Subject: Visit Carlsbad Agreement
Recommended Action
Adopt a resolution authorizing execution of an agreement with Carlsbad Convention and
Visitors Bureau (Visit Carlsbad) for tourism promotion services.
Item Explanation
Since the inception of the Carlsbad Tourism Business Improvement District (CTBID), the CTBID
Advisory Board has contracted with Carlsbad Convention and Visitors Bureau, a 501(c)(6)
corporation (dba Visit Carlsbad), to provide tourism promotion services for the CTBID. The scope
of those services has included operation of the visitor center, web site development and
administration, group sales, print and internet advertising, public relations and various other
tourism promotion activities identified in the agreement. CCVB develops a program of work and
presents it to the CTBID Advisory Board for approval along with the proposed budget for the
work, which is then included in the CTBID annual report and budget.
At the April 13, 2022 CTBID Advisory Board meeting, CCVB presented to the CTBID Advisory Board
its proposed program of work and budget for fiscal year 2022-23. Based on its review and
discussion of CCVB's proposal, the CTBID Advisory Board directed staff to bring back the
agreement for approval and to include funding for the agreement in the CTBID's 2022-23 annual
report and budget.
Following discussion, if the CTBID Advisory Board would like CCVB to provide promotional and
tourism marketing services for fiscal year 2022-23, as outlined in the agreement, the CTBID
Advisory Board should adopt the resolution in Exhibit 1.
Fiscal Impact
For fiscal year 2022-23, projected revenues for the CTBID are estimated at $5,700,000. The
total payment for this agreement for the twelve-month period is $5,114,170. The CTBID's
reserves as of July 1, 2022, are estimated to be $4,173,227.
Environmental Impact
This action does not constitute a "project" within the meaning of the California Environmental
Quality Act under California Public Resources Code Section 21065 in that it has no potential to
cause either a direct physical change in the environment, or a reasonably foreseeable indirect
physical change in the environment.
