Executive Summary/Discussion Carlsbad Municipal Code Section 2.15.020(C) requires that each board or commission provide to the City Council for its approval an annual work plan of activities to be undertaken. The proposed work plan includes activities the Traffic and Mobility Commission anticipates undertaking in FY 2022-23. The purpose of the work plan is to encourage increased dialogue between the Traffic and Mobility Commission and the City Council. It is also intended to ensure that the Traffic and Mobility Commission is working in line with the City Council’s priorities. At its meeting on June 6, 2022, with a vote of 6-0-1 with Commissioner Proulx absent, the Traffic and Mobility Commission approved adding the following input to the proposed work plan for fiscal year 2022-23: 1.Include annual Transportation Demand Management performance updates 2.Remove the request to livestream the Traffic and Mobility Commission meetings In June and July 2022, the Traffic and Mobility Commission worked with the staff liaison to develop and recommend for City Council approval the attached Traffic and Mobility Commission Work Plan for FY 2022-23 – Final Draft (Exhibit 1, Attachment A.) Some items contained in the work plan are multi-year efforts that will carry over into future years. The Traffic and Mobility Commission approved the proposed work plan at its July 5, 2022, meeting with a vote of 5-0-2, with Commissioners Proulx and Fowler absent. The commission recommended the City Council approve the proposed work plan for FY 2022-23 and to have Chair Perez attend the Aug. 16, 2022, City Council meeting to represent the commission. (See Exhibit 2 for the draft meeting minutes.) Aug. 16, 2022 Item #10 Page 1 of 10 Next Steps Once the City Council approves the proposed work plan, future agendas for the Traffic and Mobility Commission will be developed according to the plan. Fiscal Analysis There is no fiscal impact associated with this item. Environmental Evaluation In keeping with state Public Resources Code Section 21065, this action does not constitute a project within the meaning of the California Environmental Quality Act in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment and therefore does not require environmental review. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to scheduled meeting date. II.Duties The City Council has established a goal to have the City of Carlsbad become a leader in multimodal transportation systems and creative approaches to moving people and goods through and within the City of Carlsbad. Consistent with Carlsbad Municipal Code Chapter 2.28, the City of Carlsbad Traffic and Mobility Commission was established. The duties of the Traffic and Mobility Commission are defined as follows by the Carlsbad Municipal Code Section 2.28.050: It shall be the duty of the traffic and mobility commission to study matters concerning  mobility and traffic safety, including implementation of the General Plan Mobility  Element, and to make written recommendations to the city council and planning  commission regarding measures that should be taken to promote mobility and traffic  safety within the city as follows:  A.Review staff studies and reports, and make recommendations to the city council and planning commission on mobility and traffic safety matters, including but not limited to those related to pedestrian, bicycle, vehicular and transit modes of travel, and parking and school safety; B.Provide a public forum to review community input regarding mobility and traffic safety matters, including but not limited to those related to pedestrian, bicycle, vehicular and transit modes of travel, and parking and school safety; C.Review and provide recommendations for revision to the city codes and plans on mobility and traffic safety matters, including but not limited to pedestrian, bicycle, vehicular and transit modes of travel, and parking and school safety. III.FY 2021‐22 Goals & Objectives Consistent with Carlsbad Municipal Code Chapter 2.15, the Traffic and Mobility Commission will provide advisory recommendations within the scope of this work plan. The Traffic and Mobility Commission will focus on the following FY 2021‐22 Goals/Objectives:  1.Goal: Review staff recommendations on the multimodal transportation system, and Aug. 16, 2022 Item #10 Page 4 of 10 provide input based on data, best practices and public input.  a)Objective: Review and provide input on mobility policies, programs, processes and informational reports including the Growth Management Program (GMP) Annual Monitoring Reports, Before/After Studies from the Signal Coordination (CIP) project, Traffic Impact Fee program and other reports within the purview of the Commission. In addition, the Traffic and Mobility Commission will review the list of CIP projects as part of the Transportation Director’s bi‐annual transportation update report. •Schedule: •The annual GMP Monitoring Reports will be presented in the spring of each year. •Staff will provide an annual update to the TMC on the city’s traffic signal program in the spring of each year. •The update of the Traffic Impact Fee program is currently underway and is anticipated to be completed by Fall 2024. b)Objective: Review and provide input on mobility plans currently in process including the annual reporting on progress of the Sustainable Mobility Plan, the Local Roadway Safety Plan (LRSP), Citywide Transportation Demand Management (TDM) Program and receive updates regarding the development of the city’s Traffic Signal Communication System. •Schedule: •Staff will provide annual updates on the progress of the implementation of the Sustainable Mobility Plan in February of each year. •Staff will present the Citywide Transportation Demand Management Ordinance and Handbook for TMC feedback by September 2022. •Staff will present an update to the TMC on the traffic signal communication system in FY 2022‐23. •Staff will provide an annual performance report on the city’s TDM program including metrics regarding the number of active program participants, compliance with TDM plans, and other performance metrics. c)Objective: Review and provide input on Carlsbad Residential Traffic Management Program projects and proposed traffic control devices such as parking restrictions, speed limits, stop signs, roundabouts and traffic signal evaluations. •Schedule: •Staff will present Residential Traffic Management projects and traffic control device evaluations to the TMC on an on‐going basis d)Objective: Review and provide input to the new Mobility Systems Evaluation and Aug. 16, 2022 Item #10 Page 5 of 10 Monitoring (MSEM) manual including: Transportation Impact Analysis (TIA)  Guidelines,  Growth Management Program Annual Traffic Monitoring Manual,  vehicle level of service (LOS) evaluation methods, multimodal (pedestrian, bicycle  and transit) LOS evaluation methods and Vehicle Miles Traveled (VMT) Analysis  Guidelines.  •Schedule: •Staff will return to the TMC with proposed revisions to the TIA guidelines and vehicle level of service (LOS) evaluation methods in fall 2022 with City Council adoption anticipated by end of 2022. •Staff is currently working with the TMC ad‐hoc committee to revise the MMLOS methodology and expects to return to the TMC in summer 2022 to review and approve the proposed methodology updates. e)Objective: Provide opportunities for public input on scheduled city projects that have the potential to improve mobility options. •Schedule: •Staff will present mobility related projects to the TMC on an on‐going basis. 2.Goal: Focus on mobility around school locations including safety. a)Objective: Review and provide input on significant mobility and safety projects near schools. Proactively engage the school district in Safe Routes to School (SRTS) planning and work with the schools to develop SRTS and access plans. b)Objective: Receive informational reports from the Carlsbad Police Department regarding school traffic education and enforcement. •Schedule: •Staff will present mobility and safety projects near school sites to the TMC on an on‐going basis. •The Carlsbad Police Department will provide monthly updates to the TMC during the regularly scheduled meetings. 3.Goal: Enhance transparency. a)Objective: Propose upgrades of the city website to enhance public input related to mobility issues. Motion by commissioner Coelho, seconded by Commissioner Newlands to include the following comments: • Staff shall provide notification to residents on Jefferson Street north of Las Flores informing them of the removal of on-street parking on the east side of Jefferson Street • Staff shall ensure that the traffic study for the improvements on Carlsbad Boulevard include analysis of pre-COVID traffic conditions • After implementation of the proposed improvements on Cannon Road at Paseo Del Norte, staff shall review the project for potential implementation of a bike box at the westbound approach of Cannon Road • After implementation of the proposed improvements on Carlsbad Boulevard staff shall evaluate options to reconfigure the parking lot north of Island Way to accommodate the maximum number of vehicles Motion carried: 5/0/0/2 (Absent: Commissioner Proulx and Commissioner Fowler) 3. PRELIMINARY CONCEPTUAL DESIGN OF THE SOUTH CARLSBAD BOULEVARD CLIMATE ADAPTATION PROJECT– Receive a report from staff regarding the Preliminary Conceptual Design of the South Carlsbad Climate Adaptation Project and the results of the public outreach effort; and, 1. Receive public comments 2. Discuss and provide comments to staff on the three design options identified in the presentation 3. Transportation Director Frank and Senior Program Manager Hentrich presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk) PUBLIC COMMENT: Bill Canepa requested that staff reconsider the options specially the roundabout at Solamar Drive, he suggested that staff gather more resident’s input. Jim Davidson requested that staff reconsider the roundabout on Solamar Drive Motion by Vice-Chair Linke, seconded by Commissioner Newlands to include the following comments: • Recommended that sharrows be provided within the inscribed circle of the roundabouts Aug. 16, 2022 Item #10 Page 8 of 10 Page 3 of 4 • The traffic impact analysis results should be provided to the Traffic & Mobility Commission for review prior to going to City Council • The shared use paths around each roundabout shall be constructed of concrete and not decomposed granite • Recommended that City Council form an advisory committee for further review of the South Carlsbad Boulevard project Motion carried: 5/0/0/2 (Absent: Commissioner Proulx and Commissioner Fowler) Motion by Vice-Chair Linke, seconded by Commissioner Coelho requesting that a Special Traffic & Mobility Commission meeting shall be convened on Aug. 18, 2022, to review the results of the traffic impact analysis and alternatives analysis. UPDATE ON TAMARACK AVENUE AND VALLEY STREET PEDESTRIAN SIGNAL PROJECT – Receive a presentation regarding the Tamarack Avenue and Valley Street Pedestrian Signal Project and provide input to staff. (Staff Contact: John Kim and Miriam Jim, Public Works) Staff’s Recommendation: Support staff’s recommendations. City Traffic Engineer Kim and Senior Engineer Jim presented the report and reviewed a PowerPoint presentation (on file in the office of the City Clerk) PUBLIC COMMENT: Tim Morgan requested that staff stop the project because of the many issues and address the speed problems. Jason Oziel commented on the lack of public input on the design of Tamarack Avenue and Valley Street crosswalk improvement. Please stop this project and start addressing the speed issue. Jean-Marc Dumouchez commented on the speed problem on Tamarack Avenue and suggested that staff consider a roundabout on Tamarack Avenue and James Street. Jim Young commented on the design implementation of the crosswalk of Tamarack Avenue and Valley Street that in his opinion if over engineered and does not solve the speeding problems. Michael Zepeda commented on the lack of public input on this project and requested that staff consider reevaluating the hybrid signal installation at the crosswalk of Tamarack Avenue and Valley Street. 5. TRAFFIC AND MOBILITY COMMISSION FISCAL YEAR 2022-23 WORKPLAN– Review and approve the final Fiscal Year 2022-23 Traffic and Mobility Commission Workplan and appoint a commissioner to represent the Traffic and Mobility Commission at the City Council meeting where the Work Plan will be presented for City Council consideration.
