Executive Summary/Discussion The San Diego County Registrar of Voters is requesting the use of the following additional city facilities as voting centers for the 2022 General Election: • Alga Norte Community Park Meeting Room 301, 6565 Alicante Rd. • Stagecoach Community Center Activity Room, 3420 Camino de los Coches These facilities would be used for vote centers from Friday, Nov. 4, 2022, through Wednesday, Nov. 9, 2022. The City Council approved the Registrar of Voters’ previous request to use the Calavera Hills Community Center Activity Room and Pine Avenue Community Center Gym as voting centers for an 11-day period. To help minimize the scheduling burden on the city, in its new request, the Registrar of Voters is asking to use the rooms at Alga Norte and Stagecoach for just four days and has reduced the number of days it would use the Pine Avenue Community Center Gym to four days. California Elections Code Section 12283(b)(2) states, If a … county elections official specifically requests the use of a … public building for polling places, or vote centers beginning up to 10 days before the election and continuing through election day, as well as during key dates necessary for drop-off, set-up and pick-up of election materials, as determined by the elections official, the governing body having jurisdiction over the particular … public building shall allow its use for the purpose requested. The rooms being requested would be used as voting centers, which replaced traditional neighborhood polling places in the county in 2021 in keeping with the California Voter’s Choice Aug. 30, 2022 Item #8 Page 1 of 21 Act. These centers can be open for up to 11 days in a row. Voters can visit these centers to vote, register and vote the same day, drop off their ballots, vote with an accessible voting machine or get help and voting materials in multiple languages. For the 2022 General Election, vote center locations operating under the expanded 11-day timeframe must be made available for voting from Saturday, Oct. 29, 2022, through Monday, Nov. 7, 2022, from 8 a.m. until 5 p.m. and on Tuesday, Nov. 8, 2022, from 7 a.m. until 8 p.m. Timeline Friday, Oct. 21 Delivery of supplies begin Friday, Oct. 28 Access for 3.5 hours to complete set-up by 4:00 p.m. Saturday, Oct. 29 First day of voting Tuesday, Nov. 8 Election Day, last day of voting Wednesday, Nov. 9 Access for 2 hours to breakdown by 4:00 p.m. Friday, Nov. 18 Last day for supplies to be picked up The Registrar of Voters’ recent request for use of the Alga Norte Community Park Meeting Room 301 and the Stagecoach Community Center Activity Room, would operate on a shorter timeline. Timeline Friday, Oct. 28 Delivery of supplies begin Friday, Nov. 4 Access for 3.5 hours to complete set-up by 4:00 p.m. Saturday, Nov. 5 First day of voting Tuesday, Nov. 8 Election Day, last day of voting Wednesday, Nov. 9 Access for 2 hours to breakdown by 4:00 p.m. Friday, Nov. 18 Last day for supplies to be picked up This timeframe still allows for the Registrar of Voters staff to drop off materials, conduct training, set up voting devices, and then breakdown and pick up all materials. In addition, the Registrar of Voters is requesting the use of eight tables, 12 chairs and access to five duplex electrical outlets. Fiscal Analysis California Elections Code Section 12283(b)(1) allows the city to provide these facilities for the Registrar of Voter’s use without cost to the county, although the county has previously provided the city with a small stipend for the county’s use of city facilities. Providing use of the Alga Norte Community Park Meeting Room 301 and Stagecoach Community Center Activity Room for the General Election will result in a decrease in revenue generated from the day-to- day use of these facilities. Because of the nature of the programming and incidental use, staff are unable to determine an accurate fiscal impact at this time.
