The original work was budgeted for $86,475 to update the tool according to stakeholder feedback on the multi-modal level of service (MMLOS) tool and apply the updated tool to all applicable City streets as part of on-going monitoring activities. This effort was originally scheduled to be completed by November 2021 but needs to be extended into the year 2022 resulting from extensive additional review by City stakeholders including the Traffic & Mobility Commission. Requested changes from stakeholders to the tool methodology and the corresponding spreadsheet programming updates will require substantially more effort than anticipated in the original task description. Accordingly, new Tasks A and B are needed to complete the tool updates and re-analyze segments that were analyzed using the previous MMLOS methodology for each mode. The scope of work presented below includes the new tasks required to update the tool based on additional stakeholder input. New Tasks Task A: Tool Updates This task includes updates to the MMLOS tool interface as a result of the recommendations from stakeholders gathered during the MMLOS monitoring effort that began in 2020. Fehr & Peers will work with the City to finalize the desired changes to the tool that will address stakeholder feedback, and we will update the tool accordingly. All elements of the tool may be updated including the Page Zero tab and Glossary tab as necessary. Fehr & Peers will also QA/QC the tool to ensure that the updated tool is functioning properly. This task includes one (1) City review of the updated tool and associated additional updates. Task B: Additional Data Collection of Previously Monitored Streets Due to significant changes to the MMLOS methodology and tool, new data collection is needed for previously collected segments using Google Maps Street View and if necessary, in-person field visits. The previously collected segments cover 29.5 miles of roadways. This task will not include re-segmentation of existing segments or recollection of previously collected data. This new task will occur in conjunction with Task 2.1. Proposed Schedule The proposed Scope of Work is expected to be completed within nine (9) months after the Notice to Proceed. This schedule may need to be adjusted depending on the status of non-essential travel orders and other restrictions resulting from the current COVID-19 pandemic.
