Preventing Homelessness
Rent Relief
●In 2021, Governor Newsom rapidly launched a federally-funded emergency rental assistance program, distributing $1.7B to over 147,000 low-income California households to date.
Mortgage Relief
●Last month, the state launched its $1B California Mortgage Relief Program for homeowners who have fallen behind on home payments or reverse mortgage arrearages during the COVID-19 pandemic.●Applications can be found online in multiple languages at www.camortgagerelief.org●Additional housing resources can be found at www.housing.ca.gov
Homelessness & Behavioral Health
Last year’s budget invested $12B to address homelessness, this year’s budget invests an additional $3.4B over three years.
CARE Court
●$64.7M in 2022-23 and roughly $49M for the Department of
Health Care Services, the Judicial Branch, and the
Department of Aging to administer CARE Court.
●There is over $1B for the CARE economy workforce, to bolster
our state’s health and human services workforce.
Additional Budget Investments
●Last year we invested $3B in mental/behavioral health housing
●This year add an additional $1.5B over 2 years to expand
bridge housing for individuals with complex behavioral
health needs
●$1.4B to add qualifying community-based mobile crisis intervention services as a Medi-Cal covered benefit to assist
these types of efforts.
Housing
●The Budget invests an additional $2.9 billion in the 2022 Budget,
for a total housing package of $11.2 billion over multiple years.
●$150M in 2021-22 to augment the $1.5B provided for Homekey
2.0 & $1.3B for 2022-23.
●$450M to convert existing commercial or office space to
affordable housing.
●$325M to augment the Multifamily Housing Program, which
provides loans for new construction and preservation of
permanent and transitional rental housing for lower-income
households.
●Additional $250M to the $1.75B allocated in 2021-2022 for the
California Housing Accelerator Program for affordable housing
projects awaiting awards from the California Tax Credit
Allocation Committee.
●$100M to expand affordable housing development and
adaptive reuse opportunities on state excess land sites.
Infrastructure
●Invested $7.7B over four years to high-priority transit and rail infrastructure
projects throughout the state.
●$1B for Active Transportation Program projects that encourage the
increased use of active modes of transportation
●$2.2B to support strategic energy reserve resources that will be available
when the grid is stressed.
●$300M for the extension of the LOSSAN Rail Corridor to increase ridership,
revenue, capacity, reliability, coordination and safety on the coastal rail line
between San Diego, Los Angeles and San Luis Obispo.
●Governor Gavin Newsom named former Los Angeles Mayor Antonio
Villaraigosa to serve as an Infrastructure Advisor to the State of California,
working with local, state and federal leaders to identify priority projects and
maximize access to federal funding across all regions of the state.
●$180M Greenhouse Gas Reduction Fund to advance organic waste
infrastructure and support a circular economy that recognizes waste as a
resource, shifting the state’s focus to a more resilient and renewable
economy in California.
●$120M for the Climate Ready Program for purposes of funding nature-based
projects to address sea level rise.

efforts
