Consultant will use his professional judgment and will perform his services using that degree of care and skill ordinarily exercised wider similar circwnstances, by reputable fowidation engineers and/or engineering geologists practicing in this or similar localities. In assisting Client, the Consultant may include or rely on information and drawings prepared by others for the purpose of clarification, reference or bidding; however, by including the same, the Consultant assumes no responsibility for the information shown thereon and Client agrees that Consultant is not responsible for any defects in its services that result from reliance on the information and drawings prepared by others. Consultant shall not be liable for any incorrect advice; judgment or decision based on any inaccurate information furnished by the CLient or any third party, and Client wiU indemnify Consultant against claims, demands, or liability arising out of, or contribute to, by such information. Unless otherwise negotiated in writing, Client agrees to limit any and all liability, claim for damages, cost of defense, or expenses to be levied against Consultant on account of design defect, error, onussion, or professional negligence to a swn not to uettd kn thousand dollan or ch■rced fees wh.ichever it less. Client shall not be obligated under this provision to indemnify Consultant for Consultant's sole negligence or willful nusconduct Client shall grant free access to the site for all necessary equipment and personnel and Client shall notify any and all possessors of the project site that Client has granted Consultant free access to the project site at no charge to Consultant unless expressly agreed to otherwise in writing. If Client is not the property owner for the subject Project, Client agrees that it will notify the property owner of the terms of this agreement and obtain said property owner's approval to the terms and conditions herein. Detailed analysis of the subgrade soils and related settlement was beyond the scope of our work. e) This report is subject to the Terms and Conditions enclosed to this report and incorporated herein by reference. SITE DESCRIPTION 2.1 2.2 Location The site is located southwest of the intersection of Cosmos Court and Corte de la Pina, in the city of Carlsbad, California. Exterior Surface Site Conditions a) The parcel is developed with a two-story commercial structure on a relatively level building pad. A concrete walkway and a concrete patio area extend along the northwestern side of the building area. b) The ground surface is level from the northwestern edge of the building for distances ranging from 9 feet (northeast end) to 60 feet (southwest end). A I 0-to 15-foot high slope descends from the edge of the level area at a 2: I (horizontal:vertical) gradient down to the bottom of a drainage channel. Portions of the channel were noted to contain standing water during the time of our site visit. c) A ½-to ¾-inch crack, trending nearly parallel to the direction of the slope, was observed to extend through a part of the concrete patio. 2.3 Subsurface Conditions a) We accessed the City of Carlsbad online records system to research any records of soils reports and/or grading reports/plans pertaining to the subject property. An Update Soil and Geologic Investigation report and two Interim Reports of Engineering Observation of Grading and Testing o/Fill, prepared by Woodward-Clyde Consultants (WCC) were found and reviewed (See References above). Horizon Underpinning January 31, 2022 Project 9303-07 Page 3 b) Based on our review of the WCC reports, mass grading was accomplished during 1974, during which the northwest two-thirds of the site was filled with up to 35 feet of compacted soil. Grading operations were reported to have been observed and compaction tests were performed by Lowney/Kaldeer Associates. A total of ten borings were drilled, logged and sampled by WCC. Two of the borings (Borings B-3 and B-5) located closest to the su~ject building encountered 31 to 33 feet of damp to very moist and generally medium dense Sandy to Silty CLAY fill overlying dense Silty Clay and Clayey SAND belonging to the Delmar Formation. It was the opinion of WCC that the existing fill was suitable as foundation bearing material. c) Our review of the Site Plan enclosed in the WCC investigation report shows a 30-foot wide easement crossing through the northwesterly comer of the subject building (Building A). It was discussed in the report that the 30-foot wide Buena sewer easement traversing the northwest corner of the project was to be relinquished, however, the existing I 0-foot wide easement, lying within the 30-foot wide easement was to remain and that the foundation of Building A would abut this 10-foot wide easement. d) WCC recommended in their investigation report that the upper 12 inches of existing fill be scarified, moisturized as required and recompacted prior to constructing footings or the adding of new fill. e) The Interim Reports of Engineering Observation of Grading and Testing of Compacted Fill prepared by WCC indicated that the grading operations during the years of 1981-1982 generally consisted of excavating alluvium, loose surficial soils and a minimum of 1 foot previously placed fill, scarifying, water and compacting the areas to receive fill. Review of the field density test summaries indicated that approximately 4 feet of new compacted fill was placed under the building pad of the subject building (Building A). The 1982 dated interim report stated that moderately to highly expansive fill was placed within 2 feet of rough grade on the subject lot. However, the report makes no mention of the sewer easement, quality of the sewer trench backfill soils, depth of the sewer trench and if any of the backfill was removed during the grading operations. f) During the latter part of the grading period, the eastern portion of the drainage channel north of the Lot I (subject lot) was reported to have been cleaned by removing loose soils down to firm competent material in preparation for placing a 66-inch reinforced concrete storm drain extension. The channel was stated to have been filled with compacted soil and the pipe was placed and backfilled. Unobserved fill placed to extend the northern portion of Building A, Lot 1 (subject building/lot) was also reported to have been removed and recompacted from approximately footing Line "A" northerly. CONCLUSIONS AND RECOMMENDATIONS a) A manometer (floor level) survey was conducted inside of the northwestern portion of the building on November 4, 2021. Our review of the floor level survey and discussions with you indicates that from the southeast portion of the building, the slab has dropped about IO inches in 180 horizontal feet and for the northwest portion it dropped additional 6.4 inches in 24 horizontal feet. The lowest elevations were noted to exist nearest the northeasterly corner of the building. A copy of the manometer survey provided to us is enclosed. b) On December 21, 2021, a 27-foot deep test pier was installed along the foundation near the area of the lowest slab elevation. Based on our review of the pier installation report, the lift force was reported to generally increase from 4,166 lbs. in the upper 3 feet to 25,000 lbs. at a depth of 27 feet. A gradual increase in the drive pressure was noted with a pressure of 3,000 lb/ft2 during the pushing of the last 3- foot section. A copy of the pier installation report is also enclosed. c) It should be noted that no field exploration or laboratory testing was conducted to assess the current subsurface soil conditions. Therefore, strictly based upon the review of the available, referenced geotechnical reports, it is our opinion that the distress may be attributed to several reasons. i) Settlement/heaving of the underlying soils; ii) Poor drainage; iii) Quality and depth of the sewer trench backfill; iv) Concentrated excessive load from the foundation onto the subsurface soils; v) Saturation of the foundation soils; vi) Construction quality including that of the fill slope northwest of the building. d) Global Geo-Engineering, Inc. has not been requested to complete a geotechnical analysis or any lab testing of the on-site soils. Consequently, it is unknown if the subsurface soils are settlement prone, expansive, corrosive or in need of special design considerations to mitigate damage to or the early degradation materials, rebar, and related improvements. Global Geo-Engineering, Inc. makes no warranty regarding the unverified depth, quality of the subsurface soils and the performance of the building after the pier installation. Global Geo-Engineering, Inc. would be pleased to conduct a detailed geotechnical investigation to determine the cause(s) of the distress, if requested. Horizon Underpinning January 3 I, 2022 Project 9303-07 Page 5 e) It is our opinion that the distress to the affected portion the building can reduced by means of the proposed underpinning. We anticipate the maximum depth of the piers to be on the order of 25 to 30 feet. Also, the depth of the sewer trench should be determined and the underpinning should be extended below the sewer trench backfill. It should be noted the underpinning piers only effective in transferring the vertical loads to a competent stratum. f) As discussed earlier, a I 0-foot wide sewer easement abuts the northwest-lying foundation of the subject building. The location of the sewer line should be verified prior to the installation of the piers in order to avoid any damage to the existing pipe. g) In order to resist the lateral loads by the existing footings, as recommended in the prior reports, use a passive resistance of 250 lb/ft3 and coefficient of friction of 0.25. Ignore upper I foot of soil passive resistance if not covered with any hardscape. While combining passive resistance with friction, reduce the friction coefficient to 0.2. h) It should be insured that the repairs to the building include a well-designed drainage system surrounding the structure. This includes positive surface water diversion away from the structure, including roof drainage and subsurface drainage improvements. i) A magnesium bag will be attached to each pier for corrosion resistance. j) The pier installation process should be observed by the geotechnical engineer in order to confirm appropriate founding layers into the competent soils have been reached. Client shall locate for Consultant and shall assume responsibility for the accuracy of his representations as to the locations of all Lmderground utilities and installations. Consultant will not be responsible for drunagc to any such utilities or installation not so located. Client and Consultant agree to waive claims against each other for consequential damages arising out of or relating to this agreement. Neither party to this agreement shall assign the contract without the express. written consent of the other party. Consultant agrees to cover all open test holes and place a cover to cany a 200-pound load on each hole prior to leaving project site unattended. Consultant agrees diat all test holes will be backfilled upon completion of tbe job. However, Client may request test holes to remain open after completion of Consultants work In the event Client agrees to pay for all costs associated with coveting and backfilling said test holes at a later date, and Client shall indemnify, defend and hold hannless Cons,~tant for all claims, demands and liabilities arising from his request, except for the sole negligence of the Consultant, to die extent pemiitted by law.
