GENERAL & RECREATION
Master Plan Update
The final step in the community outreach and input process is to perform a statistically reliable professional
survey (currently underway) through an independent firm consistent with our previous Parks & Recreation
Department master planning approach. This survey seeks to identify levels of support for a wide range of ideas
that were shared through the earlier input opportunities. Households were selected at random to take this
survey and have received it only via the United States Postal Service. However, the public may review a copy of
the survey at www.carlsbadparksplan.com and provide additional feedback via email and/or the “Your
Comments” form on the website.
Recreation staff has developed and established core program areas, and the recreation and adults 50+ program
assessments are currently underway.
A draft of the master plan will be made available for input by the Senior Commission, Parks & Recreation
Commission, City Council and general public at the end of fall 2022, with a final draft scheduled to be presented
to the City Council for adoption in early 2023.
Citywide Special Event Permitting
Four special event sign kiosks originally permitted for ArtWalk Carlsbad were recently permitted and adapted for
use by the city for local traffic safety emergency messaging and communications:
•West side of Carlsbad Blvd. south of roundabout at State St./Carlsbad Blvd. (southbound) – “Share the
road”
•Northwest corner of Palomar Airport Road and El Camino Real (westbound) – “Watch your speed”
•West side of Carlsbad Blvd. south of Ponto Road (southbound) – “Stay alert”
•Northwest corner of La Costa Avenue and El Camino Real (westbound) – “Watch your speed”
Monroe Street Pool Operating Hours
After a brief delay to assess the impact of a nationwide shortage of CO2, staff returned to regular weekday
operating hours at Monroe Street Pool on Sept. 12, 2022, based on a sustained increase in part-time lifeguard
staffing availability. Monroe Street Pool will be open 6 a.m. – 7 p.m. Monday through Friday, and 8 a.m. – 4 p.m.
Saturday and Sunday for public use.
Also, staff reinstated the weekday maintenance hour of 10:30 a.m. – 11:30 a.m. that was temporarily eliminated
during the COVID-19 pandemic response. The weekday maintenance hour closure will allow staff to perform
routine facility and equipment maintenance and cleaning, including but not limited to manually vacuuming the
pool, addressing pool chemical needs, cleaning the front lobby, hosing the locker rooms, restocking supplies, and
cleaning the deck. While staff will endeavor to do everything possible to retain the regular hours of operation
for the foreseeable future, these hours will be subject to ongoing review and modification, based on lifeguard
staffing availability.
Summer Recreation Program Update
The department just wrapped up a very successful summer of camps, classes, programs, and events.

• Sumer Camps – 5,015 camp registrations for 2022 season, a 13 percent increase from pre-pandemic
numbers of 4,441 registrations in 2019.

• Due to overwhelming demand, the department added year-round youth basketball leagues for grades K-
12.
• Between July 2021 – now, the department has held 11 lifeguard academies with a total of 70
participants. During this time frame, we have hired 40+ lifeguard staff.
• 481 total Aquatic/Junior Lifeguard camp registrations for Summer 2022 and roughly 570 swim lesson
participants. This is just from June 2022 – August 2022.
Superhero Obstacle Race

Alga Norte Community Park

Dress up like your favorite superhero at Carlsbad's Superhero Obstacle Race at Alga Norte Community Park.
Parents and children run together through a superhero themed 2K obstacle course. Defeat villains while leaping
over tall buildings, crawl through toxic tunnels and navigate 20 obstacles throughout the park. Conquer
inflatable mazes and slides, wrecking balls, tights ropes, web crawlers and other obstacles along the way.
Online registration ends at 5 p.m. on Oct. 1. On-site registration available until 10 a.m. on Oct. 2.
Pumpkin Plunge

Alga Norte Aquatics Center

Bring a swimsuit and join the Halloween fun at Alga Norte Aquatic Center that transforms into spooky fun with
pool activities and games with prizes, and floating obstacles. The Splash Pad will also be open for the little ones.
Dry activities include a bounce house, lawn games and the Floating Pumpkin Patch where every child will get to
lasso a pumpkin and take it home. The night ends with a showing of Monsters, Inc. on the giant outdoor movie
screen while you float in the water. Food and beverages are available for purchase at the event.
Online presale will start three weeks before the event and ends at 5 p.m. on Oct. 14.
PARKS
Veterans Memorial Park
On May 16, 2022, the Parks & Recreation Commission accepted the final Veterans Memorial Park Maser Plan.
Then, on June 15, 2022, the Planning Commission adopted Resolution No. 7453, approving a Mitigated Negative
Declaration and Mitigation Monitoring and Reporting Program for Veterans Memorial Park; and Resolution No.
7454, approving Conditional Use Permit CUP 2021-0014, Coastal Development Permit CDP 2021-0052, Hillside

Development Permit HDP 2021-0006, and Habitat Management Plan Permit HMP 2021-0006 for Veterans
Memorial Park.
On July 26, 2022, the City Council will be adopted the final Veterans Memorial Park Master Plan, and made a
finding of compliance with the Citywide Facilities and Improvements Plan Parks Performance Standard. The
associated staff report remains posted to city’s web site: City Council Meetings | Carlsbad, CA (carlsbadca.gov).
Staff is now coordinating with the design firm on the initial development of the park’s construction plans and
specifications. The target period for completion of the park’s construction is Spring 2025.
Poinsettia Community Park Phase IV Dog Park, Parking Lot and Restroom
Commencement of work on this project began with mobilization of the contractor to the site on Sept. 20, 2021.
The project has now been completed and the amenities are receiving significant use by the public. A ribbon-
cutting ceremony for the opening of the dog park, parking lot and restroom was held on July 27, 2022.
Village H South Off Leash Dog Area and Trail Segment 5B Project
On July 28, 2022, staff submitted the entitlements application for this project to the Planning Division. On Sept.
1, 2022, staff distributed a City Council memorandum, with an update on the environmental review and
entitlement permit processing, as well as revision to the parking lot size and alignment. The notice of project
application sign was installed, an e-mail blast sent to residents, an update posted on the Village H South website,
and notification letters were mailed to all residents within 600’ of project, on Thursday, Sept. 1, 2022.
Monroe Street Pool Renovation/Replacement Project
Three design concept options were developed for this project, each with increased scope and cost. An agenda
item on the project was presented at the Parks & Recreation Commission Meeting of Jan. 25, 2021, and the City
Council Meeting of Jan. 26, 2021. Both bodies approved Concept 3, with the City Council directing staff to pursue
a Prop H ballot measure for the project on the June 7, 2022 Primary Election. On Feb. 22, 2022, an agenda item
was presented to the City Council recommending deferring the timing of a Proposition H ballot measure for the
project to an election cycle to be determined at a later date. City Council approved the deferral, but with the
item to be reconsidered in time for a ballot measure to be placed on the November 2022 election. On June 21,
2022, the City Council adopted a resolution approving the ballot measure language on this project for the
November 2022 election.
Stagecoach Park Community Garden Project
Staff has received cost proposals for professional design services for a community garden at the area of the park
formerly used for a maintenance yard. Staff is currently evaluating the proposals and anticipates selecting a
design consultant by the end of September 2022.
Upcoming Trails Volunteers Event
The next Trails Volunteers event is scheduled for Saturday, Sept. 24, 2022, from 8:30 to 11:30 a.m. at Lake
Calavera for National Public Lands Day. The tasks will include vegetation trimming along boardwalk, invasive
species removal, trail surface repairs, and erosion control measures.
