HomeMy WebLinkAbout2022-06-02; Senior Commission; MinutesMinutes of: SENIOR COMMISSION Date of Meeting: June 2, 2022 Time of Meeting: 3:00 p.m. Place of Meeting: Council Chamber CALL TO ORDER Chair Rangus called the meeting to order at 3:00 p.m. ROLL CALL Present: Chair Rangus, Vice Chair Mehan, Commissioner Venegas-Garcia Absent: Commissioner Ross PLEDGE OF ALLEGIANCE ANNOUNCEMENTS None APPROVAL OF MINUTES: ACTION: On motion Vice Chair Mehan and a second by Chair Rangus, the minutes of the May 5, 2022, Senior Commission meeting were approved. AYES: Chair Rangus, Vice Chair Mehan NOES: None ABSTAIN: Commissioner Venegas-Garcia ABSENT: Commissioner Ross PRESENTATIONS None CONSENT CALENDAR None PUBLIC COMMENT None DEPARTMENT REPORTS 1.DRAFT ACTIVE TRANSPORTATION MONITORING PROGRAM REPORT Transportation Planning and Mobility Manager Nathan Schmidt presented an update and future plans on transportation and traffic within the different parts of the City of Carlsbad. Mr. Schmidt shared several documents pertaining to vehicle, bicycle and pedestrian traffic counts from different collection points throughout the city. The data in the presentation will provide assistance in the implementation of city plans including, but not limited to Climate Action Plan, Traffic Impact Fee Update, Sustainable Mobility Plan, Transportation 1 of 3 Demand Management. Vice Chair Mehan inquired about the amount of traffic on El Camino Real and asked Transportation Planning and Mobility Manager Schmidt if there had been any thoughts about providing traffic relief or transportation options on that street, especially during the heavily congested hours of the day. Mr. Schmidt explained that most of the traffic recommendations and proposed solutions are included in the Growth Management Plan. Chair Rangus asked if future monitoring would include pedestrians, bicycles, and autos? Mr. Schmidt replied, “yes it will.” Chair Rangus also asked if the acronyms in the report regarding transportation topics could be defined for better understanding. 2.SENIOR COMMISSION MEETING CALENDAR FOR FISCAL YEAR 2022-2023 Recreation Area Manager Margaret Hamer proposed the adoption of the Fiscal Year 2022- 2023 Senior Commission meeting calendar. The calendar included dark months of July, August, and December of 2022. ACTION: On motion Vice Chair Mehan and a second by Commissioner Venegas-Garcia, the Senior Commission calendar for 2022-2023 meetings were approved. AYES: Chair Rangus, Vice Chair Mehan, Commissioner Venegas-Garcia NOES: None ABSTAIN: None ABSENT: Commissioner Ross 3.SENIOR COMMISSION MEMBERS TOURING NEIGHBORING SENIOR CENTERS Recreation Area Manager Margaret Hamer proposed dates, and times for the Senior Commissioners to visit four neighboring Senior Centers in the cities of Vista, Oceanside, San Marcos and Encinitas. Ms. Hamer recommended that the commissioners have two different tours, the Cities of Oceanside and Encinitas as one tour, and the Cities of Vista and San Marcos as the other tour. Ms. Hamer explained the commissioners would tour with only one other commissioner to avoid a quorum. The Senior Commissioners were asked to sign up for which tour that they could attend. Vice Chair Mehan requested the Cities of Vista and San Marcos tour. Commissioner Venegas-Garcia requested the Cities of Oceanside and Encinitas tour. Chair Rangus will speak first with Commissioner Ross prior to making her choice. Ms. Hamer mentioned the tours will include a staff member and a city vehicle will be used for transportation. Chair Rangus asked about the possibility of adding a second Senior Center in the southeast portion of the city. Parks & Recreation Director Kyle Lancaster explained that while there are no current plans to build a second Senior Center, the existing community centers at Stagecoach and Alga Norte Community Parks currently have space to provide for senior activities. Mr. Lancaster additionally pointed out that there is also room at the community 2 of 3 center at Calavera Hills Community Park in the northeast quadrant of the city that could provide space for senior activities. 4.DEPARTMENT REPORT Recreation Area Manager Margaret Hamer gave a summary of the open house that took place at the Senior Center and explained how successful the event was. Ms. Hamer spoke about the demonstrations, exhibits, classes and activities that took place at the Open House. Ms. Hamer also spoke about a collaboration with the Library & Cultural Arts Department called a story walk which is a book reading that is done while following a certain path through Carlsbad. The volunteer work of the Carlsbad Champions was also shared by Ms. Hamer as the organization made a visit to the Senior Center to play games and tell stories. Another collaboration with the Library & Cultural Arts Department, called Getting Started with Genealogy, was well attended and there was a lot of positive feedback. Ms. Hamer reported that the Carlsbad and Calavera Cruisers hiking clubs are becoming very popular and there are now a core group of seniors that are taking part in the hikes. Ms. Hamer reminded the Commissioners of the monthly Concerts in the Courtyard program and the upcoming version on June 13,2022, featuring Salsa Steele and their tropical music. The collaborations and excursions have become extremely popular, so much that Ms. Hamer announced that the Whale Watching Excursion was sold out. The next excursion will be to the Museum of Making Music on June 24, 2022. Ms. Hamer informed the Senior Commission that the shuttles will be receiving new wraps (exteriors), and a new driver of the shuttles will be starting in June 2022, which will help create more transportation opportunities. COMMITTEE/CITY COUNCIL REPORTS Growth Management Advisory Committee Commissioner Ross was absent, so the report was presented by Chair Rangus. The report explained some of the topics that had previously been discussed by the committee, such as the history of the Growth Management Committee, city budget and financing. The next topic to be discussed by the committee will be libraries, parks and open space. The Growth Management Advisory Committee meets on the fourth Thursday of each month. FUTURE AGENDA ITEMS Discuss tours of neighboring cities conducted by the Senior Commissioners.
