Recommended Action
Adopt a resolution appointing one member to the Senior Commission.
Executive Summary/Discussion
Commissioner Bradley McReynolds was appointed to the Senior Commission in December 2021
to fill the expired term of Commissioner John Rodenhausen. Commissioner McReynolds
resigned from the Senior Commission on May 12, 2022, leaving an unscheduled vacancy with a
term ending in September 2025.
The City Clerk’s Office received six applications from residents wishing to serve on the Senior
Commission. In keeping with City Council Policy Statement No. 88, Mayor Hall has
recommended the following two residents wishing to serve on the Senior Commission to
advance in the process and interview with the full City Council:
•Shirley Bursvold – District 2
•Shelly Sander – District 1
Exhibit 2 includes the applications from both residents.
Carlsbad Municipal Code Section 2.38.020 states that the Senior Commission shall consist of
five members, advises and makes recommendations to the City Council on the special needs
and concerns of senior citizens, including the creation, operation, maintenance, management
and control of senior citizen programs, activities and facilities.

Members of the Senior Commission are subject to the provisions of the California Political
Reform Act and must file statements of economic interest each year, and complete two hours
of ethics training every two years.

The Maddy Act (California Government Code Sections 54970-54974) requires that on or before
Dec. 31 of each year the legislative body must prepare a local appointments list that contains
the appointive terms of board and commission members that will expire in the next calendar
year, the name of the incumbent appointee, the date of appointment and the term expiration
date. Based on the list, the City Clerk’s Office accepts applications (available on the city’s
website and in the City Clerk’s Office) for any upcoming vacancies.
Fiscal Analysis
This action has no financial impact.
Next Steps
Following the appointment of one member to the Senior Commission, the City Clerk’s Office
will update the commission roster and coordinate the oath of office and the filing of the
appointee’s statement of economic interest and ethics training certificate.
Environmental Evaluation
This action does not constitute a project within the meaning of the California Environmental
Quality Act under California Public Resources Code Section 21065 in that it has no potential to
cause either a direct physical change in the environment or a reasonably foreseeable indirect
physical change in the environment.
This item was noticed in keeping with the Ralph M. Brown Act and it was available for public
viewing and review at least 72 hours before the scheduled meeting date.

RESOLUTION NO. 2022-180
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPOINTING ONE MEMBER TO THE SENIOR COMMISSION
WHEREAS, Commissioner Bradley McReynolds was appointed to the Senior Commission in
December 2021 to fill the expired term of Commissioner John Rodenhausen, with a term ending in
September 2025; and
WHEREAS, Commissioner McReynolds resigned on May 12, 2022; and
WHEREAS, an unscheduled vacancy on the Senior Commission exists with a term ending in
September 2025.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.The above recitations are true and correct.
2.The following Carlsbad resident is appointed to serve on the Senior Commission, for a
term ending in September 2025, or until a replacement is appointed.
