Boulevard.
Recommended Action
Support staff’s recommendation to approve the plans and specifications of the intersection
improvements at Palomar Airport Road and College Boulevard, Capital Improvement Program,
or CIP, Project No. 6028.
Background
The project is located at the intersection of Palomar Airport Road and College Boulevard as
shown in Exhibit 1. Currently, southbound College Boulevard has one left-turn lane, one
through travel lane, a bike lane and one right-turn lane as the roadway approaches Palomar
Airport Road. The project will add a second southbound through travel lane to meet the level of
service performance standard required by the city’s Growth Management Plan, or GMP.
The project will widen the southbound approach of College Boulevard to include an additional
southbound through travel lane approaching the intersection with Palomar Airport Road. The
ultimate lane configuration for southbound College Boulevard will consist of a left turn lane,
two through travel lanes, an enhanced bike lane and a right-turn lane as the roadway
approached Palomar Airport Road.
Additionally, the project will include modification to the traffic signal pole location, upgrading
the pedestrian ramps, painted crosswalks and enhanced green paint striping in the conflict
areas for bicyclists. These improvements are expected to improve traffic circulation and
operations.
On June 1, 2020, the Traffic and Mobility Commission unanimously supported staff’s
recommendation to implement the project as it provided operational improvements consistent
with the city’s General Plan Mobility Element.
Next Steps
Following the Traffic and Mobility Commission’s review, staff will finalize the construction plans
and obtain necessary permits for the project. Staff will then bring a staff report to the City
Council to approve a dedication of certain city-owned real property for public street purposes
for Palomar Airport Road and College Boulevard Intersection Improvements. Finally, staff will

return to the City Council in early 2023 with a recommendation to approve the plans and
specifications and authorize the City Clerk to advertise for construction bids for the project.
After the bidding process is complete, staff will return to the City Council with a
recommendation to award a construction contract to the lowest responsive and responsible
bidder. The construction is targeted to begin in summer 2023.
