(GeoTek) has completed a geotechnical review of the referenced construction plans with consideration of GeoTek’s and Geosoils, Inc. geotechnical reports to provide remedial grading recommendations for the offsite public improvements for the subject site. GeoTek performed a geotechnical evaluation specific to the western portion of the County of San Diego’s assessor’s parcel number, which is bisected from the east by Aviara Parkway. It is GeoTek’s understanding that Aviara Parkway and Laurel Tree Lane were constructed with geotechnical guidelines similar to current practices, as the grading ordinances for the City of Carlsbad and industry practice have not changed considerably. Furthermore, the roadway embankment fills have been accepted by the City of Carlsbad. WERMERS COMPANIES Project No. 3740-SD Public Improvements Along Laurel Tree Lane March 24, 2022 Aviara Apartments, 6145 Laurel Tree Lane, Carlsbad, California Page 2 Although the road and existing embankment fills have been observed to be in good condition, remedial grading for support of new embankment fills should be performed prior to construction of the embankments and proposed improvements on the east parcel. Based on Geosoils 2016 report for the eastern side of the parcel, all alluvium and the upper weathered bedrock was considered to be unsuitable to support settlement-sensitive improvements. In preparation for the public improvements to be constructed prior to private improvements being constructed, remedial grading of the fills should be performed to avoid unnecessary setbacks or deepened foundations, or reduce the potential depth of deepened foundations. Geosoils’ recommended remedial grading for the eastern parcel on the order of 17 feet below the ground surface. Laboratory data within the Geosoils report is sparse, provided additional data is obtained during remedial grading that support reduced depths of remedial grading, more shallow removals may be warranted, without the recommendation for deepened foundations or setbacks of foundations. Based on this review, it is GeoTek’s opinion that the provided and reviewed plans have been prepared utilizing the soil engineering design parameters and recommendations provided in the referenced reports. These plans are considered to be geotechnically suitable. (GeoTek) has prepared this letter to respond to City of Carlsbad 3rd party (Heatherington Engineering, Inc.) geotechnical review comments and to provide a second geotechnical review of the referenced construction plans with consideration of GeoTek’s and Geosoils, Inc. geotechnical reports and recommendations. The second plan review includes geotechnical commentary regarding City of Carlsbad plan review comments by MBI. Copies of both Heatherington’s and MBI’s review comments are included in Appendix A. Review Comment It appears preliminary public works (street grading and pavement) recommendations were provided in Reference 1. The Consultant should review the project improvement and grading plans (Reference 5), provide any additional and/or updated geotechnical recommendations considered necessary, and confirm that the plans have been prepared in accordance with the geotechnical recommendations (Heatherington, 2022). Response to Review Comment Reference 1 (Geosoils, 2016) provided preliminary pavement design/construction recommendations for private streets. GeoTek understands that the private street recommendations provided in Geosoils’ report do not apply to proposed public street improvements. The preliminary street structural sections noted in Geosoils’ report and plans WERMERS COMPANIES Project No. 3740-SD Public Improvements Along Laurel Tree Lane May 6, 2022 Aviara Apartments, 6145 Laurel Tree Lane, Carlsbad, California Page 2 are preliminary and final pavement design will be provided once the proposed embankment fills have reached rough grade elevations. A representative sample of the subgrade material can be performed and final recommendations can be provided. Remedial grading recommendations were provided in Geosoils’ report that encompassed both the east and west side of the Aviara Apartment project. The report was reviewed by GeoTek and a supplemental evaluation for the west portion of the parcel was performed to address recommendations provided by Geosoils. It should be noted that Geosoils recommended all road embankment fills be removed and recompacted. This recommendation was provided without evaluation of the consistency of the embankment fills. As part of GeoTek’s evaluation (GeoTek, 2021), public records were requested regarding geotechnical information for the construction of Aviara Parkway. The records request returned a preliminary soils report for the construction of Aviara Parkway, however, an as-graded soils report was not provided. During construction of Aviara Parkway a private driveway with an embankment was constructed on the project site. The private driveway embankment was evaluated as part of GeoTek’s 2021 report. GeoTek’s conclusion with regards to the embankment fills was that the existing fill was found to be suitable to support the proposed improvements provided the upper two feet of the driveway’s subgrade was reprocessed. As the embankment fills for Aviara Parkway were apparently accepted by the City of Carlsbad following construction, and inference by association can be drawn from the embankment fill evaluation, as well as the lack of evidence of low compacted fills, it was GeoTek’s conclusion in our 2022 addendum and plan review letter that the proposed improvements are geotechnically suitable. No further recommendations are deemed necessary. Plan Review GeoTek performed a review of the referenced S.B. & O plans. Detail A/8 noted Stalite structural soil be constructed within the tree basin BMPs. GeoTek has reviewed the properties of Stalite and conclude that Stalite is geotechnically suitable to support the proposed improvements. Based on this review, it is GeoTek’s opinion that the provided and reviewed plans have been prepared utilizing the soil engineering design parameters and recommendations provided in the referenced reports. These plans are considered to be geotechnically suitable.
