This report presents the geotechnical observations and the results of testing performed by NOVA Services, Inc. (NOVA) during grading for the above-referenced project. The report addresses only the geologic and geotechnical considerations associated with the project’s construction.
The services described herein were performed by NOVA for Affirmed Housing Group during the period of October 27, 2020 to May 19, 2022. NOVA was retained by Affirmed Housing Group, Inc. as Geotechnical Engineer-of-Record (GEOR) for this work.
Based on the observations and testing reported herein, it is the opinion of NOVA that the geotechnical aspects of the grading are in compliance with the approved geotechnical reports and the grading plans. The site is considered geotechnically suitable for its intended purpose.
BACKGROUND
Location
The three-story apartment building is located at 965-967 Oak Avenue in the city of Carlsbad, California. The site is bounded by Oak Avenue to the north and residential developments to the
east, west, and south.
Project Description
The new development consists of a three-story apartment building with parking areas, driveways, underground utilities, hardscapes and associated landscaping features.
Permitted Design Documentation
Geotechnical Geotechnical reports referenced for the design of the project are:
(i) Geotechnical Engineering Report, Proposed Apartments, 965-967 Oak Avenue, Carlsbad, California, Christian Wheeler Engineering, File No. 2160236.01, June 3, 2016 (hereinafter, ‘CWE 2016’).

(ii) Update Geotechnical Engineering Report, Proposed Three-Story Apartment Building,
965-967 Oak Avenue, Carlsbad, California, NOVA Services, Project No. 3019096, March 11, 2020 (hereinafter, ‘NOVA 2020’).
Construction The permitted construction drawings are:
(i) Precise Grading Plans, Kettler Leweck Engineering, change update June 5, 2020 (hereinafter, ‘KLE 2020’). (ii) Foundation Plans, Harris & Sloan, June 10, 2020 (hereinafter, ‘H&S 2020’).
OBJECTIVES AND SCOPE OF NOVA’S SERVICES
Objectives
The objectives of the work reported herein were twofold, namely: (i) to observe geologic conditions encountered during grading; and (ii) to document, by testing and observation, that the earthwork/grading was completed in conformance with the requirements of the design documentation listed above.
Scope
To accomplish the above objectives, NOVA undertook the scope of services abstracted below
during construction.
1. Observation and Testing. NOVA performed observation and testing as requested by the
contractor during rough grade operations (removals and compaction) and post-grade
operations (utility backfill, paving, and flatwork). Quality Assurance (QA) in-place density
testing of soils placed as compacted fills and backfills was performed after ASTM D6938
(‘In-Place Density and Moisture by Nuclear Methods’) and ASTM D8167 (‘In-Place
Density and Moisture by Non-Nuclear Methods’). Testing of asphalt concrete was
performed after ASTM D2950 (‘In-Place Density of Bituminous Concrete by Nuclear
Methods’).
The approximate locations of the density tests conducted for this work are shown on the
attached Plate. The laboratory test results are presented in Table I. The field in-place density test results are summarized in Table II.
2. Laboratory Testing. The field density testing was supported by laboratory testing of
representative samples of soils utilized for fills, backfills, and pavement materials. The
test results are presented in Table I. The indications of this testing are the basis for
NOVA’s judgments regarding the relative compaction of the fills placed.
3. Technical Support. NOVA provided periodic technical support in response to
geotechnical-related issues during construction.

4. Reporting. NOVA provided reporting during the conduct of the work. Preparation of this
report completes NOVA’s scope of services.
OBSERVED SOIL AND GEOLOGIC UNITS
General
The adequacy of earthwork was determined in part by observation of earthwork operations by NOVA staff familiar with the requirements for earthwork in the Carlsbad area and familiar with both the specific intent and specific requirements of this project. This observation was the basis for selection by NOVA of locations for testing of density and for recovery of samples for
laboratory testing.
NOVA’s observations during the grading excavation operations indicate that subsurface conditions within the limits of excavation were generally consistent with those anticipated and
described in the approved geotechnical report (CWE 2016).
The following subsections provide detailed discussion regarding NOVA’s observations of the geologic units and geologic structure encountered during mapping.
Artificial Fill (af)
The improvements are built entirely on engineered artificial fill (af). The purpose of the fill is to provide a building pad of engineered soils for development of shallow foundations. Fill extends to
a depth of approximately +60 to +66 feet msl.
Old Paralic Deposits (Qop)
Old paralic deposits were observed to consist of moist, dense, silty sand. No groundwater was encountered.
CONSTRUCTION SUMMARY
General
NOVA performed periodic observation of earthwork operations at times requested by the Contractor. The description of earthwork operations provided in the following subsections reflects observations by NOVA during its presence on-site and may not reflect all work by the Contractor.
Construction of relevance to this report was completed during the period of October 27, 2020 to May 19, 2022.
The General Contractor for the project’s development was HA Builders, Inc. The specialty earthwork subcontractor was Whillock Contracting. Utilities were installed by Ranbar Plumbing and electric utilities were installed by SCS. Pavement materials were completed by Frank and Son Pavement as well as Xpress Concrete. Hardscapes and respective subgrade and base preparation was completed by Xpress Concrete.

EARTHWORK
Site Preparation
Prior to earthwork operations, debris, topsoil, and vegetation in the areas being improved were
removed and disposed of offsite.
Operations
The grading subcontractor utilized a variety of medium to heavy-duty equipment to perform the earthwork. Equipment included: wheel loaders scrapers, graders, backhoes, tracked excavators, rollers, and sheepsfoot compaction wheels. Manually operated reciprocating hammers and walk behind rollers were used where access to larger equipment was limited.
Building Pad
Grading Earthwork consisted of remedial grading to prepare a suitable building pad and may be generalized to have included the stepwise sequence of operations described below.
1. Step 1, Over Excavation. The existing engineered fill was excavated to a depth of 60.5 to 66 feet msl and extended laterally about 5 feet outside of the building limits, where feasible. Excavated soils were staged for later replacement. 2. Step 2, Densification. A representative from NOVA approved the bottom of excavations exposed by Step 1. The bottoms of the removals were scarified, moisturized and compacted prior to placing fills.
3. Step 3, Backfill. Excavated soils were backfilled consistent to the material and placement requirements described in CWE 2016. Backfill was moisture conditioned to near optimum
moisture content and compacted to at least 90% relative compaction after D1557.
Utilities
NOVA observed backfilling operations for several utility line trenches. Site sourced or imported characteristically sandy utility backfill was moisture conditioned to near optimum moisture content and compacted to at least 90% relative compaction using manually operated reciprocating hammers and a sheepsfoot wheel attached to a tracked excavator.
Flatwork/Pavers
Subgrade preparation for flatwork and pavers consisted of scarifying the upper 12 inches of
existing soils, and replacing the excavated soils as new fill densified to at least 95% relative
compaction.
Right-of-Ways
Utility tie-in and pavement patches within the city right-of-ways (ROW) were prepared in the general sequence of operations described below.

1. Step 1, Utility Tie-In Backfill. NOVA observed backfilling operations for several utility line trench tie-ins within the City Right-of-Ways. Characteristically site sourced or imported sandy utility backfill was moisture conditioned to near optimum moisture content and compacted to at least 90% relative compaction using manually operated reciprocating hammers and a sheepsfoot wheel attached to a tracked excavator.
2. Step 2, Subgrade Preparation. Subgrade soils were scarified about 12 inches, moisture
conditioned, and compacted to at least 95% relative compaction.
3. Step 3, Base Course. An approximate 6- to 8-inch-thick layer of recycled Class II
aggregate base was placed and densified to at least 95% of the material’s maximum
density.
4. Step 4, Wearing Surface. An approximate 5- to 6-inch-thick section of the asphaltic
wearing surface within Oak Avenue was placed in lifts and densified by a vibratory roller.
Pavement surface asphalt patches were eventually milled about 2 to 3 inches and
repaved with new hot mix asphalt concrete densified to at least 95 percent relative
compaction.
Foundations
NOVA observed soils exposed during excavation for both isolated and continuous foundations
for the support of the planned structure and for ancillary site walls with exception of property boundary walls.
At the time of observation, the foundation excavations were observed to be minimally
dimensioned with the geotechnical recommendations and embedded into a proper bearing stratum comprised of compacted fill observed and testing by NOVA.
CONCLUSIONS AND LIMITATIONS
Conformance with Design
Based on the observations and testing reported herein, NOVA certifies that the soil engineering and engineering geologic aspects of the grading have been completed in conformance with the requirements of the approved geotechnical reports and the grading plans (Drawing#523-5A).
Limitations
Testing and Observation This report presents opinions, information, and data relative to the earthwork at the subject site. Representatives of NOVA conducted testing and made observations as requested during the progress of the construction to evaluate conformance with the project requirements. The testing by NOVA indicates that the earthwork observed conformance with the project requirements for placement and densification.

Results presented herein are only representative of the samples and areas tested. As with any manufactured product, there are statistical variations in the uniformity of an earth fill and in the accuracy of the test used to measure its qualities. As compared with other manufactured products, earthwork has usually wider fluctuations in both the product and the test results. Variations in material properties are inherent in any earthwork operation and should be expected.
Survey References to elevations and locations herein were based on surveyors or grade checker stakes in the field and from the project grading plans prepared by KLE 2020. NOVA did not provide construction surveying services. NOVA has no opinion regarding the accuracy of the elevations
or surface geometry with respect to the approved plans.
Supervision The presence of NOVA personnel during the work progress did not involve any direct supervision
of the contractor or his work forces. Professional and technical advice and recommendations were periodically provided to the owner during the conduct of the work, based upon NOVA’s observations and evaluations.
