This plan review is limited to the technical requirements contained in the California version of
the International Building Code, Uniform Plumbing Code, Uniform Mechanical Code, National
Electrical Code and state laws regulating energy conservation, noise attenuation and access for
the disabled. This plan review is based on regulations enforced by the Building Department.
You may have other corrections based on laws and ordinances enforced by the Planning
Department, Engineering Department, Fire Department or other departments. Clearance from
those departments may be required prior to the issuance of a building permit.
Code sections cited are based on the 2019 CBC, which adopts the 2018 IBC.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of
the 2018 International Building Code, the approval of the plans does not permit the violation of
any state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

GENERAL
1. Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted
in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil and the Carlsbad Planning,
Engineering and Fire Departments.
2. Bring TWO corrected set of plans and calculations/reports to EsGil, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all
remaining sets of plans and calculations/reports directly to the City of Carlsbad
Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil only will not be reviewed by the
City Planning, Engineering and Fire Departments until review by EsGil is complete.
PLANS
2. All sheets of the plans and the first sheet of the calculations are required to be
signed by the licensed architect or engineer responsible for the plan preparation.

3. Provide a Building Code Data Legend on the Title Sheet. Include the following
code information for each building proposed:

♦ On the cover sheet of the plans, specify any items that will have a deferred
submittal (trusses, fire sprinklers/alarms, etc.). Additionally, provide the
following note on the plans, per Sec. 107.3.4.1: "Submittal documents for
deferred submittal items shall be submitted to the registered design
professional in responsible charge, who shall review them and forward them
to the building official with a notation indicating that the deferred submittal
documents have been reviewed and that they have been found to be in
general conformance with the design of the building. The deferred submittal
items shall NOT be installed until their design and submittal documents have
been approved by the building official."
INTERIOR WALL AND CEILING FINISHES
4. Provide a note on the plans or on the finish schedule, stating, "Wall and ceiling
materials shall not exceed the flame spread classifications in IBC Table 803.13."
GLASS AND GLAZING
5. Specify on the window schedule the glass type and thickness to show
compliance with Section 2404.
6. Glazing in the following locations should be of safety glazing material in accordance
with Section 2406.4 (see exceptions):
a) Fixed and openable panels of door assemblies.
b) Fixed or operable panels adjacent to a door where the nearest vertical edge
of the glazing is within a 24-inch arc of either vertical edge of the door in a
closed position and where the bottom exposed edge of the glazing is less
than 60 inches above the walking surface.
ROOFS/DECKS/BALCONIES
7. Specify roof slope on the plans.
8. Specify on the plans the following information for the roof materials, per Section
1506.3:
a) Manufacturer's name and product name/number.
b) ICC approval number, or equal.

9. Provide skylight details to show compliance with Sections 2606.5 and 2404, or
specify on the plans the following information for the skylight(s):
a) Manufacturer's name and Model name/number.
b) ICC approval number, or equal.
10. Show the required attic ventilation on the plans. Show "area required" and "area
provided." The net free ventilating area shall not be less than 11150th of the area
of the space ventilated. Section 1202.2.
PLUMBING
11. Per California law, additions or alternations of Commercial projects or Multifamily
Residential projects (condos, apartments and hotels with kitchens) available for
use before January 1, 1994 may require replacement of noncompliant plumbing
fixtures *** by water conserving fixtures:
Please note on the plans the specific plumbing fixtures requiring replacement.
*** "Noncompliant plumbing fixtures" are any of the following:
• Any water closet exceeding 1 .6 gallons/flush.
• Any urinal manufactured to use more than 1.0 gallon/flush.
• Any showerhead exceeding 2.5 gallon/minute.
• Any interior faucet that emits more than a 2.2 gallons/minute.
• Hot water piping is required to be insulated as follows: 1" pipe size or less: 1"
thick insulation, larger pipe sizes require 1 ½" thick insulation. See Table
120.3-A.
• Instantaneous water heaters (rating greater than 2 kW) shall have isolation
valves and hose bibs installed on both the cold water supply and hot water
supply piping. ES 110.3
FIRE PROTECTION
1. In existing buildings, when alterations, repairs or additions requiring a permit
occur (or when one or more sleepin9 rooms are aaEleEI), the dwelling unit shall be
provided with smoke alarms located as required for new dwellings; the smoke
alarms shall be interconnected and hard wired. Exception: Smoke alarms in
existing areas need not be interconnected and hard wired where the alterations
or repairs do not result in the removal of interior wall or ceiling finishes exposing
the structure, unless there is an attic, crawl space, or basement available which
could provide access for hard wiring and interconnection without the removal of
interior finishes. Section R314.2.2.

2. When alterations, repairs or additions are proposed for dwelling units within
which fuel-burning appliances are installed (and in dwelling units having attached
garages), the dwelling unit shall be provided with carbon monoxide alarms
located as required for new dwellings; the carbon monoxide alarms shall be
interconnected and hard wired. Exception: Carbon monoxide alarms in existing
areas need not be interconnected and hard wired where the alterations or repairs
do not result in the removal of interior wall or ceiling finishes exposing the
structure, unless there is an attic, crawl space, or basement available which
could provide access for hard wiring and interconnection without the removal of
interior finishes. Section R315.2.
ADDITIONAL
12. Shower enclosures shall be safety glass.
13. Please show on the sections the recommended insulation of the roofs, the walls
and the floors.
14. Show a self-closing and self-latching door or an automatic-closing and latching
door; either 1-3/8" solid core or a listed 20-minute assembly, for openings
between garage and dwelling. Section R302.5.1.
15. RR 1 recommended 2X10@ 16' oc. But the framing plan shows different.
16. Please show grid lines on the structural plans.

This checklist is intended to assist building permit applicants identify which Climate Action Plan (CAP) ordinance
requirements apply to their projects. The completed checklist must be included in the building permit application. It may be
necessary to supplement the completed checklist with supporting materials, calculations or certifications, to demonstrate
full compliance with CAP ordinance requirements. For example, projects that propose or require a performance approach
to comply with energy-related measures will need to attach to this checklist separate calculations and documentation as
specified by the ordinances.

3. 8,334 sf I 1,000 x 4.5 + 8 = 46 Em lo ee ADT
