APPROVAL OF MINUTES: Minutes of the Regular Meeting held June 14, 2022 Subcommittee Member Acosta made the motion to pass the minutes. Mayor Hall seconded the motion. The motion passed unanimously, 2/0. SUBCOMMITTEE COMMENTS & ANNOUNCEMENTS: None. NEW BUSINESS: Item 1.State and Federal Legislative Reports Recommendation: Receive updates from representatives of U.S. Congressman Mike Levin, State Senator Patricia Bates and State Assemblymember Tasha Boerner Horvath, and provide feedback. The subcommittee received an informational re port from Jonathan Aviles from Senator Pat Bates's office. Item 2.California Public Utilities Commission -Local Government Liaison Update Recommendation: Receive an informational update and overview of the California Public Utilities Commission's policy and regu latory work concerning the telecommunications, energy, transportation, and water industries, and provide feedback. California Public Utilities Commission liaison Jesus Torres presented the report an d reviewed a PowerPoint presentation (on file in the Office of the City Clerk). The subcommittee received the report. Item 3. Legislative Update and Advocacy Report Recommendation: Receive an update on state and federal legislative and budget activity and recent and ongoing advocacy efforts; discuss and provide feedback to staff, including identifying high-priority bills, advocacy positions, and items for future City Council consid eration. Renne Public Policy Group (RPPG) Director of Government Affairs Dane Hutchings presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). Motion by Subcommittee Member Acosta, seconded by Mayor Hall, to take a neutral unless amended position on AB 2838. Mayor Hall seconded the motion. The motion passed unanimously, 2/0. Motion by Subcommittee Member Acosta, seconded by Mayor Hall, to take a support position on AB 2838. The motion passed unanimously, 2/0. The committee requested that RPPG and staff conduct additional research on AB 1985 (Rivas), including a review for consistency with the city's legislative platform, and develop a recommendation regarding the city's position on the bill. The subcommittee received the report. SUBCOMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS: Subcommittee Acosta requested staff to plan to have a representative from the Governor's office attend a future meeting.
