Recommended Action
Adopt a resolution appointing one member to the Housing Commission.
Discussion
Commissioner Joy Evans was initially appointed to the Housing Commission in May 2016 to fill
the unexpired term of Commissioner Mona O’Neill, with a term ending in July 2019.
Commissioner Evans was reappointed in August 2019 but resigned in December 2021 due to no
longer meeting the criteria of her appointment. This left an unscheduled vacancy on the
Housing Commission, with a term ending in July 2023.
The Housing Commission Rental Assistance – Senior category requires that the appointee be
enrolled in the Rental Assistance Program and be at least 62 years of age. Due to the strict
requirements, staff has had some difficulty finding qualified candidates interested in serving on
the commission. When the vacancy was initially filled at the April 19, 2022, City Council
meeting, the resident declined the appointment.
The City Clerk’s Office has advertised the vacancy once again and received applications from
two residents (Exhibit 2) wishing to serve on the Housing Commission in the Rental Assistance-
Senior category. In keeping with City Council Policy Statement No. 88, the Mayor has
recommended the following two residents wishing to serve on the Housing Commission as a
member in the Rental Assistance – Senior category to advance in the process and interview
with the full City Council:
• Mary Copeland – District 1
• Michael Ydigoras – District 3
Carlsbad Municipal Code Chapter 2.40 states that the Housing Commission shall consist of five
members, appointed by the Mayor with the approval of the City Council.

Members of the Housing Commission are subject to the provisions of the California Political
Reform Act and must file statements of economic interest each year and complete two hours of
ethics training every two years.
The Maddy Act (California Government Code sections 54970-54974) requires that on or before
Dec. 31 of each year the legislative body must prepare a local appointments list that contains
the appointive terms of board and commission members that will expire in the next calendar
year, the name of the incumbent appointee, the date of appointment and the term expiration
date. Based on the list, the City Clerk’s Office accepts applications (available on the city’s
website and in the City Clerk’s Office) for any upcoming vacancies.
Fiscal Analysis
This action has no financial impact.
Next Steps
Following the appointment of one member to the Housing Commission, the City Clerk’s Office
will update the commission roster and coordinate the oath of office and the filing of the
appointees’ statements of economic interest and ethics training certificates.
Environmental Evaluation
This action does not constitute a project within the meaning of the California Environmental
Quality Act under California Public Resources Code Section 21065 in that it has no potential to
cause either a direct physical change in the environment or a reasonably foreseeable indirect
physical change in the environment.
Public Notification
This item was noticed in keeping with the Ralph M. Brown Act and it was available for public
viewing and review at least 72 hours before the scheduled meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPOINTING ONE MEMBER TO THE HOUSING COMMISSION
WHEREAS, Commissioner Joy Evans was appointed to the Housing Commission in May 2016 to
