SUBJECT: CDP 11-07/CUP 11-02 – HOME PLANT LIFT STATION & FORCE MAIN
REPLACEMENT – Request for approval of a Coastal Development Permit and
Conditional Use Permit for the construction of a new sewer lift station and
associated piping, located at 2359 Carlsbad Boulevard, within a portion of
Maxton Brown Park, and within public rights-of-way of Carlsbad Boulevard,
State Street, Laguna Drive and Jefferson Street, in the Mello II Segment of the
Local Coastal Program within Local Facilities Management Zone 1.
I. RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolutions No. 6877 and 6878
APPROVING Coastal Development Permit (CDP 11-07) and Conditional Use Permit (CUP 11-
02) based upon the findings and subject to the conditions contained therein.
II. INTRODUCTION
The applicant is requesting approval of a Coastal Development Permit (CDP) and Conditional
Use Permit (CUP) for the construction of a new sewer lift station and associated appurtenances
on a 0.74 acre, previously graded site, located south of Buena Vista Lagoon, west of Carlsbad
Boulevard and east of the North County Transit District’s (NCTD’s) railroad right-of-way. The
proposed sewer lift station will replace the existing sewer lift station, which was originally
constructed in 1963 and rehabilitated in 1991. The existing sewer lift station is in need of
replacement to meet current capacity needs and code requirements, enhance the structural
integrity and decrease the amount of maintenance required.
The applicant also proposes to construct a new 8-inch sewer force main located from the
proposed sewer lift station east within the public rights-of-way of Carlsbad Boulevard, State
Street, Laguna Drive and Jefferson Street. The new force main will be installed parallel to the
existing 10-inch sewer force main to provide redundancy and reduce the amount of low and high
points within the pipeline, which will result in increased flow velocities. This portion of the
project only requires a CDP, as below grade infrastructure is an allowed use in all zones.
III. PROJECT DESCRIPTION AND BACKGROUND
As stated above, the project includes the replacement of an existing sewer lift station with a new
sewer lift station that will meet the necessary capacity and code requirements. The existing
sewer lift station will remain and be modified to function as an emergency storage facility. The
existing structure that houses the generator will not be modified and will continue to operate with
