IX! SITE DESIGN:
Focus is on reviewing issues such as development standards (setbacks, building height, etc.),
hillside compliance, landscaping, signage, open space requirements, and other physical
aspects of zoning. Plans adequately illustrating these features are needed for review.
0 LAND USE:
Focus is on determining the compatibility of the proposed land use with the existing general
plan and zoning designations, determining whether staff could support a general plan
amendment or zone change, and determining compatibility of the proposed land use with
surrounding land uses.
~ ARCHITECTURE:
Focus is on establishing quality architecture and checking its compatibility with the surrounding
area and against any applicable guidelines or plans. Building elevations or other architectural
information are needed for review.
~ ZONING INTERPRETATIONS:
Focus is on interpreting any aspects of the zoning ordinance.
~ LAND DEVELOPMENT ENGINEERING STANDARDS:
Focus is on reviewing all engineering-related issues, such as grading, drainage, Best

DESCRIPTION
Attached are four sets of plans folded to 8-1/2"x11" each, including the following drawings:
1. Site Plan
2. Basement Floor Plan
3. First Floor Plan
4. Second Floor Plan
5. Roof Plan
6. Section through structure
7. Elevations (all four sides}
Questions:
1. We are showing steps down to the sidewalk (outside of the building setback) -is
this allowed? If not, how can we provide access to the front door since there is an existing
grade difference between the sidewalk and the area that we are building on.
2. We are showing two treads on the west side of the structure that go down to
existing grade. We could grade up to that area.
3. We are showing a rooftop deck, and the glass surround and spiral stair that are
within the setback, however the edge of roof at the roof deck extends 24" into the setback -
please confirm this is agreeable.
4. For lot coverage, we are taking the portions of the building that 'touch the ground',
so the second floor that overhangs the driveway is not included. Please confirm that this is
acceptable, and or provide feedback as to how lot coverage is calculated.

to have a wall or handrail around this? If so, is this allowed as shown (to encroach into the
rear yard setback)?
6. Please confirm that the height we show is acceptable (given that we have a
driveway to the basement area). rT:'t We are considering a 'roof top spa'. If we do this, then the spa will have to be V surrounded by the glass rail, which means that the roof top deck will become a bit larger.
There should be a distance between the spa and the glass rail so that nobody can stand with
their feet on the spa and glass rail at the same time. Are there any stipulations as to how this
would need to be done?
8. What is the sequence of submittals? In other words, I'm assuming there is a
submittal to the H.O.A., or City Council for La Costa Downs Specific Plan submittal and
approval, as well as a submittal to California Coastal Commission (I'm assuming that this is
processed directly with the California Coastal Commission, and not through the city of
Carlsbad to accomplish this)-please clarify.
