the
Management Analyst position is considered a management position but will be managing
programs and not personnel.
In response to Mayor Pro Tem Blackburn’s inquiry, Chief Williams explained that the Greater
Understanding through Intervention Diversion and Education (GUIDE) Program is a program
that provides free counseling for 10 weeks at the elementary and middle school level and has
been in place since 1990. Chief Williams also explained that the GUIDE program will no longer
exist after August due to the staff member retiring.
In response to Mayor Hall’s inquiry, Chief Williams explained that the Police Department is
saving funds by making reductions in training, travel and conferences.
Assistant Fire Chief Nick Ordille highlighted the budget items and objectives for the Fire
Department, presented the report and reviewed a PowerPoint presentation (on file in the
Office of the City Clerk).
In response to Council Member Norby’s inquiry, Chief Ordille explained that the reserve
ladder truck is up to date and can be deployed if needed for a call for a large structure fire.
In response to Council Member Bhat-Patel’s inquiry, Chief Ordille explained that the last fire
station added was in 1989.
Deputy City Manager of Public Works Paz Gomez gave a brief overview of the budget for the
Public Works Department, presented the report and reviewed a PowerPoint presentation (on
file in the Office of the City Clerk).
In response to Mayor Pro Tem Blackburn’s inquiry, Deputy City Manager of Public Works
Gomez explained the duties of the Management Analyst in Utilities.

In response to Council Member Norby’s inquiry, Deputy City Manager of Public Works Gomez
explained that the proposed budget does not include any costs for including the railroad
trenching project.
In response to Council Member Acosta’s inquiry, Finance Director Korach explained that the
three promotions would cost approximately $40,000.
Deputy City Manager of Community Services Gary Barberio gave an overview of the budget
for the Community Services Department, presented the report and reviewed a PowerPoint
presentation (on file in the Office of the City Clerk).
In response to Council Member Acosta’s inquiry, Deputy City Manager of Community Services
Barberio explained that several things have been tried in order to recruit more lifeguards
including different ways of advertising and increasing part-time lifeguard salaries. He also
added that four provisional senior lifeguard positions were added and are requesting that
these positions be made permanent as part of the budget.

In response to Council Member Bhat-Patel’s inquiry, Deputy City Manager of Community
Services Barberio explained that the Parks Planning Division and Parks Planning Manager
manages the parks, and a third position would allow the city to bring on new parks sooner
with a 5-year cost of $700,000.
Assistant City Manager Geoff Patnoe reviewed the Policy & Leadership Department budget,
presented the report and reviewed a PowerPoint presentation (on file in the Office of the City
Clerk).
Administrative Services Director Laura Rocha gave an overview of the Administrative Services
Department budget, presented the report and reviewed a PowerPoint presentation (on file
in the Office of the City Clerk).
Finance Director Zach Korach gave an overview of the city’s revenues and expenses for the
previous fiscal year, including the end of the American Rescue Plan Funding resulting in the
decrease of the Special Revenue Fund, presented the report and reviewed a PowerPoint
presentation (on file in the Office of the City Clerk).
Mark Packard commented that the railroad trenching project is not a capital city project and
that the city will not incur a $5 million expense.
In response to Council Member Acosta’s inquiry regarding capturing reimbursements, grants
and other funds that are available for funding for positions and projects, City Manager

Chadwick explained that the city has a grant writer to secure grants as well as other ways to
achieve additional savings or secure additional funding.
In response to Council Member Acosta’s inquiry, Administrative Services Director Rocha
further explained the 5-year forecast and how the city’s departments are looking at budgets
and spending daily.
City Manager Chadwick further explained the city’s way or auditing and the system of checks
and balances.
In response to Council Member Bhat-Patel’s inquiry, Finance Director Korach explained that
the Utilities positions are funded through the Enterprise Fund, the IT position is funded
through the Internal Service Fund, and the Housing Assistant position is funded through the
Special Revenue Fund.
In response to Council Member Bhat-Patel’s inquiry, Deputy City Manager of Community
Services Barberio further explained the reasons for the elimination of library fees.
In response to Mayor Pro Tem Blackburn’s inquiry, Finance Director Korach explained that
the five-year forecast model has not incorporated any recessionary modeling.
In response to Mayor Pro Tem Blackburn’s inquiry, Administrative Services Director Rocha
explained the difference between a one year budget and a two year budget.
In response to Mayor Hall’s inquiry, Finance Director Korach reviewed a trend-line slide
showing historical trends.
Council Member Bhat-Patel requested information regarding Police Department overtime
costs and employee retention when overtime hours were high.
Minute Motion by Councilmember Norby, seconded by Mayor Pro Tem Blackburn, directing
staff to authorize a one-time transfer of $3 million from unallocated General Fund reserves
into an account to be used towards assisting NCTD and SANDAG to begin technical studies
moving the railroad trenching project forward to be in line with the Five Year Strategic Plan.
Motion failed, 2/2/1 (Bhat-Patel, Acosta – No; Hall – Abstain).

increase the Police Department budget to fund the GUIDE Program. Motion carried, 4/1
(Acosta – No).
